jenna: through september of this year... nearly half of sioux city arrests have been native americans. that's pretty steady with last year a a 2013. compare that to sioux city's overerl native americic populatiti, which is 2-3 percent. many of these arrests were repeat offenders. jenna back on cam: the numbers were a major topic of concern at today's community meeting. elisa raffa is here to tell us more about what was discussed. elisa: we've known that native americans have suffered from alcoholism, often getting into scuffles with law enforcement, but what was eye opening about today'y'town hall meetetg.. was that this problem is more than just substance abuse and homelessness. many local native american leaders expressed frustration with the lack of connection between the two entities, and asked that the community take action to help those native americans in need.

that those in the public and private trusts who work on recovery need to connect with our native community. i do not think they're doing the job that they would wish to do" says frank lamere, director four d dections centerer elisa: frustrations were even expressed by law enforcement. the woodbury county sheriff says that we got punishment down, but we need to work on rehabilitation. he says we need detox centers instead of 30 days of jail time.. but those kinds of changes cannot be made without state legislature. "i get somewhat frustration... i'm the sheriff and chief young is the chief, we are law enforcement but the ones that make legislative change should be at some of these meetings and when you don't see them it becomes a source of frustration for all of law enforcement because we're the ones dealing with it" saysysheriff dave drew, woodbury county. elisa: the sheriff says that 24/7 programs implemented by offices in south daokta have a 99 percent success rate in curving alcohol use. he says there's no reason why they can't be used here.
