houston. it is 8:30, sunday, february 19th. we have a special guest in for phil matier. >> phil said he didn't want to deal with the commute and i am staying home. he is taking a little break. >> he did deal with the commute coming from the east bay. not too bad. >> i was dog sitting for my sister in mar tin as. i got about ten minutes away, forgot my contacts and had to go back. so, smooth sailing for me over the golden gate bridge. i got here in about 50 minutes. >> workers are ahead of skull? >> yes. they said originally 5:00 a.m. tuesday morning. they move it up a little bit. lisa at the toll plaza, give us a little update on the work in progress this sunday morning. good morning to you, lisa. >> reporter: you are fortunate you come to work so early in

the morning. if you had an alert schedule coming into san francisco, you would have had to contend with a lot of traffic on the bridges get into the city. many people had to deal with that. we are waiting this morning to get an update from caltrans at 9:00 on the progress, and work on the bay bridge. those westbound lane, the upper decks closed since 8:00 on friday evening. the work is on schedule. it may even be a little ahead of schedule, which would be great news for the many people having to deal with those closures. take a look at video we have that caltrans supplied to us. you can see the construction crews demolishing a part of the l bridge as they reconfigure part of the westbound lanes. they are grinding, and repaving and striping parts of the highway. thanks to the good weather we have had, the workers have been able to get a lot done in a little amount of time. >> if we complete the work this weekend, we will potentially

be shaving off six months to a year of our previous construction schedule. >> reporter: again, 5:00 tuesday morning is the scheduled time that the westbound lanes will reopen. if that happens sooner, we will let you know. in the meantime, people will have to use alternate options, the golden gate and other bridges. there is also bart that is running extra trains so people are able to get into san francisco with not as many problems. frank and ann? >> if they move it up a little, 5:00 a.m. tuesday morning, would it roll back to 2 or 3 in the morning? >> reporter: we haven't heard a specific time, but, we are going to get an update from caltrans at 9:00 this morning. we will let you know. as early as 2 or 3 would be great, especially those of us who come to work so nearly the morning. >> i think we are the only ones that really care. all good. okay. >> thank you, lisa. now for a check of how the

bridge closure is affecting traffic here in the bay area, let's kick it over to mitch thompson with kbcs traffic. he joins us on the phone. >> caller: so far it is sunday light on the way area freeways. the approaches are problem- free at this hour. the only traffic problems is westbound 580, heavy to interstate 80 eastbound. of course all four of those lanes have to merge to the two right lane to get on to 80. that always backs up at that point anyway, but now with four lanes going down to two, it will be even worse. we are starting to see a little slow traffic there. other than that, the richmond san rafel bridge checks in okay. southbound 101, no delays through morin county to the golden gate bridge where you have three open lanes in the southbound direction, two in the northbound direction with

one buffer lane. part is all systems go. all the trains are running on time. they are running on a sunday schedule now, so, they run 20 minutes apart and are stopping at all stations as the overnight service has ended at 8:00 a.m. and the sunday service has started. the san mateo and dunbar bridges check in problem free. west 92 and west 84, no delays across the span. 92, yesterday we saw a big delay leading to highway 101. but that is checking in problem- free at this hour? mitch, thank you. mitch thompson with kcbs traffic. stay right here for all the information you are going to need to get around over the holiday weekend in the big bay bridge closure. it is 8:35. a robbery victim is in critical condition this morning after being shot near a pleasant hills school. it happened near pinewood park in san franciscowood elementary school. a 20-year-old man was walking with three other people when

three armed robbers held him at gunpoint. he resisted and was shot in the torso. officers searched house to house for suspects, but made no arrests so far. two people are under arrest after attacking an officer on livermore. one jumped on the back of the officer and choked him. he fell to the ground and suffered a broken leg. this happened as police were responding to reports of a fight nearby. a 17-year-old boy was arrested after acting in a belligerent manner. two teenaged boys were stabbed at a san jose mall. it happened at 7:30 at the east ridge mall. three men were attacking the victims. police detained three people. no word if they are the suspects in that case. a judge is set a trial date for giselleest taban. she is charged with murdering my she willlay.

