"the norfolk planning commission has given its blessing to oct pipe's redevelopment plan. the rockwall, texas pipe manufacturer, last month, announced its plans to build a one-million square fofo plant to norfrfk that would employ approximately 180.0. all of the commissioners present voted to approved the oct plan. it now goes on to the community development agency and city council for approval. norfolk taxpayers received some good news monday night at the meeting of the
