you're watching eyewitness news on the cw. and nearly two a state of emergency after killer tornadoes sweep across the south. the damage extensive apparent nearly two dozen people are dead. healthcare reinvented. giving more people access to medical treatment. changes could be coming. the extra hours and days you may have to feed the meter. a collision course, the new rule is now in effect to help keep air traffic controllers from falling asleep on the job. good evening. killer storms barreled up the east coast this weekend and at least 45 people have been killed. more than 60 tornadoes touched down in north carolina alone on saturday. these time lapse videos shows clouds descending on raleigh, part of a storm system that spun off more than 240

tornadoes across 14 states. that's a record number in the u.s. for a single storm system. >> all i could do is pray. >> she and her husband live in the worst hit area. tornadoes tore houses from their foundations and left behind yards filled with destruction. >> i when i looked -- when i looked out the front window, i seen this twister coming. i said hit the bathroom. then the whole roof just flew. a tornado killed at least 11 people, a huge toll since only a couple hundred people live there. kim couldn't reach other inlaws right after the storm hit. >> i just had a gut feeling when i couldn't get them on the phone. i knew how close it had hit. >> reporter: that feelings proved tragically correct. the tornado tossed the house into nearby woods killing her inlaws roy and barbara, and barbara's mother. the damage extended to the state a he capital.

-- state's capital. this house right here is destroyed. in all, the storms spawned more than five dozen tornadoes across the state. the strength of the winds is clear when you see what they did here. quick thinking employees helped bring everyone to a windowless room. >> you just heard it in the hall. >> reporter: the states' governor toured the massive amount of damage saying it the worst she's ever seen. a setback tonight for the giants' fan. he's been put back in a medically induced coma. that's because he kept having seizures. his doctors are reducing hisanori medication. he remains in critical condition. despite a $150,000 reward, police have not arrested any

suspects. an innovative new program could help bring healthcare into an under served bay area community. some believe spending money now could help saving money down the line. >> reporter: a supervisor thinks it could be a good fit when people in the community could get it from a healthcare clinic at a fire house. >> oakland fire house number 13 here may add another community service. healthcare. they want to put health clinic in five fire stations, three here in the city of oakland. the fire stations will draw young men, says the county supervisor. >> latino and african-american males don't go to clinics. they want to go to someplace familiar where there are guys around. >> the county has about 300,000

-- 200,000 uninsured people who need services. 800 people braved the cold last weekend to wait overnight for a free medical, dental and eye care clinic. >> i came here yesterday evening at 11:00. >> i have been up since 5:00 friday morning. >> reporter: other volunteers were expected to see 1,000 patients a day. preventative care costs much less than emergency room care. >> we don't want people to come to the emergency room because they are violently ill. they could prevent a lot of these illnesses if they went to a fire station and saw a nurse practitioner and boned up on nutrition and caught diabetes before it got more customer rust. >> reporter: healthcare takes about 25% of the county's $2 billion budget, that includes clinics and uninsured visits to emergency rooms. >> anytime you have prevent active services, you save

>> i don't think they should. >> reporter: a task force discovered the free downtown garages are under used. people pick the street spots first, creating the perception there is no parking in walnut creek. city council members say they have to do something or people will stop coming. >> the whole reason that you charge for certain spaces is to create turnover. what we're trying to do is get people better kois. if i'm only -- choices. if i'm only going to be here for an hour, the meter makes more sense. >> reporter: the efforts to change the parking rooms -- rules and fines in 2009 created an uproar. >> the city has just effectively rolled up the welcome map. don't come to oakland anymore because we're going to extort you for money. >> reporter: walnut creek insists their proposals will only enhance business. the city council says it will

take some time to study a -- study all of the parking proposals but they want to have one in place by the end of the year. other bay area headlines tonight, the search is on for the killer of a 25-year-old man in san jose. the shooting happened at 6:00 this morning on capital avenue. a woman says a man came into her home and shot her friend. no suspect information has been released. this is san jose's 14th homicide this year. the walls are coming down from the landmark hangar 1. it's process that will take the rest of the year. the long-term plan is to restore the hang ---- hangar. the battle over education funding isn't just affecting k through 12 students. the state's 2.7 million