esteban blamed lay for wrecking her relationship with the father of her child. her trial date is set for september 17th, marking one year anniversary of the day lay's remains were found. and the oakland police department is hiring, one of the few agencies able to hire right now. dozens of city employees will be laid off on wednesday, but the police department got a grant from the feds and they are looking to hire 40 trainee to make up for officers who left because of retirement, injury or simply quitting. a lot of the potential new recruits grew up in oakland. >> i am going to school. i want to be physically fit for this. and also mentally. i have the mentality to go out there and do my best for the community. >> applicants need a high school diploma, and have to pass a written and physical test and a polygraph. they will have a chance at the real life test out on the

streets everyday once hired. and a chairman for mitt romney in arizona stepped down after allegations of misconduct. paul babeu is a sheriff running for congress, but now he has severed tie with the romney campaign after babeu had threatened to deport a immigrant after reporting the relationship. he says they are gay, but that he has done nothing wrong. and whitney houston's life was celebrated in new jersey yesterday and today she will be buried next to her father. houston's ex-husband, bobby brown, briefly attended the service but then left early because of a dispute over seating arrangements. a shrine of heart shaped balloons covered the street corner around the church. today mark as day of remembrance. how the next generation of

the ocean beach parking lot or ucsf parking garage. it will stop at several park destinations, including the de young museum and california academy of science. it is 8:42. let's get the weekend started with a little nice weather. beautiful out last night. what does it all mean? >> cold temperatures. 10-degrees cooler, but it was pretty. >> yes. >> mostly cloudy at the bay this hour. cooler temperatures to prevail here. our spring pattern interrupted with a slight chance of light drizzle showers this weekend. so far the bridges remain dry. all the open ones are dry at this hour as we see traffic picking up on the southbound lanes across the 101. that will increase through the day. temperatures cooler, this morning than yesterday. by about 10 degrees as we see a bit of moisture piling up just offshore and moving south along

the shoreline. parallelling the coast right now. not a lot making its way around the bay. we could get hit with a few light sprinkles -- it will look more like drizzle than anything and hardly a washout by any stretch of the imagination. more clouds than rain across the bay this morning. the cool temperatures prevailing out there will continue through the day with a slight chance of drizzle al showers through the picture tonight and early tomorrow morning. a warmer week ahead as we see temperatures rebounding by midweek. back into the 70s then, but today, we will be lucky to hid the 60s. we see cloudy and cool conditions continuing. the drizzle activity will be back at the coast as we see most of the moisture is parallelling the shoreline at this time. a weak frontal boundary crossing the area. more clouds than rain, continuing the cool trend, slightly below normal for this time of year. usually we see upper 50s to low

60s. again, the shower will be with us tonight and tomorrow, then clearing out and the high pressure then return to the area to warm us up a bit. the fewer models are holding most of the moisture offshore and keeping it ate loft. it is likely to be more clouds than anything else for the next couple of days as conditions clear out tuesday through the rest of the week. the temperatures today will be in the mid to upper 50s, slightly below normal for this time of year. on the cool side, but will rebound by midweek, headed back to the 70s in the interior. by the end of the week, still cool into tomorrow. then we clear it out for the remainder of the week and continue the trend into next weekend when we may be talking about light shower activity once again, but it shunt amount to much as we see the continuation of the spring pattern light into next week, if not beyond at this point. let's check in with ann now and

see what she has for us. thank you. it is 84:005. an exhibit featuring the artwork of japanese-americans held in internment camps in the 1940s, some 20,000 people held in the remote camps, now has art commemorating the event. the exhibit is tree free of charge and open on weekends through the end of march. that episode during world war ii is on many people's minds today. it is the 70th anniversary of the executive order signed by president franklin roosevelt that set in motion the forced relocation. today is being call add day of remembrance. joining us now is professor lane hirbiashi, whose late uncle fought the order. on today, a day of remembrance, what do you want people to remember what happened in the internment camp in the.

>> we want them to remember that president roosevelt signed executive order 9066 and by the end of the war, approximately 120,000 people of japanese an zest triwere forced remove and matt incarceration. by the end of the war, not one person of japanese ancestry bus convicted of the sabotage or he is peonnage. we feel strongly this was an injustice. we want people not to forget this historic incident and that it wouldn't yet happen again to

people who are a threat. >> and what happened to your uncle? >> he was a 24-year-old graduate student from the university of washington. the first orders were curfew orders. my uncle was studying at that time library at the university of washington and was running back to the dorms and noticed his fellow students didn't have to run back, so, he said, this is wrong. he started to stay in the library after curfew. when if executive order came down and then japanese- americans were billion removed from seattle, my uncle felt that was even worse. so, both on a constitutional base, but also in terms of his christian principle, he decided to resist the curfew and the removal order. >> he ended up in prison? >> absolutely. it was a conscious decision where he wrote out a statement objecting to both and turned himself into the fbi because he

