new tactic to clean things up at the cow palace. fighting back against wild parties, overdoses and drug arrests. a small plane crashes in the north bay. two people hurt. assessing the damage following the johannes mehserle sentencing protest in oakland. many of those arrested aren't from oakland. another royal wedding could be in the works? the sign prince william may be ready to tie the knot. good evening, i'm ann notarangelo. that's what is heading our way. a significant storm. you could expect to be woken up overnight or in the morning by wind and rain. when will it start raining? how much can we expect?

>> should be a pretty good soaker especially as we get into the early morning. showers creeping closer outside. high-def doppler showing mostly dry skies so far across the bay area but look to the north and it is already changing quite a bit as we are starting to pick up moisture from the cold front sliding through. it will get going pretty good into the early morning hours. let's see if we can time this out for you a bit. as we head through the night tonight, roll the clock forward towards midnight some of the showers are already beginning in parts of the north bay then comes down pretty rapidly as we head into that. passing south of the golden gate bridge. then i think like about 7:00 a.m. tomorrow morning the main cold front will be stretched across the bay area. that will bring with it the heaviest amounts of rain, strong gusty winds. some of the heavier amounts of rainfall. maybe about an inch, inch and three quarters in parts of the north bay. and over the santa cruz mountains. but the good news is not a complete washout. we will talk about that coming up in just a bit, ann. back to you. >> lawrence, thank you.

neighbors are fed up with drugs, noise and crowds. don knapp reports some daly city community leaders tonight say it is time to try a new tactic to control the troubled venue. >> reporter: just because they live near the cal palace says marion brown neighbors shouldn't have to put up with the stress of wild parties. >> whenever they are out of control the police units come and get things organized. well, people run. they run from this cow palace and run around the neighborhood and go knocking on people's doors trying to get in because they are all -- the people nay have attended this have been on drugs, whatever. >> reporter: one week ago live 105 subsonic spook fest ended with 17 party goers hospitalized for drug and alcohol overdoses. six months ago another promotor's music event left two party goers dead and led to several drug arrests. daly community city leaders are

saying enough. >> our community does deserve this notoriety. we can't have more kids go to the hospital or die. >> reporter: the leaders today say they are taking steps to take control at the cow palace. >> this legislation gives the power to daly city and our police chief. it gives them the power to approve or deny a permit. >> reporter: a city councilman says they would not deny last weekend's bike show or next weekend's gun show but if the state decides to enact the support of law daly city's police chief would decide whether an event could be held at the cow palace and would have to put up money for emergency medical treatment and no one under 18 would be allowed into certain events. >> i don't think this is a problem with the facility because we do need venues and things for young people to do to have fun and to deal with

the stresses that they have outside of school and in school. >> reporter: this is not the first attempt to take local control of the cow palace. in 2008 statute senator leyland yee led legislation to buy it from the state. that legislation failed. we will see how this legislation goes. a pilot and passenger survive but are in the hospital tonight following a plane crash in the north bay. the small plane went down at the sonoma sky park airport just south of the town of sonoma. the single-engine aircraft ended up between up a warehouse. both men on board were flown to the hospital. >> the wreckage does look bad but, again, both the pilot and passenger survived. it looks like they put it right

between some buildings in a safe spot. so there was no damage to any structures. >> we don't know the conditions of the pilot and his passenger. we are told both were talking, though, when police and paramedics got there. well, all is quiet in oakland tonight. one night after this. the riots did happen as expected after a judge sentenced johannes mehserle to two years in jail for killing oscar grants. despite the dem administrations, elizabeth wenger shows us it could have been worse. >> reporter: taking down the boards. >> i thought there was going to be damage due to the sentencing. we heard that the officer only got two years so we boarded it up. >> reporter: but his worst

