grammy awards show that she once reigned over supreme. >> whitney houston was america's sweetheart rising to pop stardom in the 1980s and inspiring a generation of younger singers. >> her influence is amazing on so many singers that followed in her footstep. >> houston's life came to an abrupt end here at the beverly hilton she. was pronouned dead in her room on the fourth floor. fans gathered outside the hotel to remember houston. even singing some of her songs. >> houston was here to attend music producer clive davis' pregrammy party and concert. it's the same event where davis first introduced houston to the world. the daughter of gospel singer sissy houston, whitney's first started singing in church later doing backup vocals for artists like chaka khan and jermaine jackson. her 1985 self-titled debut

album was a hit factory. the song saving all my love for you got houston her first grammy for best female pop vocal. she went on to become one of the top selling artists in pop music history for more than 55 million records sold in the u.s. alone. houston gave a rousing rendition of the "star spangled banner" at the super bowl in 1991. her talent even expanded to the big screen and movies like the body guard which featured her hit remake i will always love you. but houston's professional successes were tempered by personal turmoil. like her tumultuous marriage to singer bobby brown. divorced in 2007. and share a daughter, bobby christina. houston had an ongoing battle with drugs. she admitted to abusing cocaine and pills. her voice showed the trouble. turning raspy and low. houston went to rehab twice.

and declared herself drug-free in 2010. but there were missed concert dates and public meltdowns. at her last public appearance thursday night, houston was photographed looking disshesmed -- disshestled. her passing will be felt at tonight's grammy awards. a show she once dominated. >> i have made call to jennifer hudson. it seems right she will come and help us out with whitney. >> whitney houston was 48 years old. cbs news, beverly hills. >> well, on to national politics. mitt romney ended the losing streak last night with a victory in maine's republican caucus. >> but hardly the big victory. ron paul came in a close second, 36% to romney's 39. and while the win is a boost for romney's campaign, it provides an arguably bigger boost for paul who has yet to place this high in any contest thus far. >> we lost by i guess almost

200 votes. 190 votes. almost like we could call it a high. >> neither newt gingrich nor rick santorum actively campaigned in maine. california democrats are meeting in san diego this weekend. the party celebrated nancy pelosi's 25 years in congress. she was among the speakers along with governor jerry brown and some other california elected officials. pelosi said california congressional races could help democrats win back control of the house. >> time to send a clear message across our state and to the rest of the country that california stands with a democrat we are the party of medicare, medicaid, social security and health care as a right not a privilege. >> governor brown outlined an optimistic agenda for the state saying his administration is getting things done. and on the washington front, president obama will submit a budget tomorrow for the 2013. and it's likely to start an

election year battle over taxes and spending. mr.obama wants to invest in infrastructure and wants to raise taxes on the wealthy and corporations. and speaking of raising, this thursday the president will be in san francisco for a pair of fundraisers. they include a $100 ahead event at the regency ballroom and $35,000 a plate dinner in pacific heights. the white house has changed its stance but the damage seems to already have been done. the former supports now promising to get the president out of office. >> i'm a catholic first and a democrat second. >> michael shawn winters was among the 54% of catholics who voted to for president obama in 2008. but he feels the white house badly mishandled the issue of contraception coverage. >> angry? >> yeah. i'm still very angry about this. i really think he has -- presidency which i think achieve great for the country.

>> winters says debate was about the government interfering with religious freedom. for others like tracy, the real issue was about her right to health care. >> we don't practice any form of birth control right now and hope for the best. >> she is a nurse and mother of two. she not catholic she would like to use birth control pills but doesn't. the catholic hospital where she works does not offer health insurance coverage for birth control. paying the $30 a month out of pocket is an expense she feels her family can't afford. >> i feel like the choice has been taken away from me as a health care worker. and as a woman i should have that right. >> she is relieved the cost of birth control will soon be picked up by an insurer. but winters feels the white house overstepped its bounds with its initial policy decision which would have forced catholic institutions to

set aside moral objection to contraception. >> exclude my bishops profoundly but when somebody is not part of that family and starts criticizing them, my back goes up and i become a bit of a stiff necked catholic and say that's not your place. >> not the white house's place. >> or any political leader. >> don't be meddling in my church. >> tracy says her support for the president never wavered during this debate. but michael shawn winters says he no longer trusts this white house and plans not to vote in november. elaine, cbs news, new york. looks like leaders inside the catholic church may have different opinions on this topic and coming up here in a few minutes we will check in with the director for engaged religious pluralism at st. mary's college. stay tuned for that. today authorities in san joaquin county will keep digging for human remains. that is with direction from a convicted serial killer. skull fragment and other bones were found yesterday in the

