as the weather. low keyy and low-cost as about $1,000. a free people -- $100,000. a free people's party. hot dogs, chips and water. it is appropriate for jerry brown's return to sacramento as california faces a deficit. a deficit that is twice the size of the entire state budget in brown's final year governor in 1983. >> i did not create this mess. i have not been here in 28 years. but i will do everything they can to make it better. >> jeery has been he has been viewed as being on the cheap side and tough with the money. he does not do anything excessively in terms of spending. >> reporter: williey brown says he expects governor brown will get the state out of debt in three years. >> -- willie brown says he expects governor brown will get the state out of debt in three years there say lot at cost. brown will likely avoid

speaking about taxes but a times article says he will later ask them to extend sales and income taxes that are set to expire july 1st. >> this is no money to provide the basic services. you can fix it one of two ways, raise taxes or make cuts or a third option is do a blend of both. jerry brown is going to do a blend of both. look for him to release the budget proposal. i will tell you that he mans to unveil a budget going forward. >> brown's goal of getting his budget adopted in 60 days will be easier with a new simple majority rule passed by voters in september. the past required a super majority. >> we will have to see how things move on from here,huh? stphá it will be wild. for the outgoing governor a final farewell in his last weekly address. >> i came to california four decades agriculture with

newsom is dilagging his inaugural. the first asian is becoming mayor of oakland. >> reporter: she calls herself the mayor of the people. she asked residents it help her celebrate there say lot of confidence here. >> she worked with our neighborhood, working on miller park, traffic issues on the road, very involved. very committed to the community [ band playing ] >> reporter: no accident that the entertainment is by students from oakland school bands. she entered politics in 1989 to save arts and music programs in her children's schools. that is not lost on them. >> i hope she will give more money to music programs. i think it is important because you get to express yourself. >> reporter: after the last inaugural party, the mayor- elect says she will get to work and her first order of business

the first police lineup on tuesday morning. >> talk to officers serving with the city and talk about public safety. >> violence is down. but after a weekend shooting she knows there are challenges ahead. >> what can you do that other mayors before you could not do in the past 10 years? >> well, it is a different time, different place. i think when you involve people different things happen. i don't think a mayor, one person does it. i think when we are moving together you do. and so i know that from the work that i have already done. >> reporter: quan is bringing her roots to city haul. she is convinced she can get thousands of volunteers to make changes in the city. >> she will be able to accomplish a lot. >> there are two answers to the question, yes and hell yes. the house. and they will hold the majority. they plan to make compromises. and cutting spending and president barack obama health care law. >> i am going to drive the barack obama care across the house and defund the bill and to start over. >> as president barack obama prepares to return from his hawaii vacation he is asking both parties to cooperate and focus on the jobs and the economy. the another transit system is raising its prices this weekend. riders on the golden gate ferry between marin county and san francisco will be paying 10% more. that is after fares were raised 5% last year. cash fares will remain the same. >> it makes me wonder, growing up, if their -- wonder if they are raising them because it is convenient because everyone else is raising their prices.

>> i was surprised my tickets today. i do not do it often. i have visitors here i will pay the price. >> the 10% increase is a compromise. the transit district originally planned toeracy them for -- tow raise them from 12% to 32% t. lowered the increases after riders complained. they will be shutdown for six months tomorrow. allowing for renovations in between embarcadero and van nuys avenue. they will replace the system under the tracks and do work to the surrounding streets and sidewalks. at least one lane of traffic in each direction will be open during construction. a shuttle bus will be on the route to alleviate traffic. some residents are finally home from their vacations. many were stuck in the blizzard that slams the east coast the day after christmas. we have details of the weary

