he just smarted yelling shark, shark. >> reporter: it is the second attack in four years at the same spot. but the beach will not close. only warnings posted about the shark attack. the gashes on his neck and arm are closed and doctors can't emphasize how lucky he really is. >> he may have been this close to death, but he's doing so well today that doctors say he will be released tomorrow. will he surf again? well, if he wants to. >> and the occupy oakland campus is gearing up for another big demonstration this week. tonight, the camp remains calm four nights after the bloody competition. don knapp explains the demonstrator's next plan of action. >> reporter: now that the occupy oakland folks here in this encampment, the question is can they convert it to leadership to lead the general

strike to shut down the city of oakland on wednesday? well, that's the hook. they are calling for a general strike this week. an action to shut the city down and bring attention to the messages on wall street accesses. home loans, and police actions. >> we are people. last night, the march brought protesters face to face with police. vengeance nodded as they took on the downtown area, coming up against the police lines. it forced them from their city hall encampment. and aggressive police evictions occupied them with tear gas canisters and flash bang explosives leaving them with a brain injury, leaving mayor apologizing and flip-flopping by welcoming campers back to

city hall. for the encampment, it is now helping to fuel the move to recall them from the mayor's office. >> so whether you love occupy oakland or you think it's a terrible thing, people are not happy with the way that the mayor has handled it this year. >> over here is union members. >> the oakland movement has decided to be more open, even offering to help reporters with coverage. still, no one here this evening would comment on e-mails, calling for the sit-in at the oakland mayor's office at noon. and e-mail received by cbs5 indicates they will demand the return of medical supplies lost in tuesday's police raid. >> we had all kinds of supplies for them. gloves, first aid kits, compresses, all kinds of things. we were pretty well stocked for the first day. >> reporter: he works with the medical supply company and says nothing with the intentions to sit in the mayor's office tomorrow. for the general strike, the city of oakland says it will be business as usual for

wednesday. employees who want to attend the strike or take some time off could do so if they have the time coming if they submit a request and the supervisor approves. >> all right, thank you very much. across the bay, campers protesting out here have shown no sign of leaving any time soon. the city leaders are still debating on the best way to deal with occupy s.f. at an event today, the mayor repeated the need to set some boundaries on the demonstrators. >> well, you know, i think that we, of course, have to draw the lines as to where they could be at. we'll keep it out like that. >> we don't anticipate having a problem with the demonstrations. we were hopeful to do it in a collaborative fashion. i know everyone is working towards that end. >> and as they take care not to

set the violence competition at the plaza, occupy s.f. has a mounting problem and that it could become a significant health hazard. juliette goodrich on the worsening sanitation situation. >> reporter: occupy san francisco is now dealing with dirty dealings of its own. overflowing porta potties, now unusable. protesters are closing them off to the public until they could be cleaned out. the question is when and will it be soon enough? >> yeah, i mean if we had the toilets, that's a good excuse for them to come in and tell us you know, we need to leave, they are breaking laws and we can sign to help direct people to other resources that are available to the community. >> reporter: as tension rises at occupy locations, so does the smell generated by the overflow of human wastes. >> toilets are full. let's solve the problem and get

on with the rest of the jobs that we all have to do on a daily basis. no one wants to wallow in ewe know what. >> reporter: who is problem is it to solve? not the city. this after the health issues -- officials issued a warning to clean up the camp because of visible human waste. it will be removed. and while all the talk here is on what the city is going to do at this encampment, then some of the venders say there will be another variable that will come into play very soon. >> with what do you hope will eventually happen as a vendor? >> well, i suppose we will all get rained out at some time. >> some have even used the mess as a political platform. >> and you know, that is the alternative. politics aside, protesters say

they are doing what they can to empty the porta potties so they could focus on what they consider to be the real mess, corporations. in san francisco, juliette goodrich, cbs5. >> occupy protesters are getting more volatile. nearly 30 occupy demonstrators were arrested in portland oregon today. they were told not to expand their encampments, but they moved into the upscale neighborhood and they passed curfew. they made arrests beginning at 3:00 this morning. most demonstrators were cited and released. officers are backing off in nashville. they occupied the downtown plaza. tonight, no one arrested. the plaza is closed from 10:00 p.m. to 6:00 a.m. the first two nights, two dozen people were detained. a judge freed them saying the

state was wrong for holding them. troopers say their new orders are to make sure that everyone is, "playing nice." turning out to be a deadly storm. the damage done and the millions without power after the record storm lunged the east coast. >> this airport is not doing anything about it, just leaving us here. >> the passenger bill of rights didn't go into effect. the condition that hundreds of jet blue passengers faced while stuck in the tarmac for hours. not something you should do, but whether is it okay to unframe someone? coming up, manners for the digital aid. and giving away the coolertemperatures, gusty winds, and a possibility of some rain and snow in the high country. we will be talking about it coming up in your complete forecast in just a few minutes. following that pre-winter sm on the east coast. t tonight, 11 people are dead and millions are without power following the pre-winter storm in the east coast. and the storm shattered 100- year records. new snowfall records were set in at least 20 cities. and new york city received the most october snow since records began there in 1869. and the storm set a new record for the most power outages ever in connecticut. and we've got the latest on the storm's aftermath. >> reporter: they started digging, clearing out on sunday. after saturday's freak nor'easter raced up the atlantic coast. heavy wet snow, downed trees, leaving cars and houses all