abandoned well. searchers are using a map by a death row inmate that was part of so the called speed freak killers. the death row inmate says there could be bones from more than ten more victims in the area. also new this morning, a hang glider falls into a cliff in daily city but he gets rescued by firefighters. 50-year-old man was paragliding yesterday afternoon when his chute collapsed. he ended up on rocks about 150 feet below a bluff. rescuers had to hike down using stakes and rope. reached the man two hours later. he was taken to the hospital complaining of chest pains. >> more bay area headlines. we were learning more about a man shot wednesday by berkeley police officer in castro valley. police now say the man, 48-year- old steven moore was in possession of a half pound of cocaine. police were trying to arrest moore when he pinned a police officer between his car and the officer's car. he was shot and arrested. officer was not seriously hurt. and there may be a shortage

of restrooms at a high school in concord. most of the restrooms at the mount diablo high have been locked since last year. because of graffiti problems. only one boy's room and girl's restroom have been opened. but this week a second pair is unlocked. school has 1400 students and the situation may violate california education codes. it's one of the biggest and best chinese new year parades in the world. and that's last night. tens of thousands of fire crackers lit up at union square for the annual new year's eve parade. the bands, drummers, marshall arts group and into chinatown and in the center piece of the parade, 250 foot long dragon carried by more than 100 people. marking what else? the entry of the year of the dragon. >> is that always quite a sight. wanted, 200 new workers for a

before we give way to partly cloudy skies through mid-day and then tonight look for the clouds to increase and a few showers, light winds moving into the area. this evening into tomorrow morning. you see there is still blue sky out there above that. patchy dense fog starting to burn off already and we will look for cloudy and cool and partly cloudy and cool. a chance for showers come back into the forecast and then cloudsle thicken up and a weak frontal system across the coast. see it approaching right here. right now looks like more clouds and rain for us as spring patterns seems to be developing with just light shower activity and especially for the bay area. patchy fog will give way to partly cloudy and cool this afternoon. and temperatures back down to near normal. in the upper 50s to low 60s by tonight and we will see the energy with what's left of it with this frontal system approaching the coast. most of it is to our north and catch the tail end of that activity to bring you a slight shower activity into the bay area tonight and into early

tomorrow and still your morning commute may be soggy but we are looking at somewhere around a quarter of an inch of precip if that for the entire region. so it should be a light rainmaker for us and as we see most of the moisture cools the off around 10:00 p.m. this evening fallen throughout the bay area and turning into showers through the wee hours of the morning and by noontime tomorrow it should be clearing out as we will see once again a bit of a break before the next round the rain arrives late tuesday and into wednesday it, too, looks to be a light rainmaker if any at all so we will continue with just a few sprinkles across the dwrair on -- area on and off. temperatures remain in the upper 50s to low 60s throughout the bay and that trend will continue when we see a bit of a bump as temperatures warm up briefly we will look for another round of light precipitation showing that late in the weekend and that, too, is looking to be a minor event at this point as i don't see big rain makers on the horizon for us. and of course today is -- once

again we will look for partly cloudy conditions down there and as well as your valentine's day festivities should be near normal with temperatures in the upper 50s to low 60s. that's your latest. right now let's get on back. on friday president obama announced a real shift in policy on contraceptive coverage. religious organizations like hospitals and universities will not have to include free birth control in their house plans. instead women can get the drugs directly from insurance companies free of charge. joining us now is professor barbara mcgraw. she runs center for engaged religious plowrlism at st. mary's college. thank you for being with us today. boy, this has been quite a debate. we saw how it's affecting people's lives. how do you think this will play out for obama? >> i think that it's the high pshly in the conversation right now i don't think it's helpful

to the debate. really important debate for us to be having in this country right now. >> where is the debate? it everything got thrown in there so fast. anybody paying attention turned on the radio one morning and hearing something about contraceptive and church -- the church says it's about their hospitals and those are private enterprises that they operate and -- then it changed within 48 hours. a lot of people don't know what this is about. >> access to health care or freedom of religion? >> it's both. what we have here is really two competing interests. and that's what's missing in the debate. there is a gender equity issue which is really a civil rights issue. if organizations are going to provide prescription drug benefits then they also should be providing birth control as a prescription drug benefit. it's a gender equity issue. that's one side. the other competing interest is religious liberty. religious conscience and both

