rates, african-american males were at the top. this data we were actually aware of even three years ago and our superintendent who came on board in 2009 really was humbled by the data that he saw so it will take the district to do something very progressive so they created this department to really address the needs of african american males from preschool through 12th grade. >> it is startling, 20 percent of the black male students missed 10 percent of the school year. 33 percent of the district african-american middle school boys suspended at least once. i want to ask a subset question, it had to have you taken a look at the families of the students? are they coming from single-parent homes or, is there anything else they have in

common? there also 1200 students who went into honor roll. what seems to be a problem? >> if you look at many of the students who are struggling, you need to look at where they're located within the city of oakland or, high unemployment rates, you look at the number of african-american students in the oakland housing authority, man, crime in general, i think there are a myriad of issues with things that our community needs to take a look at and things that the school needs to take a look at. one of the things that we as a community is how we criminalize behavior of black boys and then create school cultures and climates where black boys, even before they have said or done anything, adults on the campus are seeing them as if they've already done something wrong

>> part of the study was about suspensions and it said that was disproportionate as well >> that is not actually just in oakland, almost every district in the nation, when you look with african-american students it is disproportionate to other groups and that again goes to how adults then see our children >> what can a school do about that? it is a question of home life and neighborhood, what can a school due to change that? >> i think one of the things we're very excited about is just calling it out that we all have work to do. the approach we have taken in oakland is through a fool school district so the school can beat its best itself when it is in partnership with the school community so adults on the campus are looking at how we can be aware of implicit bias and

how we can create the culture and conditions for black boys that have high expectations, parental engagement and information so they know how to educate and support not only the student but know how to work with the school. we do that with parents, we do that with the alameda county health and human social-service is, the not-for-profit sector, all in the spirit of trying to get school culture right creating conditions for high expectations for black boys and make sure we have the kind of development teachers need to continue to develop the best lesson plans and to get creative on how to establish effective relationships with not only the class but every child within the classroom so they can conceptualize the content and make sure kids are engaged and learning as well so it is seeing it as kind of the responsibility of all of us as opposed to pointing the finger at one.
