dodging our cameras for months. he is the principal of st. andrews baptist school in west oakland which we found has been inflating enrollment numbers in order to get federal education money. the school claims to have 195 students. our joint investigation with media partner california watch found that it has less than 20. as a result of our report, school officials launched their own investigation and sent a letter to the pastor giving him 30 days to " verify " that the list of students admitted to the district is accurate >> the attendance records are not there and the qualifications of the individuals that were providing the instructions are not there >> while the investigation is ongoing, a school board member says they are stopping the cash flow >> we will not pass through any funds to st. andrews missionary school for the coming year. that is the bottom line

this morning we spoke with a board member who explained how the process is supposed >> in oakland we have three schools that receive federal funding for title one or title to the to serve needy children in oakland and the bottom line is that the oakland board of education approved that funneled through money to go to these schools so right now, legally, we submitted a request to the school asking for verification of the enrollment, attendants, and qualification of that teaching staff. there is one individual who teaches. basically their legal counsel is saying that we do not have authority to ask for that information since they provide that information to the state department of education but the bottom line for me here because i am responsible, i make the approval, so the bottom line is

that these adults are taking advantage of children in oakland and that we do have a responsibility, one is to deny the pass through of the federal funds, and to this date they have not responded to the questions we have asked and they also submitted a collaboration letter that is required for them to continue for 2013 under the same program and the same level of funds when all of us have clearly documented that they pretty much have falsified the enrollment numbers which is fraud. our action as a school district this week will be submitting that information to the d.a. to pursue because there is fraud and abuse of spending federal funds >> we're not just talking about fraud, we're also looking at allegations of physical abuse of children and exploiting them by

possibly forcing them to panhandle. why has it taken so long for the district to get involved. i was at a meeting with the parents said their kids were hurt >> that is a good question and we should not make excuses from sacramento to oakland. especially at st. andrews school. that is a complete moral violation of the children's love and protection and so forth. the bottom line is that we were contacted in terms of the board level. parents came to me and asked, there are serious issues, so we have submitted that issue to the child protective services, we're working with the d.a. and most of all the board is in agreement not to renew their funds. >> they claim to have 198 students and how many teachers? >> they say they have one

>> just looking at those numbers, anybody would think something is going on here. that begs the larger question, who is actually going to check the school's out to see if they are legitimate? >> that with the problem is in to be honest as of this week we have hired to additional officials to monitor and evaluate and provide assessment on all of these 30 schools beyond st. andrews so the oakland unified school district will be providing a quarterly report to the board and the public in terms of how these schools are progressing >> responded but they did not give you any numbers. >> we will not approve it and i think it is still under investigations of the bottom line is that the board of education was in a unanimous agreement that we will not support the school based on all the allegations and
