three days. jessica stone with the latest. >> reporter: it will avoid a debt crisis but it has to pass congress first. with just two days before the government's deadline for default congressional leaders raised an agreement. >> ensures bewon't face the same type of crisis in six months, eight months or 12 months. >> reporter: closed door meetings between the senate top leaders and the white house. >> there is now a framework to review that will ensure significant cuts in washington spending. >> the american people demanding compromised this week and they got it. >> reporter: raising the debt ceiling by 2.4 trillion to get the government through the ends of 2012 including up to $3 trillion in deficit cuts and the rest to be determined by a bipartisan committee of 12 lawmakers. they would have until

thanksgiving to present congress with a package for an up or down vote. a no vote would trigger serious consequences like harsh across the board cuts. now comes the hard sell as party leaders try to convince their members that this last ditch effort is worth voting for. >> we may not be able to support it. we will wait and see. >> we can do better and we have to do better. what they will put together is not going to change the disastrous physical trajectory we are at. >> reporter: house speaker john boehner is telling members it lives up to the gop principles on taxes and spending hoppings to have it on the floor for a vote as soon as possible. >> no votes are expected until tomorrow to give members more time to review the details. >> just because the deal originated in the senate can it pass in the house? >> reporter: the idea here it is more likely. definitely more here for democrats and the idea in the

house at least is that if those democrats are interested in this bill that even if speaker boehner loses some votes on the tea party side that those house democrats that do support this measure could help get across the the finish line but you can be sure congresswoman nancy pelosi and speaker john boehner is going to be whipping this vote in the morning. >> now that a deal has been reached. what does that mean for us? trashing $3 million over a decade. that's 12 zeros. so lindsey lohan ye asks who would feel the impact of those cuts? >> reporter: child care, social services and education are just some of the programs funded in california with $79 billion in federal grants. it's not known exactly which ones are the target of the spending cuts but the pain will spread out. one program likely to get hit

medicare. an expensive entitlement program serving 45 million elderly. cbs political analyst speaking. >> the fact that president obama mentioned medicare in a statement suggests that either some cuts in the first trillion dollars probably include medicare. >> reporter: during the marathon partisan wrangling democrats argued the government needs money. translation, raise taxes. the republicans insisted that won't happen. but despite all the political fighting there was a comprise. >> i'm sure that part of this will probably include changing some things, changes to the tax law but for the time being it looks like we are looking at cuts. >> reporter: now they are rounding up votes for the package. >> if we are talking long-term on people heading into an election year there will be people that feel the pain. and they will be voting in 2012. >> reporter: if they get

ramona says she has been frustrated by the weeks of debate. >> i couldn't stand to listen to another debate about it. it is ridiculous. the debt ceiling was raised several times during the reagan administration. it was raised seven times during the bush administration. this has never happened before this questioning and stopping of the fight over the debt ceiling be raised. >> reporter: it has just been political theater to adrian quan. >> voters voted many months ago how much money they were going to spend for this year's budget and the fact they decided they are not going to pay it suddenly just seems ludicrous to me. >> reporter: many folks may feel a sense of relief that a tentative agreement on the debt ceiling has been released but after so many weeks there is speculation the agreement may not be that great. don knapp, cbs. the verdict in the

protection. homeowners may face a new annual fee of up to $150 to help offset rising state costs. it would take effect in january if it is approved by a state board next month. an experiment designed to slow traffic on a busy palo alto street could last for another year. restripeing on the road reduced the number of lanes and added dedicated left turn lanes. city staff wants the trial projection tended another year to see how those features just added will affect traffic. lane reductions are creating gridlock. city council meeting tomorrow. laying up their running shoes for today's san francisco marathon. the loop course started and ended near the ferry building on the embarkadaro. the winner of the marathon sanford grad student, the winner of last year as well.

scavengers going through your garbage cans. >> reporter: they say one man's trash is another man's treasure but in alameda county they don't want any man stealing from the can. >> we hear them at 3 a.m., 4 a.m. going through the garbage. >> reporter: one of many hoping a new proposal for unincorporated alameda county will make it a fineable offense. the cash cow for people who turn in bottles and cans for nickels an dimes. for others it is an annoyance. >> it bothered me. get out and get a job. get on your own two feet. >> they throw the garbage on the sidewalk and in the street. >> reporter: that's the main reason for the proposal

farmers are finally getting their due after three years of drought. california water agentsies now have a surplus thanks to a very wet winter state and federal agencies are making the extra water available to farms and reservoirs for the first time since 2006. sold surplus water to farms in the delta this spring for as little as $9 an acre foot. that's about 75% off the already low rate. attracting people to shores but everyday mounds of trash are left behind. bill whitaker on one man's crusade. >> reporter: attracting more than $6 billion a year. millions of pieces of ugly trash. >> fast food wrappers. candy wrappers. cigarette butts. old used plastic water bottles. single use plastic bags.