felt that both measures were unnecessary and were wrong. >> and in this case, went to the supreme court? >> yes. eventually it went to the supreme court, and my uncle was found guilty. >> and then what happened to him? >> well, he had time served while the case was making its way through the courts, but then the story is that he had to do additional time. that time was done at a federal work camp in arizona. and during the war, the government didn't have the money to send him there -- ship him there -- give him a train ticket or whatever. so, my uncle said write me out a pass and i will hitchhike to arizona. he did that. when he got there, the officials didn't have the orders and they said, well, go away, because we don't have any processing orders for you. and my uncle thought, well, i

can leave but they will just catch up with me. so, he insisted and they found the orders eventually. but he was a very honest guy. >> sounds like it. obviously a horrible experience though to go through this. >> yes. >> the rest of his life, once he was freed, bus he a builter man? >> no. -- he a bitter man? >> no. i think he was disappointed. i think he thought the supreme court would uphold constitutional principles, as they were sworn to do. he went back to the university of washington after doing his jail time. got his phd in sociology and became a sociology professor. then years later where the cases were reopened, my uncle was delighted and eventually after a three year court struggle again, his convictions were vacated. >> an amazing story not to the

for phil fill, taking -- phil matier, taking a little break. the bridge may open a little earlier than scheduled, which is 5:00 on tuesday morning. >> we will see how it all works out. let's check in with lisa washington on the bay bridge on all the information on opening early and the progress they have made so far. >> reporter: we are waiting, hoping to get an update on the bridge construction. the westbound upper deck of the bridge is closed so the crews can get extra work done over the president's holiday weekend. they seemed to hint the work

was a little ahead of schedule, which is a good thing. the bridge is scheduled to reopen at 5:00 on tuesday morning. but if they are ahead of schedule, that may happen sooner. we will let you know. the people people will have to contend with is traffic on the other bridges getting into san francisco. yesterday in the afternoon and evening hour there is was a lot of traffic trying to get into the city! thanks to barrier motors for helping us with the political work we have been doing and thank you to the weather. it has been really, really good for us. we have gotten a tremendous amount of work done. we are wrapping all the paving operations now. it should be done in the next few hours or so. and striping -- a lot of striping got down through the night. we are near completion with striping, as well. and we still have a lot of demolition to do, and we are not going to completely finish demolition. we knew that when we started this, but we will try to get as much of it as we possibly

can. we are about midway through all of the punch list items we wanted to try to take advantage of for the closure. things like a lot of painting. painting has happened on the westbound areas and some areas on the eastbound band, as well. we have done system testing on the new bridge. a lot of inspections, from i- bars to trusses. landscaping is in process. electrical work, reflector replacement, joint repair, cleaning and facelifts are being done while we have it closed. so, we have made a lot of progress on the work. we are looking great to immediate our deadline, and there is still the possibility of early opening. we will ask you to stay tuned as we update you on our progress today. any questions? >> what is chance of it opening

early and how early? >> well, i won't give odds, but it is looking favorable for an early opening. i think we are just about out of the woods with the weather issues we were looking at before we went into the closure. it is looking good, but not definite yet. >> how early could that be? 24-hours or the night before, or tuesday or what? >> yes. everything is in flux at this point in time on opening time. this particular closure is one we really ask people to stay tuned. because it was going to be difficult to predict when we would be able to open the bridge. keep in mind that the critical work we are doing is one aspect of it but there are a lot of other things we have to do. there are final safety inspections that have to be done at every location to insure the bridge is ready to open. i know it may sound simple, closing the bay bridge. once you close it, it changes and we have to put it back to the way it need to be to have

traffic on it. we need to make sure it is that way and it can reopen. >> [ inaudible question ] >> nothing out of the ordinary. there hasn't been anything particularly difficult on this closure. nothing that hasn't been anticipated, so, things have flown smoothly thanks to the weather and motorists. >> when it does reopen, is it going to be challenging for drivers? will there be things that are different? >> most likely for the larger part of mote ritzes, they won't notice the difference -- motorists, they won't notice the difference. the curve we put in the eased, speeds are slow coming out of the toll plaza. they will notice the fresh new pavement and brightly striped lane, but the alignment isn't that big of a change. >> we have been watching a live