fears never happened. the walking protestors that hit the streets left downtown mostly unharmed but the message was clear in chants and signs. anger that he got the shortest prison sentence possible. some tried to calm the crowd. >> >> these are women owned business, black owned business. give them a chance. >> reporter: but for the first time frustrated demonstrators marched into residential neighborhoods near lake merit. a few in the crowd went out of their way to be destructive. attacking car windows, knocking down fences and damaging at least one local business. police made 152 arrests. after some started throwing rocks and bottles at officers. one officer had his gun taken from him in a fight. closing up a beauty store early before things turned violence. >> there were a lot of police

in the area. a lot. they were dropping off squad cars of just police and they were patrolling the area a lot. >> reporter: but to the owner of this autobody shop in oakland's lake merit neighborhood he feels grateful it wasn't worse. >> there is always going to be a handful of people that step outside the law but for the most part i'm very proud at how the oakland people handled last night. especially the police officers. >> in oakland, elizabeth wenger, cbs5. >> of the 152 protestors arrested last night over 60 live outside of oakland. seven were juveniles. the youngest 16 years old. they will review photos and charges could be filed after the report is completed. new results tonight in the race of california attorney general. the lead has changed again. right now los angeles district

attorney steve cooley holds a slim lead over san francisco district attorney harris. cooley leads by 22,817 votes. the race could remain too close to call for several weeks. more than 2.3 million absentee and provisional ballots still need to be counted. they are still counting and so far no final results yet in the first ranked voting election for mayor of oakland. city council member jean quan is cautiously optimistic. quan and her supporters popped the champagne when the count showed she jumped ahead of former front runner don perata with 51 to 49% of the votes. san francisco voters also used ranked choice to vote for supervisors and we show you how it works and why some voters are still confused. >> reporter: these machines are getting a workout long past election day casting votes for not only the top candidates but also the candidates that voters

would rather have if their first choice loses. >> doesn't even make sense to me. you know, the person i voted for got the most votes, i don't understand why they are not in office. it is very confusing. >> reporter: it is rank choice voting holding up results in the oakland mayoral race and san francisco board of supervisors since no one got 50% of the first votes then the last place candidate is eliminated and voters who choose that person get their second choice counted until a winner emerges. >> i just think it would be hard for the candidates to be in that position to work so hard and not to know for weeks after. >> reporter: but don't shed any tears for this candidate who is in a race against 20 others. >> without district elections or public financing a grassroots candidate like me couldn't run. >> reporter: our cbs5 political expert says that is because it is not a win, takes all

scenario. >> this is more democratic in a sense that it allows other people who don't necessarily prefer you as their top choice to have an influence on whether or not you actually become victorious. >> reporter: he says the difficulties lie mainly with the counting instead of the voting. the frustration though can be widespread. >> is there a smaller local elections and we need to know. >> find a better system an neighbouring it work. >> reporter: here in san francisco they haven't even counted all of the first choices on the absentee ballots. so expect more shake ups to come. another tight race is headed to court. democratic incumbent leading the republican david harmer in the 11th congressional district. but only by about 400 votes. harmer has asked that election observers verify signatures on more than 375,000 mail in and provisional ballots. the contra costa judicial commissioner says a superior

here in the u-s. but as president obama is in india tonight touting a new trade deal that he says will create thousands of jobs here in the u.s. as katherine brown reports, he could have a hard time convincing many americans who see india as a cheap labor rival that outsources opportunity from the united states. president obama says his three-day visit to india is a job strategy. >> i'm here because i believe

that in our inter connected world increased commerce between the united states and india can be and will be a win/win proposition. >> reporter: seeing it as the ideal place to sell u.s. products. saturday he announced a series of trade deals. >> will lead to more than 50,000 jobs in the united states. >> reporter: but convincing americans that partnering with india will increase jobs at home may be a tough sell. the country has become a symbol of outsourcing with u.s. companies finding cheaper labor overseas. the president told a group of business leaders that the trade benefits aren't a one-way street. >> it is a dynamic two-way relationship that is creating higher living standards in both our countries. >> reporter: the trip comes less than a week after the mid- term elections. gop critics say voters made it very clear what they want done in washington. >> the american people want action on jobs. the president though still

