and marks the highest price gain since 2007. the same report also shows an increase in first- time home buyers. but experts warn that home appreciation is starting to slow down. and higher mortgage interest rates are expected sooner rather than later. tim: a public hearing on the baaken pipeline is just a week away and there's already controversy over how the meeting will be handled. the iowa utilities board announced today that due to the number of people wishing to speak on the issue, that they'll be limiting the number of speakers to 210, with h speakers representing each side of the debate. groups opposed to the pipeline say that this limits the amount of testimony the board will hear from their side, and gives an unfair representation of how the pipeline is perceived by residents. tim: we're learning more today about the investigation into the russian plane crash that killed 224 people in egypt earlier this week. new evidence suggests a bomb

may have brought down the plane...and now the british government is suspending all british flights in the region and enacting emergency procedures to get british citizens back home. investigators believe that an explosive device rather than mechanical reason behind the crash. those findings seem to of an isis affiliated group that claimed responsibility for result of those findings, british officials aren't taking any chances and are working to try to get their citizens out of the area. " there will be no uk passenger flights out to sharm el- sheikh from now. passengers who are on the ground in sharm el-sheikh will be returned to the uk." investigators say they're examining the dies of those who were killed to determine where a bomb might have been hidden. meanwhile, egyptian officials claim that there's no evidence that

terrorism. tim: for the first time woodbury county knows exactly where it stands on premature birth records. that's all thanks to a new report card issued by the march of dimes, the county earned a "c" grade in the most recent study, with 9.7 percent of births being registered as premature in the last year, which is slightly higher than the statewide average of 9.3 percent. currently the united states has one of the highest premature birth rates in the industrialized world. tim: for the 4th year in a row the sioux city school district has seen an increase in enrollment. this year the school district saw an increase of 283 students bringing the grand total to more than 14,000 students. over the course of the last four years the district has seen an increase of nearly 700 students. the district says the grow is attributed to support from the community and partnerships with parents. tim: the children's museum of siouxland

announced today it no longer exsists. the museum is being renamed as the launchpad children's museum. the "pad" in launchpad stands for "play and discover". earlier today abc9 caught up with executive director of the museum bob fitch to ask why the group in charge of the project was changing the name. " ""the name really helps to symbolize the fun and the taking off of excitement and energy here in downtown sioux city." says executive director of the museum, bob fitch. fitch says that the construction of the building is currently on schedule, and atonished by the amount of work that has been completed so far. have it's grand opening febuary 11th 2016. yearly memberships are now already as well. for more information on that and more just head to our website. tim: unity point st. luke's, the children's miracle network and sioux city ford lincoln held a ribbon cutting this morning to unveil their state of the art theme room in their pediatric ward. officials from the children's miracle network, and sioux city ford lincoln were present along with both the sioux city and south sioux city chamber of commerce and others from the community to get the first view at the new theme room. "nats of ribbon cutting and clapping" "we have created the first of its kind theme room for pediatric patients. this entire room is dedicated in car memorabilia and car decor. it's really fun for the kids to have something to look at while they are in bed but it also has items on the wall designed to get them up and out of bed and get them engaged." scfl donated $12,500 to make this possible.

while nothing is in the works yet, unity point st. luke's hopes to partner with other siouxland businesses in the future to feature more great theme rooms. jessica rae: a former nfl player stopped by sioux city today to speak with some local students. jeff neal, who formerly played with the houston oilers made a stop at west high earlier this morning. neal, who works with the group "sportsworld" was in town to share his experiences , and to urge kids to make good choices. "our primary message with sportsworld is to challenge young people that life is a series of choices. kind of our slogan is "y're not born a winner, you're not born a loser, you're born a chooser." and the choices they make impact their future." neal also made stops at the boys and girls home and west middle on thursday. tim: a local organization that helps kids and families is asking for support from the community tonight. but, they're giving back a night of fun, in return.

stoney creek hotel and conference to explain. jenna: tim, this is "design and dine" a two- night fundraiser for sioux city's crittenton center. the organization has been in sioux city for over 100 years and they serve kids and family in a wide variety of way. i'll tell you more about that in a second, but first, this event. take a look. the concept behind design and dine are these elaborately decorating tables. they're created by local businesses and individuals. and this year's theme is "broadway", so each table represents a different broadway musical. tonight we have grease, wicked, phantom of the opera, bye bye birdie and several other popular shows. last year, 77- thousand dollars was raised through this event. and here's how the money is put to use. the crittenton center runs

the highest rates of premature births among modern countries, and now experts are looking into what can be done about it. with more, here's abc news senior medical contributor, dr. timothy johnson. " babies? those born before 37 weeks? fragile. vulnerable. premature, and at risk for many medical problems. a brand new report out today from the march of dimes brings some good news? in the united states, preterm births now make up nine point six percent of all rths? an improvement from last year, when more than 11 percent of all babies were premature. an improvement, yes, but the march of dimes says it's not enough? the organization giving the u.s. a grade of "c"? and re-stating their goal - reducing premature births to 8.1 percent by the year twenty twenty. a city and state breakdown reveals shreveport, louisiana topped the list for the highest rate of premature births - about 20 % -- that's one in five babies born before their time. portland, oregon had the lowest rates -- seven percent. and new this year? prematurity rates for different racial