community college students face an uncertain future as well. groups like this one got together today. the goal, to raise a wearness and much needed scholarship money. tomorrow marks the anniversary of the 1906 earth quake. one of only three survivors still living showed up at a luncheon to commemorate the day. he's -- >> nothing -- that's for sure. i was only three months old. so i heard plenty of it. >> reporter: his father owned the old restaurant in north beach. the restaurant was destroyed but the family rebuilt it. the 105th quake anniversary ceremony kicks off at 5:00

time to rest between shifts. that follows yes new rules went into effect today to give air traffic controllers more time to rest between shifts. that follows yesterday's incidents in miami where another controller was caught sleeping on the job. >> reporter: air traffic controllers direct almost 50,000 flights a day over american skies. now their boss says they will be better rested. >> we cannot allow controllers to fall asleep. we're not going to stand by and let that happen. >> reporter: the secretary of transportation say administrators are changing controllers' schedules requiring an extra hour between shifts from 8:00 to 9:00. there should be a minnesota --

-- minimum of nine hours. >> it will prevent controllers from swifting shifts for making three-day weekends. the move comes after air traffic controllers were caught sleeping on the job seven times this year. >> last week a medical flight was unable to communicate with lone controller working early in the morning. the plane landed safely. saturday morning, an air traffic controller fell asleep on the job in miami. he did not miss any calls. there are 15,000 controllers in the country. an up coming study by their union and the aviation administration is expected to recommend they take sleeping breaks. the transportation secretary says not on his watch. >> we're not going to be paying controllers to be napping.

spring was here for a split second and now lawrence is telling us it's about to leave again. >> back to winter again, looks like. most of this is low clouds. but we've got high level clouds moving in. looks like we could see some showers in just a few hours now as things start to change. we head back toward a wintry pattern. in the meantime, that satellite image is showing you some of the showers making their way onshore. they have been hanging out here for the better part of the day. you can see some of these showers sagging a little further to the south now. so it looks like the system is going to be moving through. it will be bring with it lots of clouds and cooling temperatures. yep of course it looks like mostly -- yep, it looks like mostly cloudsy skies. maybe some low 60s in the warmer spots tomorrow.

outside right now, pretty strong onshore breeze. 52 in pacifica. around the state you will find lots of rain. showers toward the central valley. still some pretty mild temperatures there. rain expected in sacramento. more rain across northern california. it's not going to be snow but rain it looks like, some very slushy conditions if you're planning on doing some skiing up there. it's back to dry weather on tuesday. then another storm system comes in wednesday. bringing us some raindrops on top of that snow. high pressure is tonight's weather. actually, there is a lot of moisture into it. nothing to wring out that moisture, pretty typical of this time of year. we're left with some cool showers, not a washout. but it's going to be wet. so as we take you through the night tonight, rolling the clock forward to midnight. those rainshowers begin to sag a little further to the south.

as we get up tomorrow morning, showers for the commute early on. nothing too bad but then as we head through the day, it could be on and off. even the afternoon hours, possibility of showers. you're going to have to watch out for a possible thunderstorm as well. in the meantime, the temperatures will be down. 50s and 60s for tomorrow afternoon. you will see a couple of glimmers of sunshine but we're going to bring the temperatures down but here we go. after this storm system moves on by, by tuesday, we're going to catch high pressure building in for at least one day. that will dry us out and bring us some sunshine. we've got another storm system coming in on wednesday. that could bring us a couple of showers here in the bay area and some cooler temperatures. after that we start to straighten out and see a little spring making a return to the bay area. those 70s could move back in next friday and if all holds true, next weekend looks like a fabulous spring weekend around the area.

yachts? itit cost about $7,500 to fill the tank. does the cost of gas have any effect on those type of owners. >> it does affect your attitude towards i think buying anything that uses large quantities of fuel. people seem to be looking for more economical boating options. >> it may be one reason some boaters are turning to wind as their energy option of choice. >> sale boats sales are up, particularly at this show. the reason it could be happening is the price of gas. >> reporter: he's one of the organizers of the show. he believes that gas prices are not only driving up sales but that people are devoting more time and money to recreation as we come out of the recession. hundreds of volunteers descended upon oakland this weekend to take part in habitat for humanity. they are constructing seven homes for low income residents.
