going to change no matter what the time zone is. >> our top story this morning, the anniversary of such a devastating event that we have so much about one year ago that people in japan marking the first anniversary of that 9.0 earthquake. >> earthquake that swamped and then followed up with the tsunami that knocked out the nuclear power plants there as well. so we have monica joins us -- many sea side communities have a long way to go to rebuild and the effects from that meltdown of the nuclear power plant continues. >> in somber ceremony across japan, people remembered the devastation they witnessed one year ago. this temple in the country's tsunami battered northeast coast survived the disaster that killed nearly 20,000 people. >> he said symbolic place that

allows victims to united. mourners nationwide observed a moment of silence at the exact moment the earthquake struck the country and again 33 minutes later when the tsunami hit unleashed a massive wall of water that washed away cars, homes and entire community. some victims lost their whole families and are reliving the pain a year later. >> the tsunami was so big, it dragged this massive ship into the middle of the city. it's been a year and people here still haven't decided if they want the ship turned into a memorial or want it to be hauled away so they can forget. she says it's very difficult but i wanted to come and see this place for myself. survivors near the fukushima nuclear plant wore protective suits as they paid respects to their loved one. tsunami wrecked the site causing reactors to melt down and scatter radiation across the area. 93-year-old lost four family

members. two have not been found. i wasn't even able to search. it's so sad. >> loved ones rest resting places may be cleansed but the hurt won't easily wash away. >> that was monica reporting. meanwhile here in the bay area there is stale lot of work to do to fix -- still a lot of work to do to fix the damage from last year's tsunami as well. most of the docks damaged have yet to be repaired. they are broken up and can't be occupied. port officials and state and local emergency managers took a walking tour through the harbor friday. in an effort to draw attention to the continued need for repair. >> 23 to rebuild. we gotten two of them done. >> this was the scene a year ago in 19 boats were sunk in the harbor and suffered $17 million worth of damage. santa cruz officials say it's lucky no one was killed.

23 buoys out in the watt that gave off electronic signals of the early warning that the tidal waves were coming. we were following out of afghanistan. an american soldier has been arrested for shooting civilians. the governor of kandahar say the u.s. service member walked out of his base today and started firing. witnesses say the soldier walked into homes -- 16 people including nine children were killed. not clear why the soldier might have started attacking these civilians. stay with us as we continue to follow the developing story. new this morning the small plane crashes into a back yard coming dangerously close to homes in the middle of the dinner hour. happened in rio linda. that's near sacramento. the plane was headed to a airport in the area when both engines failed. the pilot had to crash land four miles shy of the airport. the good news, no one on the ground was hurt. the three men on board had only minor injuries. home owners say a telephone

pole saved their lives. >> on the national front, presidential hopeful rick santorum wins in kansas while mitt romney takes wyoming. and newt gingrich, he is counting on his fellows down in the deep south to stay in the race for the white house. santorum's rival skippedded campaigning in kansas allowing him to win the state easily yesterday. the candidates are battling for mississippi and alabama and newt gingrich in third place is counting on his foal southerners to win come tuesday. >> we can win alabama and mississippi tuesday night. we will reset the campaign for the ninth or tenth time. >> for front runner mitt romney, mississippi and bm bam -- alabama had been considered long shots but new polling show significant gains. 8:36 now and still to come, a look at the legal debate over the sheriff's domestic violence trial. and the intimate details we are learning about his past.

we see temperatures in the mid- to upper 40s. this morning looking for upper 50s for day time highs. your forecast is next. homelessness is up 12 percen there are a lot more people who need charity during this recession. homelessness is up 12% according to one study and many of the people that are now homeless are children. our student rising above this morning is one of them. wendy shows us how she is becoming the first in her familiar three go to college. lunchtime at hillsdale high in san mateo the same group of friends meet in the same place. one of them is homeless but you

would never know it. she hasn't had a stable home since middle school. she moves constantly. when one friend's house to another. >> a place like a week at a time. maybe a little longer. >> she is often at erin's house, her best friend. miranda carries her life in her back pack. >> clothes, toiletries, backpack, books, textbooks, if it's a busy day or busy week with a lot of homework, soccer is a necessity. yes, all this is soccer. >> some of it is organization. some of it is gumption. this kid decides this is what she is going to do. >> at erin's house she sleeps on the floor. it wasn't always this way. her mother had a steady job as an administrator. then she had a fall. >> one accident, a fall in the shower and dislocated lumber disk and then hours being cut