sides are very important. and so what the obama administration is trying to do is trying to find the solution that is the balance between these two important interests. and originally suggested one solution. that wasn't acceptable to a catholic affiliated organization like churches, hospitals, charities and colleges and universities. and now they tried another one. >> on this, this might be a naive question but this was on whether medical health care plans by hospitals and universities run by the catholic church should include this benefit, correct? >> correct. >> there is a concern or that this would be the first step and that the next administration order would be okay, now you have to start providing abortions as well? >> i don't think that's the issue because -- >> or appear that would be? >> i do think that there is -- >> accept you are telling catholic organizations if you

want hospitals you have to do this, this and that. >> well, i do think there is a slippery slope argument that is going on right now. and with a we need to do is always a balancing act. what the law says is that when there is an important government interest, for example in women's health and equity, what they have to do is find what is the least restrictive way of solving a problem for religious liberty. so religious liberty needs to be respected, but what is concerning is that the church is asking for an absolute or not everyone in the church, but many people are saying there should be an absolute religious conscience objection when there is a law that infringes in some way on religious right and the law doesn't go that far. but the catholic church and those political allies on their side have been able to push the

issue politically much further than really the law requires and know what the irony is? the supreme court's decision more than 20 years ago said there should be no exemption for religious reason when there are general laws that are valid like this was written by a conservative catholic justice, anacin scalia. >> if we followed it because it's not just the catholic i hear, jewish organizations saying, okay, if san francisco had passed its law banning circummization they would have to ban circummization in their own religious hospitals? >> here is what makes it kind of atypical. it's when there is a law that is requiring something of religion or is in some way infringing on religion that you have to find this balance. but what the law isn't doing is talking about religious organizations themselves. so we are talking about a

affiliated organizations. so churches and synagogues were always exempt entirely. it's really these organizations that are doing these other things. but here is the problem. the obama administration originally tried to define the issue as between what are your really religious -- your in the pew kinds of organizations vers health care or charity or whatever. it's an important mission of the catholic church to do charity, to do those kinds of things. we are always trying to find a balancing act. you are absolutely right. there is a slippery slope argument but it's about the balance of how are we going to balance the important interests that this public has in health care and womens equity with religious liberties. the law doesn't say it's a total ban that never has. there are federal statutes and state statutes that do provide exemptions but only in intern circumstances. >> i just -- we are almost out of time. you are at st. mary's college.

what is the college's stand on this? >> the college is taking a position. i'm not speaking for the college here. i'm on my own. they are taking the position on the issue. our president has signed a letter with the bishops and has arguing the point as well. but-- having the discussion. >> all right. >> we appreciate you being here and having this discussion. >> you gotta. >> we will be right back. former rolling stone editor ben fontera has watched whitney houston's career from the beginning. he says it was clear from the start she had something special. >> i was writing a column about pop music in the early 80s and listened to her first album and didn't know who she was and knew she was going to be a star and she certainly was. had a tremendous bright shining moment. >> tonight's grammy awards will have a special segment dedicated to whitney houston's honor. here in the states, authorities in san joaquin county are continuing to dig for human remains with getting their direction believe it or not from a convicted serial killer so far they found a skull fragment and other bones yesterday and then abandoned well. the third straight day that authorities found remains in san joaquin county. they are following a map from a death row inmate who was part of so the called speed freak killers. the latest discovery is the first at an old cattle ranch. >> they did bring out cadaver

dogs which would help us indicate whether or not the bones that we located were whether or not they were human. >> the remains found yesterday have not been identified and it's not clear if they belong to more than one person. the inmate says there could be bones from ten more victims in the area. two people were arrested during an occupy oakland protest last night. they have been holding these weekly saturday protests. you are looking at video from one last month and last night's focus -- protest was decidedly smaller. only about 50 people marching through downtown last night and police say around 11:00 p.m. about 20 of them confronted a chp officer was making an unrelated traffic stop. the oakland police officer intervened and a woman kicked one of them in the leg. she was being arrested for that and then a man tried to pull her free and was also arrested. more than 15 years after california's motor -- voters banned affirmative action in the state the issue is being

challenged in the court. tomorrow the ninth circus court of appeals will hear arguments about overturning proposition 209. the plans are seeking to allow university of california to consider race when they are considering admissions to the university system of its students. nobody is challenging the proposition on the using of gender and race when actually hiring public workers. mitt romney has another election victory in his belt in the race for republican nomination. yesterday he won the nonbinding maine caucuses. as randall pinkston shows us, 2 it was hardly the victory he had been hoping for. >> reporter: mitt romney ended his losing streak saturday night with a narrow victory in maine's republican caucus. >> i believe i'm the one person in this race that can beat the president. >> romney steps up campaign efforts there after three losses in missouri, minnesota and colorado. but ron paul came in a close