doesn't get it and neither does speaker nancy pelosi. if unemployment was 5% rather than 9.6% everybody would be happy. there is a reason why it is not 5%. because we have bad policies in place. >> reporter: while unemployment remains at 9.6% the economy added more than 150,000 jobs last month. but with millions of americans still looking for work, the president says he is open to any idea that will jump start the economy. katherine brown for cbc news new york. now is a bad time. that's what the new leader of the u.s. marine says about overturning don't ask, don't tell. today the general says allowing gays to serve openly in the military might have unique consequences in the marines. marines do not have private living quarters. there are two in each room. the general says he doesn't exactly know how a repeal would

hurt combat readiness but he feels it would in some way. drawing the attention of homeland security secretary janet napolitano. she said today she is disturbed by the incident. she and others are afraid that the same tactic could be used by terrorists. she says security needs to begin with information sharing and collection. rain on the way tonight. here is meteorologist lawrence karnow. ann, we already started to see showers in parts of northern california. nothing out here just yet but it will get going and you know what, it will rain pretty good i think specially through the morning hours and then begin to taper off as we head into the afternoon. high-def doppler showing some of that activity creeping closer as we head into midnight we will see showers showing up around the bay area. just how much you might get? well, you could see about an inch to maybe an inch and three quarters in parts of the north bay. about a quarter to half-inch in the east bay. along the peninsula maybe over an inch of rain here in the santa cruz mountains. they should get a pretty good soaking too over an inch in the

mountains too. with that in mind this is a pretty significant storm that is dropping down into the bay area. not only is it going to bring rain here, lots of snow in the sierra nevada, maybe a couple feet above 8000 feet. rain returns overnight tonight and in toward tomorrow morning but the good news is as we head into the afternoon sky is going to start to part just a little bit. so not a total washout. as we head towards the latter part of the day just more showers. low 60s. wind will be kicking up. cold front moves on through. by monday, partly cloudy skies. it looks like a dry day. tuesday there is a weak storm system that passes the bay area. that will bring with it at least a chance of some showers. mainly to our north. wednesday and thursday dry with warmer weather as we head into the weekend. this is the night. i love this night. this is the night we get an extra hour of sleep, of course. if you have kids like we do they seem to not change their clock so they will be up bright and early normal time every

mother lady diana spencer. kate middleton and prince william met at university in 2003 and as a couple they were fixtures on london's club scene. recently, the tone of their public appearances has become more, well, sober. and their intentions apparently serious. in fact, over the past year, while william finished his training as a search and rescue helicopter pilot, he has been sharing both his house and his life with kate. so how soon will that arrangement be made official? well, british bookies say 2011 will definitely be the year. but they are still taking bets on what month. and at the moment, the smart money says june. elizabeth palmer, cbc news, london. well, next, silicon valley showing signs of job growth. the other sign today though that people are still hurting. can a smartphone be its own guardian angel ?

opportunity to actually get a special service this holiday season. >> in order to provide these families something, the service relies on community donations not just food and money. it also needs volunteers to donate their time to help make this a happier holiday time for others. less fortunate families also gathered at cal expo in sacramento today. volunteers with convoy of hope of community outreach led by churches and businesses spent their saturday helping those who can't afford the most basic necessities. those folks got lots of freebies today like food, medical care, eye exams, even haircuts. >> we can get through anything. i know that in my heart. it is just reminding yourself of that on a daily basis. >> you got a haircut today? >> yes. >> you like it? >> yes. >> there was also a job fair. resources on the best places to look for a job and tips for creating standout resumes. back open and green than

ever. today san francisco's parkside library celebrated its grand reopening. it was closed for a year and a half for renovations including making it better able to with stands earthquakes and now it is more eco-friendly with biodegradable cork flooring and has more computers, dedicated spaces for kids and teens and more accessible for people with disabilities. >> it is really amazing how when you renovate and open a new library you have about 100% increase in its use. that's pretty darn amazing. >> this library originally opened in 1951. it is one of 24 public libraries in san francisco that were approved for renovation but right now this library is the most energy efficient. stanford to make top 10. down the stretch they come.