banged up. this giant tree sliced through this woman's home. >> we heard a whole bunch of crashing and crackling. this tree ended up falling, breaking, and crushing the whole side of the house where my mother was sleeping. >> reporter: millions from washington to maine are without electricity. and it could be up to several days before it is restored because the repair crews can't get in. >> and because we have so many trees, so many limbs and roads that are unpassable. >> reporter: what made it such a damaging storm is the fact that so many fall leaves have yet to fall. and that gave the wet heavy snow something to grab on to and it was simply too much weight for branches like these to hold. people spent the day clearing those broken limbs from their yards. >> and so we've got trees down in the back, trees down on the side of the house. and this one came down on the power line. >> reporter: the snow totals smashed the october records. topping two feet in some areas. and all that snow combined with the down powerlines have many communities warning trick or treaters to be extra vigilant

this halloween. >> well, a storm-driven rock slide left nearly 50 passengers stranded in massachusetts. it took 13 hours for them to get to the travelers who waited inside the train as the storm roared outside. fortunately they did have electricity and heat and also free food and drinks once the storm cleared, they were bussed to their destinations. jet blue and the connecticut airport are blaming the storm for forcing them to leave passengers on board the plane parked on the tarmac for several hours. you were not allowed to use the laboratories. a trip returning from florida takes a turn for the worse. passengers on the jet blue plane were on their way to newark, but a winter storm forced a detour to connecticut. if that was not bad enough, they were stuck on the tarmac for more than eight hours. >> it's ridiculous. this airport is just leaving us here, not doing anything about it. >> reporter: she called while she was inside the plane.

she said that everyone was about to lose it, especially when they were barred from the bathroom. >> and they are filled, totally filled. no one could go in there anymore. you just need to hold it. the parents were also on the plane. >> and they were going in and out, bathrooms locked. people quite upset. someone else called the state police. >> reporter: this long line is filled with passengers from another carrier that had just come back from a cruise in barcelona. they too were headed for newark. >> we sat on the tarmac for about four and a half hours. then just got here a few minutes ago. we might be sleeping here in the airport. >> reporter: sleeping here because all the nearby hotels are booked. this couple was not diverted, but they said it was too dangerous and took back their car. they were one of the lucky rooms to get a room at the sheraton next door, but there's no electricity there. >> you can't get any food. >> no. i had to hold my cell light to

use the facilities. >> i would rather be here warm, safe than in a ditch somewhere. >> reporter: well, back here in the bay area, tuesday starts the winter spare of the air season. anyone caught burning wood when the spare of the air day is called could be fined big money. it could be hundreds of dollars. the air quality authority says winter air-conditions could cause sot to build up in the air and stay there, which could cause problems for those with certain health conditions. anyone without any other form of their house is exempt from the rule. i don't know, it doesn't seem like you need a fire or heat today, but jim says it might be around the corner? >> not this weekend. nice temperatures in and around the bay area. however, we're seeing it turn to the cold and wet here by midweek on. we'll look for much cooler temperatures across the bay. showers are possible as well. and we will be expecting a dusting of snow as well in the high country. overnight tonight, we still have pretty much cleared and warmed for most locations. and it will be cooling off

through the evening hours here with the patchy fog showing up along the shoreline for tomorrow. much cooler on monday expected. the gusty winds are developing on tuesday. cooler yet through the end of the week with a chance of showers for you on thursday for the entire bay area. the best chance of showers if many the north and east bay as once again, we'll see the light rainfall amounts for you and the potential for a dusting of snow down to about 3,000 feet that could hit the local mountains. more snow expected up here in the basin as you would expect. temperatures today, a far cry from snow as we saw upper 70s to the lower 80s for warmer locations here, even back in the bay, mid to upper 70s there. to the beach, upper 60s and low 70s in the city today. we'll cool a good five to ten degrees tomorrow as you can see the fog is inching closer to the coast and will work its way through the golden gate bridge tomorrow. don't expect it to go very far inland, but it will cool things down just across the interior here as you'll see, you know, the afternoon sunshine out

there. still a cooler start for the day to see the offshore pattern weaken. over the next week, a series of weak weather systems that will be dropping down with a chance of showers to the north bay, a lesser chance across the greater bay area. as we do see any, it will be light to rainfall amounts. the most significant passion will be the cooler air pass that is set up here. tuesday, we'll be looking for gusty winds and cooler temperatures to prevail. and then by wednesday into thursday, the chance of showers will move into the area. the cool down will begin tomorrow as you have seen in the mid-70s for the warmer locations. we'll look for upper 60s to the lower 70s. back at the beach, back to more seasonal norms for this time of the year. that will be mid to low 60s for most locations as once again, we could expect the chance of showers and cooler air right on into next weekend. and from the looks of things, we will continue with the fire weather watch for you up tuesday into wednesday and with gusty winds expected across the north to east bay hills.

that's northeasterly winds, 20 to 30 miles per hour. that's a bit of an offshore direction. temperatures still on the cooler side though because of the air mass that is generally much cooler. the low humidity will add the fire danger. and then a chance of showers will show up through the end of the week here and again come the end of the weekend you could see more shower activities across the area as temperatures, they will be much below normal. by that time, in the mid-60s for the hot spots. back in the bay area, looking for the low 60s to the upper 50s at the beach for halloween night though. still expect mostly clear skies. the temperatures in the 50s to the 60s at trick or treat time. we will hold off the rain until later on in the week. >> well, that's good. >> yes. >> i like that. >> yeah. all right, next, the dos and don'ts of facebook, e-mail, tweeting, texting. when it is perfectly okay to unfriend or unfollow the contact. and also, knowing where your kids are when they are trick or treating. the app that will alert you as