second. 36% to romney's 39. >> i wish all the caucuses today. >> paul expressed disappointment that only a portion of the state's caucuses counted toward the total. >> we lost by almost 200 votes. 190 votes. it's almost like we could call tatie. >> all the candidates compare themselves as the conservative for change in washington. one still have some work to do to convince the conservative base. >> romney is clearly the established republican candidate. he has been campaigning for six years. yet he doesn't present us any bold or new ideas. >> the big sibserty gap with romneys in informal straw poll at the conference in washington backed romney 30%. rick santorum got 31%. former alaska governor sarah palin was the final speaker at the convention energizing the gop base. >> whoever our nominee is, we must work together to get him over the finish line.

regret the fact that the president felt he had to do it. two parents in contra costa county are the first to be charged under a tough truancy law that punishes parents if their kids miss too much school. state law went into effect of january of last year and it criminal ietzs only chronic truancy. the child of one of these parents charged missed nearly half a year of school. parents prosecuted face misdemeanor punishment of up to $2,000 in fines and a year in jail. a powerful message. the goal is to stop teen suicides in the gay lesbian and transgender community. >> it does get better. and then until it does, we here in the san francisco police department are going to stick up for you. believe me, it deaths better. >> the san francisco pd teamed up with the it gets better campaign to support gay and lesbian youth. it's the first video of its kind for the law enforcement agency and san francisco also

toll takers at the golden ge bridge could be a thing of e past as soon as dec welcome back. toll takers on the golden gate bridge could be a thing of the past. and it could happen as soon as december. that's when the so-called soft launch of the all lek trb toll system will start. the bridge district says all the toll takers will be off the bridge by this time next year. 35 toll takers will lose their jobs or have to fine other ones and that move, hope, is to help

reduce the bridge's district's $87 million budget shortfall. >> we were just looking at a live shot from the golden gate bridge. pretty cloudy out there this sunday morning. >> well, how is the rest of date. >> a little sunshine through mid-day with a chance of showers and moving into the picture by later this evening. and another weak frontal system heads our way. not going to be a big rainmaker for us but a little bit possible here into tomorrow morning. as we take a look at the other bridge, we see some blue skies out there as well. once again the fog will continue to burn off through mid-day and leaving with us a lonely afternoon. look for the clouds increase tonight as that chance of rain creeps into the area here. we did have some dense fog both around the bay and in the central valley here this morning. as you see, that's given way to mostly sunny conditions even as we speak. the chance of showers will arrive late tonight and be with us into the wee hours of the morning. of course, down in pebble beach they aren't looking for showers

today. they are looking for partly cloudy skies. temperatures in the upper 50s to low 60s there. looks like a lovely afternoon for golf. as the cloud cover and rain will arrive after they are done early this evening. we also have a winter weather advisory up for the high country monday. we are looking for snow above about 4,000 feet. anywhere from 3 to 6 inches of snow and gusty wind so they could pick up a bit of snow down in the lake level for a change. again, we are looking for the more clouds and rain. this approaching front will catch the tail end of this most of the moisture is once again north of the oregon border so this will be a minor event for us with a round quarter inch or more left of rain expected from the peacage this -- of this weakening boundary. the rain on the north coast that will move to the south through the day. patchy fog giving way to partly cloudy and cool through the afternoon and then by tonight into tomorrow morning we will look for that chance of showers to develop as this system falls apart coming ashore across the

bay area. minor weather events will be the pattern through midweek as we see again moisture pooling up around the bay around 10:00 tonight and we will get light shower activity as that and will wind down by first thing tomorrow morning and still could be some soggy conditions out there for your morning commute. we will look for another round of light rain to approach the area. looks like late tuesday into early wednesday morning. all of these are pretty minor events for this time of year. doesn't officially start until the 21 of march is spring but it looks like the spring pattern settling in across the bay as we will see upper 50s to low 60s for our highs and that's close to seasonal norms for this time of year and continue that trend into and through midweek with that slight chance of light shower activity continuing on or off here through wednesday and then by the end of the week we will dry out again with another chance of light shower activity headed our way by late next weekend. that's your forecast from here. right now let's check in.

thanks. controversial book sparking a debate about marriage in america. the title is marriage for white people. author and stanford professor ralph richard banks joining us live now. so here is the title. is marriage for white people and the sub title how is the african-american marriage decline affects everyone. tell us about this decline. >> the book looks at fact that people are no longer compelled to marry. all of the legal rules and many of the social pressures that once pushed people into marriage have been relaxed so as a result there are more unmarried people in our society than ever before. and the -- pronounced amongst african-americans. >> why is that? >> well, one reason is that people are no longer required to marry. marriage is more of a necessity than a luxury. another reason is that even as women have moved ahead, men have fallen behind. men are less likely than they were 40 or 50 years ago to be able to be the bread winner and to fulfill the traditional economic role of husband.