back and then finally just they let her go. >> living on disability they moved around a lot. for a couple of months they stayed at this motel. then her mother got cancer and they have to live apart for now staying with different friends. >> almost like she is ashamed and i try to tell her, mom, don't think that. she is like i'm a failure and i'm a horrible mother. no you are not. you are fine. >> her mom is her biggest love and concern. but their priority is miranda's education. >> that's what keeps me going. i'm going to be successful. i have to work hard. i have to do good in school. >> even applying for college is hard when you are homeless. miranda has no permanent address. no computer to fill out forms. and there is always the instability. >> sometimes i will have a good day and i can deal with it. but other days it's kind of

like i feel like i'm imposing on our close friends and family and i feel like -- i don't know. >> must be hard to keep it together. >> yeah. yeah, when it's so many things out of my control. >> hard time. she underunderdescribe that or minimize it but she says it's just a time i'm going to move beyond this and my goals are way bigger than what's holding me right now. >> i have gone through all of this stuff and most people who go through it give up and fall apart. i'm going to college. >> wendy, cbs 5. what an inspiration. around here we were seeing some rain clouds moving in and huge drop in the temperature. jim has more details on what we can expect over the next couple of days. >> spring starts next week. we wouldn't know it by looking out the window as clouds are filling in through the bay and threat of rain finey approaches the west coast as high pressure releases its grip on the area

and allows some weak weather systems to move in our direction. here is the first one. looking at mostly clouds out there right nowsm slight chance of showers and cooler temperatures in the forecast through today into tomorrow. bit of a break for tomorrow. but there is more rain to come in the forecast. and we will see series of frontal boundaries moving into the area. this is the first one just kind of opening the door out there today. more clouds in the rain after the system just a few hundredths of an inch of precip, if anything at all the first wave of energy. more out in the pacific. our weather pattern through most of next week and you will notice the big "h" is gone finally as high pressure has weakened and moved off to the south where it's supposed to be this time of year allowing the rain to move towards us here. could be a good rainmaker for the bay area for next week into next weekend as we will be looking at potential for several inches of rain around the area. here is a look into tomorrow. we will see few hundred of

light drizzle. and kick into the second wave through midweek you will notice the rainfall totals bump up significantly. another one due toward the end of the week and then showers into and possibly thunderstorms into next weekend. so we could see some rainfall totals that add up to numbers anywhere in two to four inch range by this time next weekend. now the seven day total, not two or three day total. one to three inches in the east bay and south bay and then more than that in the hills as you would expect. so it does look like a wet week taking shape. which means more snow in the high country and through tuesday we will see an additional one to three feet by the end of next week and could be double that as again a lot of moisture is lurking in the offshore waters. cool temperatures will continue mid- to upper 50s for most areas today a few low 60s out there. we will hang on to the low 60s into and through midweek when the cold front finally moves in the area and cool us down a bit as we see that threat of showers remaining in the picture through the end of the

week and into next weekend. again the timing on this may be a little off. but the possibility of rain nonetheless is in the picture for the foreseeable future for the first time all winter that we have seen a forecast like that. there you go. i think we can bet on rain by this time next weekend. the word bet, okay. bet on. brings on to sports and that brings us to our next segment. we will get to betting in a second. first off we will talk about professional football players. they are paid to hit hard. neworleans saints are under fire by the team so-called bounty program where players were actually putting in money into a pool that paid bonuses to people that hit the other side so hard they were taken off the field. plus the selection for sunday's basketball fan. so once more ryan leon from sports radio joins us. good morning. i have to start with the new orleans scandal. obviously the league is all up in arms and embarrassed about this. how common is it?

