interesting life," said richard rabb. a vietnam veteran is still serving... this time... as a helping hand for his follow service men and women here at home. tim: good evening and thank you for joining us tonight im tim seaman jenna: and im jenna rehnstrom less than two months out from launching the country's first marijuana smoking lounge on an indian reservation...the flandreau santee sioux tribe has postponed things. tim: it comes just days after members of the omaha tribe of nebraska... voted in favor of marijuana legalization on the reservation. jenna: abc 9's deborah souverain has more on the delay...and how the omaha tribe of nebraska is responding. tim and jenna over the weekend, the flandreau santee sioux tribe destroyed its marijuana crop,

which was worth millions of dollars. and as the tribe's....venture into the marijuana hold...the omaha is using the incident as a learning lesson. flandreau santee sioux tribe in south dakota to build the ever...marijuana reservation...have been smoked out. saturday the tribe the burning of millions of dollars of marijuana it was growing. it was a move...the omaha tribe of nebraska....which recently voted in favor of legalization...didn't see coming. " it was a little bit surprising but i do understand that each tribe has their own prerogative with how they're going to move forward with it," said vernon miller. the santee sioux tribe released a statement saying they wanted to suspend their efforts to get clarification from the federal government. according to the associated press, tribe president, anthony reider , says the tribe was at risk of a raid by federal authorities if the government's concerns weren't met. miller says.. because of grey areas in the law....the omaha tribe is taking extra

precautions. "we're still cautious. we want to make sure we have regulations in place. there's an 8-point check list that the department of justice wants to make sure that's followed in terms of them not prosecuting," said miller. in 2014...the united states department of justice...gave tribes the authority to legalize marijuana..as long as they abide by the same regulations laid out for states who have legalized the drug. the omaha tribe says it will continue to look into legalization...beginni ng first with a feasibility study...and educational seminars for tribal members. "we want to be cautious too, to make sure that we're not put in a stiuation like that in the future,"aid vernon miller. i reached out the landreau santee sioux tribe for comment on this story...but they did not respond by the time of our broadcast. reporting live in studio deborah souverain abc 9 news. tim on cam plans for a new outdoor, winter recreational park in sioux city are moving ahead. on monday city council voted 5-0 approving a consulting service agreement for park.

company can now move forward with designing a snowmaking equipment, other infrastructure, pad and environmental analysis associated with the park, located near the ibp ice center and explorers ballpark is expected to open in december of 2016.... with construction spring. alot of support and we're excited about moving forward and now we just want to get into the nitty gritty and get the design finalized and construction." the total project cost is about $4 million dollars. jenna: the council also is in agreement concerning a $4.6 million dollar state dot grant application. the funds are tied to roadways, signage and other street requirements in the are of the new seaboard- triumph pork plant. ground work at the plant site is ground work at the plant site is already underway. the state of the art processing plant is scheduled to open in 2017. "it's a large grant, we have gotten grants of this size before. we got a $4.8 million grant when we first started developing southbridge, so it's a

good sized grant but this is a very very large project with alot of new employees, alot of new trucks that will be coming into the area. so basically it's a large-scale transportation improvement for a large-scale project." if approved by the state, the iowa dot will offer up if approved by the state, the iowa dot will offer up 80 percent of the project cost or dollars with the city and seaboard-triumph remaining 20 percent. the stress and hardship that can come along with service to your country... doesn't end when our soldiers come home. tim: that's why one local veteran tries to be a resource... and a compassionate ear... for others who share similar experiences. jenna: bria bell has his story in tonight's salute to soldiers. bria: tim and jenna, richard rabb of sergeant bluff was ready to serve in two wars. that was 30 years ago... but he's dedicating his time now to making sure other veterans still feel like they have someone who cares about them back.

after more than 30 years serving his country... richard rabb is still serving his community. this time, as a bus sergeant bluff- luton "so it's been a very, very interesting life," said rabb. the navy and the air enlisting right after high school, he says he's greatful to got to serve. but, it was his experience in the cold war and vietnam that made today. "when i first got out of high school, i midly, i was probably getting myself into too much trouble the best thing that ever happened, that i went into the navy. it and they and i've been straight ever since. i respect our country, i respect our flag. i'd definitely do it all over again," said rabb. little did he know, he would eventually dive into submarine school where he would train to drive nucleur subs... setting him up for a unique military expereince. while he was on call for duty in the cold war, the u-s became involved in the vietnam... and he was put on standby for both. "at that time, we was just... a deterrent is what we were. if things were need we were there and we were there on a nuclear sub. obviously there wasn't that much that we could do there that was going to justify, but

on and we actually had 41 submarines that were built for the cold war and we were just a deterrent because nobody knew when things were going to change with russia," said rabb. decades later, richard has started a new fight... to help other veterans get the benefits they deserve with the help of american legion in sgt bluff. he also feels its his mission to be a support for the men and women who've been through what he has. richard says, "cause there's a lot of guys that have a lot of stories to tell and they really don't tell their families, they really don't tell anybody. it just kind of hangs in there to where it's burried in their mind and a lot of times, a veteran talking to another veteran is just a lot easier to do. you both know where you come from, you've both been through the training and it just makes a lot of difference." richard keeps the memories of the men he fought with close to his heart... and his mind. "the reason i wear my pow hat a lot is [because] i've got a classmate from 1964 that was in the army and he was over in vietnam and first time out he had gotten shot...and they couldn't get to him and they went back to get him the next day and he wasn't there," said rabb. as he proudly honors the veterans that never made it back... and those who need a little support back at home. bria: richard says he'd

"we need to have notification because then we don't have an opportunity to review their detour sign plans at all, and so that's a big issue" says jill wanderscheid, neighborhood services manager, the city says it's inconvenient, they need to make sure the public is aware and that proper detours are posted. local business owners and their customers are frustrated at the confusing signs and miscommunication. jenna: iowa's ag secretary is pretty excited about this year's yields. he talked about the outlook whil visiting elementary school students today in des moines. northey praised iowa farmers for what are predicted to be some of the highest yields ever. "we've had really good crops around the state, we have spots around the state that got a lot of rain,but i talked to a lot of producers including looking at my own farm, where we're harvesting a really good crop, if not the best crop, one of the best crops we've ever had "

organizations, including the football team and the student association, saw their demands met today-- after university system president tim wolfe announced he is stepping down amid a controversy over race relations at the school. tim wolfe says, "i'm resigning as president of the university of missouri system. my motivation in making this decision comes from love. i love m-u, columbia where i grew up, the state of missouri. i have thought and prayed about this decision. it's the right thing to do." wolfe's decision comes after football players at the university -- support -- practice or play again until wolfe resigned. tim: seaworld is ending the killer its san diego park, recent criticism attendance. at an investor conference, announced it will shows by the end
