we're a nation of rules, regulatory agencies spew out rules. the epa has spewed out the waters of the u.s., the cold power plan, they cnged the defifinition of a franchise, and who arehe rule makers? they're not elected by anyone and no accountable to anyone. all of the rules rolled out under obamacare were wrien by bureaucrats in the basement. what's happening is a set of rules keep coming out of washington which no one is accountable. we also, by the waway, have to do a top to bottom rule of every regution on the books, we haven't done that in 50 years. we have no idea what rules are on the books.. and people are trying to figure it out. >> is that really reasonable to think though, there's tt many, we talked about the numbers of pages of the expectations, is it reasonable to think we can go through all ofhose and sort it out? >> of cose, it is, it's just we don't do it. just like it's reasonable to

say, we can go to a three page tax plan, it's existed for 20 years, and no one wants to lok at it. the point is all these politicians are tied up in a political system that's not serving the people anymore. we have to take our government back a and go to common sense things. >> if you do win the nomination and you're the next psecute of the united states, your husband is the first gentleman o the united states. have you talked about his role, or how tha might fit? >> he has talked about. and i think the american people will love him as i do. but we talked about wanting to provide leadadership to the epidemic problems of addiction in the country. we lost a daughter tohat, and the focus on veterans. veterans have served the nation well, and we're not caring for them as we should.

controlled by the environmental protection agency. if an panded definition of the wotus rule isn't scrapped. 29 states including iowa have filed lawsuitsgainst the epa for redefining the "waters of the united states." earlier this month a bill inoduced by iowa senator joni ernst rolling back those wotus rules gained approval in the senate. ernst called it a major victory for communities across iowa and the middle class, earlier this week i had the chance to talk with her via satellite abo her bill and what lies ahead in the debate over water in america. . >>and what do you think ? >> currently the epa, regulates navigable waters, the rule has come out from the environmement protection agency or the epa is an expanded definition of what the federal government would regulate, and to be honest, it's

farmers, ranchers, and small busine a midsummer night's dream, all across the united states. it's so ambiguo, no one can describe what waters are included in the expanded definition. even members of the federal government, when they're questioned about a certain w water way on a farmer's property, they're not able to answer whether it would be included in the expanded definition or not.. >> what do you say for those that'll help clean the water ways? >> those will argue, this is a good move for the epand the argument against that is the expanded definition, it's so confusing and the federal government would be regulating approximately 97% of iowa's land

water regulation, but a regulation to control private land and what this regulation does, beuse of the expanded definition and that is so ambigus, it actually hampers the ongoing conservation efforts in iowa right n now. for farmers or ranchers or businesses to move forward with the conseation project, they need the epa's okay for that kind of a project. they would be disturbing private land, that's now regulated by the epa, with the edition of time delays and the process, what's acceptable and not acceptable, th've not been clarified by the epa, and it's confusing.

>> i think some say that's a stretch.h. how do you respond to her comment. >> this did you notice undo the claim water act, and we have separate regulations that affect the drinking water systems. to doway with the expanded definition of waters of the u.s. does not move us back in time, i'm arguing that the spangleded definition is what moves us -- the spangleded definitionon, moves us back in time, it stops the protection -- to -- we all want clean water and air and lands the conservation efforts that we have in iowa allow us to do this, but in a voluntary method. the environmental protection agency, has been asking the leadership in iowa, how is it we have tremendous support from the voluntary meods all across the

state of iowa, we have a lot of young, farmers and ranchers that armoving forward on their own with the clean water efforts. so whehe we have the expanded definitions, then there's again, a lot of uncertainty out there of what's allowable, and what's not, and sets us back in time. 300 pages of additional definitions that got us nhere. >> there's pressure concerning the water protection and controls in iowa, the counties are facing legal actions, of des moines water works, and part of that pointso voluntaryry pracces proposed in your measure. they say they don't work, because there's a lack of oversight, is this best be described as a battle between the big cities and world communities? >> the water works lawsuit agaiainst the counties, goes a bit

too far. again, i think that parties need to work through the differences, i don't see that the counties were allowed to do that, but the voluntary nutrient reduction program that we have in the state ofowa, has only been in place for a few years and we see a number of up and coming farmers and ranchers, and again, taking the steps to voluntarily protect the land and water. it's helping many of the states down stream from iowa, the waters head to the gulf. so we have moved in the right direction, iowa has set a high standard across the united states, many of these states look to iowa for leadership, that's what we're doing with the voluntary strategies that we have in place. i believe it's working and again, it' only been in place for a few years, it's taken us a long timeo work through the

and moving us in a positive direction. >> if the bill does pass the hohouse, is ere any chance the president will sign itnto law? >> that's yet to be seen, he's indicated heelan reject the -- he wilill reinjects the measure. but we need toto f fin the good policy i t states andhe local governments, but again, that will be the president's decision heelan need to decide, whether he has supporting bureaucrat ins washington, dc to regulate from the cubicles, or support middle america a hard working families, farmers and rchers and their effort to do what's right. >> and if it is vetoed, is there a chance to get the two-thirds support you need to override the veto? >> we'll continue the rallying support inhe senate to get the

democrat in the house. that coming up on this week in iowa. somethinge will be discussing next week on this week in siouxland is highway 20 expansion. iowa governor terry branstad and lt. governor kim reyeylds ar attending the "final forty" expansion kick off here in sioux city. the department of transportation will meet at the convention center on tuesday to go over plans for the final g of the project. the push to make the highway all four lanes was given a boost last year when a bipartisan bill was signed into law raising iowa's gas tax 10 cents. a portion of that moy is helping fast track the expansion. the d.o.t. hopes to have the project done by the end of 2018. that'll be good news for all kinds of folks in state of iowa. nine things to know: hartington candle light christmas nov 20th.