. welcome back. we have been talking about the bay bridge project and how it may affect it. jim, looks like no downpour? >> yes. caltrans is happy and everything is good so farmington a slight chance of showers in the -- good so far. a slight chance of showers in the forecast. we see cloudy and cool conditions prevailing around the bay. 10 degrees cooler today than yesterday at this time. mid to low 40s around the area right now. showers in the offshore waters where they remain as they continue to move south, parallelling the coast. we could get a glancing blow of a light drizzle or shower or two out of this. but for the most part it will remain offshore and not a factor for the bay bridge work which is always a good thing. we see a slight chance of showers remaining in the

picture this afternoon to tonight, even into tomorrow morning, but as you saw, most of it will miss us as it stays offshore. a warmer week ahead, the beginning of midweek, we will warm things back up into the upper 60s and low 70s by the end of the week as we see a ambulancing blow from this batch of cloud cover -- glancing blow from this batch of cloud cover now moving through the bay area. more clouds than rain. cool temperatures for us. we will look for the chance of showers through tonight into early tomorrow morning, but i think it will miss us as we have seen so far. it worked out in caltrans advantage as temperatures are a few degrees cooler today than yesterday. mid to upper 50s for a high today. we will look for more low 60s into the upper 60s to low # 0s by the end of the week -- 70s by the end of the week. we still have a chance of showers and a lot of clouds for tomorrow into the president eat day weekend. after that we will -- president's day weekend. after that we will dry it out

[ speaking spanish ] >> you are one of five. you grew up here in the state, but your parents are from mexico, right? >> that is right. i am the oldest of five children. of the five, i am the only college graduate. that is the case for a lot of families like my own family. but i came to uc berkeley because somebody intervened and

mentored in my life to show me kids like me could go to college even though my family didn't have any money. my high school counselor in colorado and her husband told me about the air force rotc scholarship which made it possible for me to come to cal. >> and you pant nine year with the air force? >> yes. >> you have two girls. let's talk about the word latino before the book. what do you mean by that? when when i left the military, i had a master's in national management degree in hand with an emphasis on global marketing. i think of this as rebranding the word, in terms of how we want people to think of the word. today there is negative imagery in the media in general of latino. if i was a young latino growing up today, what am i aspiring to be. so, by rebranding, it means understanding that kids like me didn't go to college because we

were mentored by a latino. usually 14% of latino adults only have a college degree. so, the mentors have to come from everywhere, plus the latino community. >> your second goal was to make sure the latino kids growing up today have a role model, someone to look up to and someone to mentor them, like you said, right? >> exactly. by going out and finding stories of highly educated latino, the ten people i profiled had selective degrees. big stories of higher education. i figure if we write the story, we can put them in front of the kids in the schools and have the conversation about path to higher education, not with here is how you apply for financial aid, which is how a lot of people start, but that you could be like other educated latino, and that will create a lot more inspiration and motivation than going straight to the logistics on

how to get money. >> you made a new word, latinovating. why did you say that. >> it is trademarketted now. i just got the certificate. it is an action verb. it starts with innovating. i wanted a word to represent the innovation happening across a lot of industries in economy, fashion, packaging, energy storm, like lighting, but that was inspired by the creative childhoods that all the latinos shared. the word and innovation inspired by the latino culture is what is represented in the word.

and on february 28th i will be keynoting in denver at this conference. it is title how latino culture is sparking a greater economy. i will share with the professionals there that is time we stop looking at the latino students in the classroom, be it elementary school, middle school, high school and college, stop looking through the socioeconomic prism only and using the word, disadvantaged, and looking at the story i am creating and look at that time creative advantage in front of you so we can have higher success rates were the latino community. >> i love it. let's hope they do well in the pack 12 tournament, as well and the ncaa's, as well. >> i am hoping. >> thank you. congratulationstons new book. appreciate it.

>> good news. lisa washington at the toll plaza has the latest. >> reporter: we heard from caltrans. they say it is looking favorable forren early opening. the westbound lanes are scheduled to open at 5:00 tuesday morning but it looks favorable for an early opening as they have been able to get a lot of work done in the 36 or 37 hour that is the westbound lanes have been suggest down. they will reconfigure the westbound lanes. also paving and striping of the lanes. let's listen into what they had to say. >> we are about midway through the items we wanted to take advantage of with for the closure. things like a lot of painting. some on the west band and some areatons east band. we did -- areas on the east band. we have done systems testing, inspections on i of bars and trusses have been done and landscaping. >> reporter: so, as you can
