and sale of confiscated drugs. john says local authorities are not elaborating. >> the arrest of a contra costa county sheriff comes as investigators continue to look into alleged police corruption in a state narcotics enforcement team. district attorney, mark peterson told cbs 5 that the deputy was arrested friday night. the sheriff's office in a press release said the four year veteran was arrested for possession and transfer of an assault rifle and conspiracy to possess and sell controlled substances. da peterson would not comment on what connection he may have to a commander. welsh was arrested last month and passing them to private investigator, butler, who allegedly helped sell the drugs. butler on the right, are charged with more than two dozen felony counts of allegedly stealing, possessing,

and selling methamphetamine, marijuana, and prescription drugs and steroids. the san francisco chronicle says all three men, welsh, butler, and tonabi worked together in the late 90s. sheriff david livingstone said it's a sad day, but should not reflect on the integrity or the professionalism of the thousand others in the office. >> he put up a $250,000 bond and was released from the jail this evening. because of his arrest, the sheriff removed his office from the on going drugs and police corruption investigation. he'll hand everything over to the da and state department of justice. all right. kind of interesting story. john, thank you very much. >> more to come, i'm sure. security is stepped up tonight at a peninsula cal tran station where a passenger was nearly beaten to death. transit police say the man was waiting for a train last night when as many as 15 people

attacked him and tried to rob him. tonight the 47-year-old victim from san jose is in critical condition. >> this is a very unusual incident for caltrans. this is not something that is -- it's really outside the norm of our experience. people who are waiting for caltrans have every reason to be safe and comfortable while they are at the station. >> no one has been arrested. transit police say they are aggressively investigating leads. tonight the guardian angels are walking the streets of san francisco's mission district to combat a recent spike in gang violence. two people have died in six shootings and three stabbings in the last two weeks. the guardian angels had been patrolling the area two days a week, but starting today, that increased to four days a week. the recent confessions by jaycee dugard's kidnappers may be part of a larger legal plan. phillip and nancy garrido was arrested 18 months ago for

holding the girl captive in their home for 18 years. nancy garrido's court appointed attorney said both defendant confessed in exchange for prison terms of 2 to 400 years. legal analysts say that likely means a plea deal is in the works and dugard will be spared testifying during a trial. some rain headed our way this weekend. let's check in with the meteorologist lawrence with the latest. >> of course, you know it started out nice and sunny this morning and the clouds started to move in and by late in the day, we started to see a couple scattered showers. now it looks impressive. this is light amounts of rain so far. if you head out on the roadway, it's going be slick. making its way in toward the san jose area right now and showering continuing light. really there's a lot of moisture in the atmosphere, but not a good trigger to get it to come down. we are seeing scattered light showers in toward oakland,

scattered very light in toward danville and livermore. we have stronger cells up in toward the santa rosa area. you have cells making their way in that direction. it looks like we will have to wait until this area of low pressure approaches the coast later on. it will have to ring out moisture, could see an inch and a quarter in some of the wettest parts of the north bay. we'll have more coming up. well, checking other bay area headlines, reames of pg and e documents are piled up at the cal palace. they are scrambling to find records dating back records about the pipelines. the search centers on discrepancies between pg and e's claims and what investigators found in the wake of the san bruno explosion. produce documentation to avoid transmission reductions and inspections. pg and e employees are working around the clock sifting through tens of thousands of boxes. it was an i tunes purchase

that led to criminal charges at a south bay school. trace elementary school was arrested last week accused of stealing more than $50,000 from the parent teacher organization. a second woman is being sought. the group's incoming treasure became suspicious when she spotted a $16itunes purchase. that led to the discovery of more unusual charges and the missing money. a collective barn owl eggs has been rescued from a cone instruction site. yesterday workers spotted an adult flying away and called authorities because migratory birds and eggs are protected by law. wild rescue moved the eggs to a special incubator at a facility in fairfield. the construction crew will build a new nets for the parents. unemployment is up across the bay area. state reports says between and january, jobless numbers rose between .1 to .3 in five

counties. in solano county, the rate is 12.4%. san francisco 9.5%. alameda county 11 and santa clara county 10.5%. the nation's jobless rate fell to 8.9%. when it comes to creating jobs, bay area lawmakers are looking beyond land of opportunity. they have their eyes on the water, too. and they say san francisco's port as a center piece of recovery. ann mackavic, waterfront will bring more than jobs. >> unless we invest in infrastructure, we are missing the boat. >> with the port of san francisco as the backdrop, local leaders talked about bringing jobs and more federal money to shore. >> i think we need to treat the ports as if they're like airports. because you know, airports when you have a delay in their modernization and construction, it stops the economy of our

country from moving forward. >> you may remember the carnival spending some time here last month, getting repaired after breaking down in the ocean last year. that work created hundreds of local jobs. this is the largest dry dock on this side of the pacific ocean. it's sitting empty right now. a lot of ships have trouble getting in here. the canal only has about 19 feet of water to accommodate bigger boats it has to be dredged. >> if we are not dredging deep enough, we are missing an opportunity for commerce and for jobs. >> but there are environmental concerns. >> there's now a biological concern, we may see algae concerns, fish kills, what are the biological impacts of that? >> it will be done with the best technology available and it will happen soon. >> it has to happen now. it has to happen within the next couple of months. that's the critical debate going on in washington.