>> this is not common. you always have hard hitting in football and part of the game. this was a program created by an assistant coach to end the careers of players. might have seen that footage of peyton manning who got hit really hard. his helmet came flying off and required next surgery. had three next surgeries in a period of 19 months and now he became a free agent because the colts decided to release him. it's a scary thing for football a black eye and something the league does not need. >> players were doing this and that's what got everybody up in arms. what is the difference between this and a bonus being played by the team for these offensive and defensive linemen to do sacks and hits and their number. >> sacks and numbers are not going to end careers in theory. football is a violent game. this is civilized violence if you will. >> that's the contradiction that i figure. i say, is it common? are these players encouraged to take the other side out? >> i think it's more common than we realize but certainly

this program is bringing it to light. this coach does have a history. he has been with other teams, buffalo, washington. he now the new coach with the st. louis rams. he has a history of doing these bounty programs before and the league is aware of this and trying to make an example. >> we know the league is a tight-knit group. is there any suspicion or was this going on elsewhere as well? >> it might be. like i said, that's grey area with football. it's civilized violence. people love to see football because they love the hard hits and see guys get smacked real hard. they hate to see people getting carted off the field and maybe seeing an ambulance brought on the field but that's part of the game. >> that one i will see a big pr push there and we will see what happens as far as discipline goes down the line. someone is going to take a hit for this one. now, in the next couple of weeks we will be seeing a lot of people around the water cooler. you will have office pools and have this whole thing called march madness on everybody. for those people that don't understand what it's all about, what is it all about?

>> the college basketball tournament. it originally start was field of 68 and get down to 64 when the games are totaled -- televise on cbs. on thursday and friday i believe this week it will be crazy. you will have wall to wall basketball for roughly 12 hours of the day. >> what a lot of people will hear about is your picks and your brackets and bracketing. for the person not involved in that, what are you talking about when you say what are your picks and brackets? field of 64. you will have brackets on both sides. and you go from 3032 on each side and go down eventually to the final four and a lot of times be surprised. a lot of people are usually not sports fans end up winning their brackets. they pick schools with maybe strange names like a moorhead state or george mason these are schools people don't know about it and they are cinderella stories and get all wait to the final four. >> we have these 60 plus teams and the brackets are as they work their way down as you get to the final 16, the final four and do you win a round every

time it shrinking? if you pick those you win? >> we -- the way it's broken down is you go from the feel of 64, the first and second round and then get to the sweet 16. elite eight, final four and then eventually down to the final two and your national champion. >> all of this is bet on. >> oh, yeah. don't expect lod of productivity around the office this weekend. >> a lot of people go up to vegas and watch screen after screen of this and then go home and watch it as well. any cinderella stories coming out of the bay area? >> not really. this year saint mary's won the west coast conference championship tournament which was good for them because last year they waited and waited and at the campus and didn't get picked as an at large bid even though they were as deserving as most other schools but only so many at large bids left. 31 of the teams out of the 68 get picked by winning their tournament. other 37 will are at large bids. if you don't win your conference tournament you are

griffin what that graphic video may play as a role in the trial. >> melissa griffin joins us now. columnist for the examiner as well as attorney. as such our legal analyst. and you have been as fascinated as the rest of us with the trial here. the wrangling over this video, it seems unprecedented. what's the latest? will it be in or out? >> as of today it will be in and all the legal wrangling is kind of expected video is the heart of the case. without the video, the da doesn't have much of a case and with the video the da has a strong case. after it's settled, if it's ever settled on whether the video comes in, everything else is bells and whistles. >> let's shift gears. there are other outstanding issues here and one is change of venue. which seems like out of left field but the attorneys have asked for the venue to be changed. >> that's right. what's interesting about this request to change the venue is that it landed on the judge's

desk and it has disappeared. he hasn't asked the district attorney to file any opposition to the motion. he hasn't even addressed it at all and the days in court since the motion was filed. it's sort of landed with this thud and went nowhere. it will be interesting to see this coming week how he deals with it. because remember we are still in the process of jury selection the farther down the road we go of picking a san francisco jury the stranger it's going to be to be considering this motion to change venue. >> strange as it's been already. as a columnist, you are not required to be objective. you pretty much come out and said what they should do and calling for him to just spare the public if you will. spare the family. >> exactly. some of the things that have come out are things that are very foreseeable. he had to know i'm sure the attorneys advised him that when he opposed the testimony of christina flores, his ex- girlfriend there was going to be a hearing and very public