travelers. >> reporter: find a flight coming from the east coast and you will find passengers will stories to tell. >> a lot of lay overs, a lot of time. >> a lost waiting, a lot of waiting. >> reporter: some of the passengers that we saw in all of that video of airport snowed in at the end of the last year. >> i am exhausted and hungry. i am excited to be here. >> reporter: he just touched down at sfo after a global ordeal starting when the christmas time snowstorm in europe stranded him. >> i have to call my recruiter, i can not start. >> reporter: he was due to start a new job this tuesday but the airline said he would have to state until january 13th. >> hi to pretend i was deaf and go on the disabled line and type to them. that was the only way i could get through to a representative. >> reporter: they got him in new york. until today that is where he lived. >> one day, pack everything, move here, start my new job on tuesday. >> this family is getting home

from a trip to grandmother's birthday party in new york which they barely made. >> we flew to lax and then philadelphia and got in a car and drove from philadelphia to new york. then they got there at 2:00 in the morning two days later. >> only adding to the airport drama a number of thraoeuts delayed or canceled here at sfo because of the wet weather up and down the state. if only everyone can look at the bright side. >> it would not have been as much fun without the snow. >>and they lost one of my bags it looks like. the one with all of my under wear in it. >> and off to customer service to wait some more. back to you. digging through thigh-high snow. they get stuck. 3 people stranded for nearly a day by a storm. what they did to protect themselves from the elements and the trick they used to stay alive until they were rescued. reservoirs are filling up with all of the rain that we

storm... and lived to tell about it. kelly koopmans shows us how they managed to survive for 14 hours in the wilderness, thanks to their outdoors skills... and technology. nn-satu245-or-snow shoe rescues . i have been hiking all over the world. so, this is did not seem like a big trip. as haze faded. they tried plowing through thigh-high snow. >> you are literally, like literally digging through the snow like this. it got to the point that i realized we were not going to get back before dark. >> reporter: as the temperatures dipped to the low

teens they decided to dig a snow cave. they used a snowshoe as a shove skpel used a show haeus to tie skis together to make a roof. they decided to call search and rescues and then they told them to sit and wait. >> it was more like anxiety of whether or not we were going to be there for an hour or days on end. >> reporter: they knew they were looking for them but after 14 hours of sitting in the cave shoulder to shoulder their cell phones died and hope faded into anxiety. an anxiety that would only be pierced by a simple sound. >> joe heard the whistle first, i think. we just heard the whistles like in the far background and then everyone was elated. we had not heard from them in nine hours. >> reporter: a team of 33 search and rescue vol up tears traced his cell signal or ping that brought them within feet of the snow cave. >> the cell phone ping phase 2 wireless is marvelous.

it was within 50 feet of them. >> reporter: miller says they rescued themselves by being prepared but anderson says the real heroes are the volunteers who saved their lives. in eugene, back to you. >> well, snow and ice have shutdown the grapevine area of interstate 5 indefinitely. it was closed at 1:00 today after cars began sliding along the roadway. luckily no major accidents or injuries reported. the vehicles are being detoured through lancaster. more rain is expected in the area through monday. well, all of the recent rainfall in the bay area has enough on sight for local areas. the officials say there is a bounty of water in the reservoirs. seven water supply reservoirs have reached 100% capacity. this is only the 3rd time in 20 years that reservoirs this reached capacity by december. that means it is unlikely there will be summer restrictions. >> the temperatures will remain

cold but showers will be tapering off overnight. and sunshine is on the way. >> skies beginning to part along the bay area. a lot of clouds lingering, we are going to see more cheering heading out there the night tonight. rainfall coming to an end. the storm system sagging into southern california. bringing a lot of showers to the pay area. some places picking upwards of half an inch of rain. it looks like most of it will move out of town. we will start to dry things out in the bay area. we are looking pretty good headed towards tomorrow. partly cloudy skies. a lot of highs, only in the 40s, tomorrow, a lot of low temperatures shooting up in the 50s. another cool breeze out towards the coastline. otherwise, dry weather around here. across the state, though, you will find showers, in fresno to the morning hours and monterey and that will mainly come in the morning as well. drawing out there towards the afternoon. high country, left over snowflakes on monday.