>> reporter: this writer sarah balis was compelled literally to take action. >> talked to my husband about some ideas of what i could do and came up with a blog. >> reporter: her chronicle to clean this small stretch of santa monica beach between two life guard stands over 365 days photographing and weighing cases away debris and waste washed from storm drains miles away. >> reporter: two thirds away from her goal and sarah has already collected 800 pounds of garbage just in this 200-yard stretch of beach in santa monica. >> a lot of trash for 20 minutes at a time. >> reporter: she soon learned she wasn't just collecting trash she was collecting followers. some of the 2100 people following her blog and tweets started to show up to clean up. >> while you're amongst sea gulls and kids playing that's when it hits you it is definitely a lot bigger

problem. >> she raised awareness to the point where people all over the country are now doing similar things that are going out for 20 minutes and cleaning out their neighborhoods, their beaches. >> i've gotten contacts from germany and people who have gone out and done daily ocean cleanups when they are in florida when they are on vacation. >> reporter: dedicated to saving the ocean group says a sea change starts small. >> sarah getting out there every day for 20 minutes shows it is a real easy thing to do. you care for the beaches, you can do something. >> reporter: something big. at the end of the year sarah and her cleanup crew will have removed a ton of trash from santa monica beach. >> reporter: bill whittiker, cbs5 news, santa monica. >> incredible. not really beach weather for us out here, jim. >> always beach weather if you're just picking up trash. maybe not the best of weather to be in the water without a wet suit that is. we have been on the cool side with temperatures below normal. we are looking at a mix of

cloud. low cloud cover and marine stratus moving into the bay tonight. that mix of clouds will be with us through the morning hours keeping temperatures on the mild side here through the week. a couple degrees below normal for this time of year. extensive fog banks this morning. slow to clear. to midday or little later before it finally backs up along the coast and dissipated. through the evening hours now we are losing the satellite imagery as we head into the evening hours with mostly sunny skies expected out across the interior tomorrow. temperatures should actually warm a couple degrees. in the mid, upper 80s out there with thunderstorm activity moving off to the east and out of the high country of the sierra been very active the last couple days with a lot of lightening strikes out there. no fires i'm aware of at this time but it has been very productive without a lot of rain unfortunately as well. bay side look for mid-70s here as the marine layer will be slow to go tomorrow. look for mostly foggy at the coast here with the cool conditions continuing through

mid-week as we will maintain enough of an onshore breeze to keep the marine layer in here. however, should be a little mixing by mid-week to give us some breaks out there and we will look for a slight warmup. a little bump in the temperatures towards the end of the week. overall we will stay pretty close to where we have been with mid-80s for the warmer locations, mid-70s in the east bay. and mid-60s back at the peninsula. the fog should clear. by midday tomorrow we will see more sunshine working its way out and those temperatures will remain on the cool side relatively speaking 2 to 4 degrees below normal. for this time of year. that trend to continue through mid-week as mentioned and come the weekend we should start to warm again but look for a couple degrees. nothing dramatic as the coastal air conditioner will continue to work its magic across the region and we will stay pretty close to seasonal norms by the weekend as this cool pattern will continue, after all it is peak fog season here in august. this is about what you would

expect. >> a little summer eventually. >> yes. >> thank you, jim. >> okay. unemployment rate for young adults at 14%. more than half a million students have defaulted on their student loans since 2008. but unlike others that owe more than they can pay back bankruptcy is not a solution for them. >> reporter: she always believed a college degree would mean a better future. but at 30 faced with $80,000 in student loan debt the future is hard to think about. >> i actually currently make almost exactly what i made before i had my degree. >> i definitely some days feel going back to school ruined my life. >> reporter: today two thirds of all students graduate in debt. the average debt is $24,000 but thousands begin their adult lives more than $100,000 in debt. >> some people say it is like

graduating and you already have a mortgage but you don't have a house. >> reporter: but the real shock comes with the repayment terms. like many students cook signed up for two kind of loans. one federal, one private. but at the time she admits she didn't understand the distinction. today her $40,000 federal loan offers flexible options. she pace $160 a months. but the private loan of the same amount came with very expensive nonnegotiable terms costing her $800 a month. add the interest. cooks will be paying $100,000, almost three times the original loan. >> private student loans are like a credit card and sub prime mortgages and they come with almost no consumer protection. >> reporter: keeping up with payments during a complicated pregnant came too much to handle. >> harassing phone calls. it made me feel like i was a

deadbeat. >> reporter: cooks was advised to file for bankruptcy. bad idea. under the bankruptcy law student loans cannot be discharged. unlike a mortgage, credit card or even gambling debt. >> that education debt stays with you for life? >> it stays with you for life. i prided myself as being financially responsible. >> reporter: cooks testified before the house judiciary committee to help repeal the law. >> it was irresponsible on my heart wholeheartedly for not reading the fine print. >> reporter: for many look cooks that fine print will cast a big shadow for a long time. john blackstone, cbs news, los angeles. an album from 2006 hits number 1 in the music charts again and the boy with her, harry potter gets initiated into an exclusive club.