and some very, very dicy things were going to come out. and yet he went ahead with that. and did oppose it. there was the hearing and now we know details about panties and naked could ljs. it's-- collages. it's been a bizarre strategy on his part to allow for all of the dirty laundry to come out. guilty or not this is not good for him. >> thank you so much. >> thank you for having me. >> back to you. all right. >> this whole question about the videotape is interesting. we keep thinking it has been decided and might be appealed again and the judge ruled it was appealed and everybody said the video can be shown. it's deemed evidence that was obviously make or break the case and -- at one point it will be decided. >> one final ruling left to go it goes to another appeal. different motions are made to keep the video out. if the video goes in, then i think the lawyers will have to sit down and really re-evaluate whether they want to go ahead with the trial for ross. on the other hand, if the video

is deemed to stay out, the district attorney is going to have to. that's the only piece of really hard evidence either side has. sort of the interesting thing about this is the fight about that evidence has brought in so much else publicly already that in some ways the trial has been done for the public. >> court of public opinion it's been out. there we will continue to follow it for you with jury selection. coming up, he demanded changes saying a news article was not correct. >> he did it in a strange way when an area police chief did that the first amendment right experts are calling intensive censorship. >> emergency landing outside of san francisco. what may have saved the lives of the people on board and on the ground. we will be right back. bay area !

welcome back. the time is 8:59. we have a lot to talk about here in the next half hour including politics. it's the one-year anniversary of that earthquake and tsunami in japan. >> and in santa cruz there is a lot of work to be done to fix last year's tsunami on the pacific ocean. >> most of the docks in the santa cruz harbor that were damaged a year ago have still not been repaired. some of them are so broken up you can't stand on them. only two have been repaired out of 23 that were damaged. the cost of that damage in the santa cruz harbor from that tsunami is set at $17 million. >> is it a day of somber observances in japan. people there are remembering the events one year ago when a 9.0 earthquake triggered a devastating number. entire communities were washed away. as many as 19,000 people died. many areas are still just beginning the rebuilding

process and a 12 mile area that is still off limits because of a triple meltdown at a nuclear power plant. meanwhile, on the national front, republican presidential hopeful rick santorum wins in kansas and front runner mitt romney didn't do bad yesterday either. he won wyoming. now today all of the candidate ready in the deep south and and talks about his hopes for the coming sweep in southern states tuesday. rick santorum delivered the news to a pumped up crowd in missouri. >> we were going to win kansas and the vast majority of delegates from kansas. >> kansas favored santorum in a state where mitt romney and newt gingrich did not campaign. >> i voted for rick santorum. i like his stance on social issues. >> romney had a good day. the associated press is reporting he won the wyoming

caucuses. gingrich spent saturday barn storming in alabama. >> i need your help. >> the former house speaker signed autographs and asked for support as he works to jump start his campaign in the deep south. >> if we can win alabama and mississippi tuesday night, we will reset the campaign for i guess the ninth or tenth time. sometime on wednesday. >> gingrich has vowed to stay in the race right through the gop convention but santorum is hoping a poor showing on tuesday will force gingrich to drop out. consolidating the conservative vote is that split between the two candidates. romney has a commanding lead in the delegate count after six tuesdays on tuesday. he list -- looking for a strong showing in the south after losing to gingrich in south carolina. >> i have to start it right this morning with a biscuit and cheesy grits. >> ron paul continues to focus on caucus states as the best way to win delegates. cbs news. new this morning, a small plane crashes into a back yard

coming dangerously close to homes. it happened last night in rio lipa near -- linda near sacramento. the plane was headed to an airport when both engines failed. pilot had to crash land four miles shy of the airport. luckily no one on the ground was hurt. the three men on board had only minor injuries. plane hit a telephone pole before landing and witnesses say that really stopped the plane from crashing into their homes. police in livermore on the hunt no morning for a man who tried to take a four-year-old boy from a child's care center claiming the boy was his son. police say a man who look like this -- looks like this walked into the tennis club yesterday afternoon saying he was there to pick up his son and pointed to one of the boys. he then left abruptly when he was asked for verification that boy was his son. boat's mother was also there and says she did not authorize anyone else to pick up her child. an employee called police but officers were unable to find the suspect in that area. a deadline is looming this

