10:03 pm
dollars...just to maintain the building... over the next few years. "taking the money that otherwise would have been wasted at prarie hills over the next ten years, that we've already established is over $1 million and using it in a much more viable space that would be long- term makes a lot of fiscal sense for tax payers," said jeremy taylor, woodbury county board of supervisors. the plan taylor suggested, would instead use those funds to add jail space at the law enforcement center, by converting a former recreational space. deputies say they agree something needs to be done with prarie hills. "we're not housing a lot of inmates out there; they don't fit the criteria and because of that it's a tremendous expense to keep that place open for four or five inmates out there," said greg stallman, major woodbury county sheriff's department. the next step would be to do a study...to determine if the law enforcement center can be expanded. and how the expansion would be paid for. the prarie hills building was built in 2000..to help with over- crowding at the jail. tim: a discussion over how eventual tax revenues from c-f

industries should be used... turned into a bit of a debate. supervisor taylor is proposing the board set aside 50 percent of those dollars to help roll back property taxes in the county. it's an idea include in the counties vision 2050 manuel. cf is spending $1.7 billion to expand its port neal facility near salix. the project will eventually generate $130 million in property taxes over 20 years for the county. taylors resolution met resistence from fellow supervisors larry clausen and jackie smith... both voiced concerns that a resolution would tie the hands of future boards. "i think it's a first good step to say that the states largest expansion in it's history will have a sizeable effect on taxpayers. i thknk that they deserve that at the end of the day. what this would do is say we're putting tax payers first and that would be county wide. " the additional funds dont begin rolling in until 2019. tim: osceola county supervisors unaimously approved a 20-year tax increment financing plan during a public hearing this

morning that plan will take revenue from a wind turbine farm near harris, iowa to pay for a reconstructed road near highway 9 and a sewer lagoon. something that doesnt sit well with farmers who said they were promised tax relief. "as far as harris using all funding options, they haven't. the usda loan, they have not applied for it," says brueggeman. tim: this is the last year that county officials can pass a "tif" to divert those revenues. an estimated 3.5 million dollars will be used for reconstruction and updates are set to begin next spring. tim on cam rep. paul ryan said that he's willing to run for the house speakership, replacing rep. john boehner, if he garners the support of three key republican groups. the wisconsin republican has given the republican study committee, the freedom caucus and a moderate group until friday to voice their support. ryan, the chairman

and means committee, had been pressured by members to consider a bid after house majority leader kevin mccarthy dropped out of the race to take over from boehner several weeks ago. ryan insisted he was not running for speaker before returning home for a 10-day recess, but returned after the time with his family open to the idea. tim on cam as one democratic hopeful drops out of the race for president.... another may be getting ready to step up and run. andy rose explains who's out and who may be in. " " one fewer democratic candidate vying for the white house... (jim webb;former democratic presidential candidate) "i am withdrawing from any consideration of being the democratic party's nominee for the presidency." former virginia senator jim webb ended his democratic bid for president on tuesday. web never caught enough momentum in the primary to compete with heavy-hitters like hillary clinton or senator bernie ers -- but he isn't completely bowing out of the race. webb says he will meet with people from across the political spectrum to consider a third- party run for president. (jim webb;former democratic presidential candidate) "how i remain as a voice

will depend on what kind of support i am shown in the coming weeks as i meet with people from all sides of america's political landscape. and i intend to do that." and as webb potentially makes a transition to run as an independent, speculation over if vice president joe biden will make a run is growing. subtle jabs between biden and hilary over policy and political style have some wondering if the decision has alraedy been made. but time is running out. biden has until next thursday to make and announce his 2016 decision -- if he wants to be a serious candidate who is on all ballots. andy rose reporting. tim: polling hasn't shown a groundswell of support for biden. a cnn/orc national poll out monday shows that just 18% of democratic primary voters would back biden, behind clinton at 45%, and vermont sen. bernie sanders at 29%. tim: high school students from dozens of northeast