capitol of tripo it's just after 8:00 in the morning in libya and there are reports of gunfire in a capital of tripoli as government forces battle rebels for control of the country. meanwhile, egyptian refugees who fled the unrest in libya are heading home thanks to the u.s. military. mark phillips with more on the sea saw battle for control. >> the situation there is quiet and peaceful. >> twice today, moammar gadhafi's government claimed it had taken control of the strategic town of zowia and released footage. the government forces had moved into the town to try to dislodge rebels once before and were beaten back. then, they went at it again with a full armored assault. a reporter from britain's sky news is the only western correspondent there. >> we were under the gadhafi's

forces now. they got closer and closer, now taken renew jersey refuge. they appear to be unable to stop the advancing and they are getting closer and closer. >> the rebels are closer to town. >> 6:00. 12:00. >> this will continue. >> zowia is critical because it's a suburb of tripoli. the closest rebel to the capital. it's a sign that opposition to gadhafi is not limited to eastern libya. in fact, it's getting bolder within tripoli itself. >> you should be -- >> okay, we won't then. >> opponents of the regime face great risk in speaking to

us. but they are getting increasingly desperate. >> do you think people will continue to protest? >> yes. >> gadhafi's family says it's all outsiders. it's al-qaeda, it's people on drugs. what do you say to that? >> telling you what they say. what do you say? >> it's a big lie. very big. >> the battle for zowia isn't over. doctors say the death toll is already about 60. half of that civilian from shelling. the rebels say they are bracing for another attack. mark phillips, cbs news, tripoli. a young bay area sailor who survived an explosion in afghanistan got a birthday gift he won't soon forget. u.s. navy joe burns returned home to san bruno this afternoon on his 20th birthday. he was severely injured in afghanistan when his vehicle

in the atmosphere. this is subtropical, so the temperatures staying mild, too. a couple scattered light showers showing up right now, but that will likely intensify overnight. high def doppler, moved further to the east and south. plenty of light showers in toward fremont. in and along the peninsula and the central bay, you are talking about a stronger cell making it into parts of san francisco and most of the activity has been pho the north. that's where we found heavier bands, heading your way. you are getting some right now and there's plenty more out there. we need a good trigger and it will take some time for that to get here. a little bit closer toward morning and that should get the rain going all around the bay area. all right, here's the latest satellite image and a lot of that moisture is streaming on shore. here's the low back. that's going to drop in toward the coastline.

temperatures not all that back right now. fairly mild in san jose. 57 in livermore. if you do plan on traveling around the state tomorrow, it's going to be a wet one. the high country, bring the chains. winter weather advisories up about 5500 feet. you will see a mixture of snow and rain to begin with on sunday. maybe not the best skin condition, but by monday, it looks nice and dry. so here's your storm system. you can see it is latching on to subtropical moisture. that will start to ring out some of the rain fall around the bay area. it will take some time to set itself up. computer models showing mostly heavier activity north of the golden gate bridge. overnight, the low approaches the coast and tomorrow morning we'll get a good soaking. the heaviest spots in the north bay. maybe up to an inch, inch and a quarter there. otherwise, you are talking lesser amounts, maybe half an inch or so down the valleys below.

temperatures around the bay area tomorrow, plan on 50s and 60s. some partial clearing towards the afternoon. 50s and a few 60s in the north bay. temperatures mainly into the 50s. most of the rain is going to come through on monday, becoming more scattered showers. maybe a lingering shower as we look toward monday morning, but doesn't look like much. by tuesday and wednesday, it looks much warmer. wouldn't be surprised to see a couple 70s showing up and maybe some more rain as we head towards thursday. >> thank you, lawrence. getting back to the business of beech combing and dog lovers unit against efforts to leash their freedom at bay area parks.

maybe not for much longer... analysts predict the gas prices are still rising, but maybe not for much longer. analysts predict they will top out between $3.50 and $3.75. it's closer to the lower number, but according to gasbuddy.com, we zoomed right by it. it is already $8.88 in oakland and $3.89 in the san francisco

few tar balls. but oil washing up in arizona -- the owner of the restaurant helped the effects. >> when the incident got into my pocketbook and i was unable to employ the level of staff i want to, that's what hurts. >> michael benny and a string of beach side hotels watched his business drop by 23% last season. >> all of the golf coasters are sage it's over stuffed. >> they hope to pack these with some 350,000 college students for spring break this month. last year, local officials wanted to move away from the image made popular on mtv of the city as destination mainly for college students. but this year, eager for any visitors, the tourism board marketed the city to students.