thursday in union city for giving precautionary layoff notices to teachers. the school district is like a lot trying to make up for a potential budget shortfall. this one more than $10 million. now the layoffs may be necessary depending what happens with the state but 1kwr- 9 in -- budget in sacramento. the district has to under law let the teachers know by march 15 if they may be getting laid off and they have a local parcel tax measure going before voters in june that may raise enough money to prevent the layoffs. at stake about 120 jobs for teachers. and in the east bay, the berkeley police chief is in a bit of hot water. he says he is sorry for an incident early friday when he sent an officer in uniform and with a gun to a journalist home to demand changes to a story the journalist had written. the incident stems from a fatal beating of a resident in the berkeley hills last month where police did not respond to calls from victims or his wife. this week the reporter for the bay area news group wrote that

the chief michael me-had apologized for that incident during a community meeting. he says the report was not correct and that he sent the cop up there but he does admit he reacted improperly. >> and putting myself out there is to say this is completely my fault. i apologize to mr. oakley. i'm falling on my sword because i was wrong and put him in an awkward position and shouldn't have done it. >> the chief said he was tired and frustrated trying to get out the facts of the story. he says he went about it all wrong. he admitted he says should not have sent an armed police officer to oakley's home after midnight to ask for the corrections. i don't think we heard the last of that story. uc president describes louous farrakhan speeches as racist, antisemitic and anti- homophobic and defining the right to speak at uc berkeley

yesterday. >> somebody on this campus would say you shouldn't hear what i have to say when the world listens to what farrakhan has to say? >> a packed wheeler hall heard what farrakhan had to say yesterday at uc berkly the long time african-american leader spoke during the african black coalition conference. event was put on the black student union but several other student groups protested the visit. >> negative impact on the community comes from his constant and consistent and strong hateful remarks discriminatory remarks antisemitic homophobic and terrible remarks. >> people have different interpretations. what you have to do is take what's good out of what everyone says and what you can't relate to, leave that alone but respect their right to say it. >> now even the groups that did protest the visit they did respect the first american

national association of black accountants to meet people. which led her to start acap in the bay area. for the last 13 years the accounting career awareness program has helped introduce local high school students to the world of accounting. but more importantly exposed them to the professional world. >> what they will see is what they will be and that's something that really resonated with me. and even within myself -- >> and it resonated with students at stephanie afranco. she attended the program last summer. for a week she and 30 classmates got to live on the uc berkeley campus for free. >> really opened my mind to see like what's really out there. like nicole was saying, beyond my blog. >> take them into the classroom and give them classroom exposure. we go on field trips to different companies like facebook and google. and we just show those students the path that they took in order to work in that industry. >> she now wants to go to berkeley and major in bypo chemistry.

time of year. then this season has been anything but normal. as we see a lot of clouds around the bay this morning and the cool temperatures as mentioned. we will look for a slight chance of showers here through the afternoon hour and won't amount to much. there is more rain to come through early next week as we see a very wet pattern setting up here first time this winter we have seen this type of weather pattern. first wave of energy across the bay area now. more cloud and rain. more significant rainfall moving into the area through midweek into the end ever the weekend next weekend we will see again a successful series of storm systems move into the area and the first one just opening the door and will keep the cool temperatures in place with the mix of clouds. next rain will arrive on tuesday with more rain potential for the bay area. another one thursday into friday. and then into next weekend we will look at yet more potential rain into the bay which could leave us with through monday just a few hundredths of an

inch of rain around the region. as you kick it through midweek things will add up to a half inch of rain in the north bay and greater rainfall amounts to the north which will slide south here through thursday and friday towards the end of the week which right now looks like it pretty productive pattern for the region unlike the rest of the year where we fallen behind in our rainfall numbers. hopefully we won't make all this up in one week as that would result in serious flooding but we should pick up a couple inches of rain this next week which could leave us in a wet week shaping up. this is a seven day forecast here. three to six inches of rain in the north bay. two to four across the peninsula and one to three elsewhere as the mountains once again will pick up most of the energy. this will also result in more snow in the high country and are looking for one to three feet of snow through tuesday here. by the end ever the week they will double that amount with some stig spring no -- significant spring snow conditions expected.