but, otherwise we are looking good heading towards tuesday and wednesday. and a lot of folks like to sneak up there and enjoy the fresh no. you will have tons of it as we look towards the weekend, good conditions. if you plan to head out this pack the clothes. temperatures for the highs, 30s, overnight lows, in the single digits. bringing the showers to california today. making its way into southern california. high pressure behind it. you got the low here. going to slide in. yes, showers coming to an end tonight. then, it looks like as we head towards the next few days, the driest trek we have seen in some time. not a strong ridge but enough to balance it to the north. that will keep us dry for a few days. heading through the night tonight, we will keep things dry out there. showers going to flirt with the coastline outside. but, otherwise, looking good. the skies parting, the commute, great. as we will see partly khoutdy skies. -- cloudy skies. does not look like it will be wet. a good day coming our way. numbers like this. warmer temperatures in towards

the santa clara valley. 55 degrees there. and 55 in morgue -- morgan hill. >> and cooler spots in the east bay. 51 degrees in danville, and 53 in concord. northbound temperatures, warming up everywhere you go. it looks like we will dry it out in the next few days. high pressure will sneak back in in the bay area. one thing to watch out for, we may see some of the dense tule fog heading out. so, watch out for that in the middle of the week. next weekend, partly cloudy skies, keeping it dry. they are packing up christmas in the park. crews spent the days taking down all of the decorations. the san jose holiday attraction has been a draw for more than 30 years but it is showing signs of age and budget troubles are jeopardizing its future. organizers are hoping private donations will keep it alive

for next year. in other headlines tonight. arson at a storage facility in martinez. the fire destroyed a motor home. it was captured on security cameras that have not been released yet. the officials say the video shows a person with a gas can walking around the motor home, a moment later, it explodes into flames. in concord, the police were called out late last night to look for a naked man walking around city streets. the witnesses say he was wearing only tennis shoes. they say he appeared to be drunk. he was last seen in the area of treto and cowel. he is the secretary naked person recent -- he is the second naked person recently seen in the area. jaliljaja cabor back in the hospital

on her leg. san francisco's golden gate park would be declared a historic landmark. the park is already listed on the national register of historic places. several buildings including the conservetory of flowers and the beach chalay are landmarks. now the historic preservation commission is considering giving the entire parkland small craft advisory status to preserve other elements. the commission is developing a plan for the 140-year-old park. silicone valley got its name from the chips used in computer manufacturing, but the companies in the valley don't make silicone chips anymore. we see the innovative way that silicone is being used in the region right now. >> reporter: signs point the way to silicon valley but where is it? >> we closed the last manufacturing facility down in 2009. >> reporter: at intel headquarters some of the last pieces of silicone valley chips

are in a museum. packed behind glass. now, pieces of history. >> where has it gone? >> it has gone to arizona, new mexico, ireland, israel, china -- >> reporter: the list go on. not that long ago when pioneers and people in bunny suits put it on the map by making this the world center of the semiconductor manufacturing or computer chips they are the brains of all of the electric devices we use today. and all all of that circuits and chips are etched into beds of silicone. >> there is a person in the valley that does not have a chip in their pocket. >> it is still home to the titans of the industry and smaller cutting-edge companies. but the nature of the business has changed. contracts all of the manufacturing to a semiconductor company in tiawan. all of the research and design work is still done here. >> we might be the invasion valley these days as opposed to

silicone valley. >> the big reason is cost. intel says it is invests $ity is to $8 billion in manufacturing but the company says the dollars go farther in other states. >> real estate prices here are very, very high. and so -- there are few tax incentives or incentives from government to encourage it in the manufactures and so on. there are a lot of r&d that goes on but the tax for manufacturing do not exist anymore. >> reporter: even the silicone valley manufacturing group changed its name to silicone valley leadership group. but the ceo says silicone is not dead in the valley it has a ray of hope. >> there is an abundance of it in the valley. but funny, rather than being in companies that we usually associate with as semiconductor it is a core ingredient of our solarindustry. >> reporter: as start ups a generation ago, they are using