as a result, fewer couples are forming and among those relationships they form the woman is more likely than ever to be better educated. >> we have a lot of children being produced so things are being produced obviously with single parent households which has an affect on society and people would argue. >> it does. and again that's another case where experience is of african- americans are the forefront of a trend that is affecting the entire society. african-americans have in 1960s, about 25% of black children were born to unmarried parents. now that number has risen to 70% of black children are born to unmarried parents but also risen for whites. throughout our society 40% of children are born to unmarried parents. more than 25% of white children are born to unmarried parents and strikingly if we look at young white women who have their first children in early 20s, 60% of those children are born to parents not married. >> this is something that will continue and build and we will

see a decline in marriage in all races? >> always difficult to forecast the future if i could. i would be betting on the stock market if i could. it is a case that it's good that women have moved ahead educationally and professionally but men are struggling educationally. there are more women than men graduating college right now. among african-americans twice as many women as men graduate college. the jobs that blue collar men could have held 20 or 30 years ago, 40 or 50 years ago don't exist any more. it doesn't bode well for society that so many men particularly african-american men are finding it unable to be successful tube good husband. >> you write about something in your book called the black girl curse. this is controversial. tell us about this. >> gosh. not my words i should say. this is those are the words of a woman in atlanta who talked about the fact that basically after she graduated college and her white friends went out and

got married she noticed she and her other african-american friends were not getting married. >> why is this? >> big part of the problem there is again there are too few men frankly for all of the available black women nearly twice as many black women as black men graduate college. this is not to say there are twice as many black women graduates because a lot of those graduates are older if we look at recent graduates people in their 20s and early 30s it's almost two to one in favor of women. >> if you are looking at people that are trying to stay would marry within their same race. obviously there are other options outside of the marriage. >> that's the question. that's one of the issues is that for college educated black women there are half as many men who graduated from college. and yet black women are also the least likely to marry outside the race even as rates of interracial marriage have been rising throughout society, black women will remain the most unlikely to partner with a man of a different race. >> thank you for the hot button

>> your decisions that? >> he did. he worked for me. at the time. >> so he did the planning for you. >> he was in charge of all of that. whether it was -- >> interesting point because it is a dominoes you to look down the roads at whatever decision now is don't you have to sit there and go how will this come back to help me or haunt me. >> that's right. and you know, i've always had in mind that the state and federal government couldn't really help us because every time i look back there is something going on that will hit us with programs or loss of funding and that. so i have been focused on our own economy in the city and i think it's been the right move for me because i'm seeing numbers that are increasing. i get these tech company to move in and real estate moving up. people are looking for employment. >> no more money from the state. >> i'm betting on the fact that the state will always bail us -- fail us and we have to be strong locally. >> the governor, jerry brown

this week is obvious that his one eye of one tax plan on the ballot isn't going to happen. the others are not backing down. so what is you -- >> not only. that it's a very -- poor argument to suggest that the voters should be given one choice and that somehow if they give tasecond choice that will hurt the first choice that they got. no. it's far more interesting to have all of these things debated. the mayor just went through that with reference to the pension measure. there were people who said they would get hurt. wrong. when the voters had an opportunity to see one built by consensus with quality, the voters accepted it. the same in my opinion will happen at the state level. it's jerry as good it's okay. if the teachers is better, they will have the best deal. mrs.monger, the woman who has all of that money, what -- >> millionaire tax hike. >> and how do you plan for that one way or the other? >> yesterday, for example, i had both labor and business

representatives together in my office and we were celebrating a little bit because we were doing the right thing on pension reform here. the right thing on keeping ourselves together and talking about the issues in san francisco. that's what i need to do. i think the strength of our city is where labor and management working with government together. public and private partnerships don't depend everything on government. deliver the answers to everything. look for innovation to private sector to help us. i think we have a good formula. it's going to be trog ekeep an eye on him because he is the first of a kind mayor for a major city. he doesn't come out of the political mode. ed lee was a bureaucrat for 20 years and now he has taken over. real questions will he lead or just be sort of this consensus like a department. had moving and slowly and being safe. >> which we have seen steferl examples of. >> as far as the administration, yes. will it be enough. on the other hand after willie brown and gavin newsome maybe the town is ready for a break.
