homelessness. exceptionally busy." and, local body shops experience a mad rush... on pre-holiday repairs. jenna: good evening and thank you for joining us tonig im jenna rehnstrom, tim is school board took a big step today to finalize plans for a new building to replace one of the oldest schools in the city ... bryant elementary. abc9's lukas voss was at the meeting and brings us more. lukas: thanks jenna, we are indeed closer to the approval of a 3 million dollar plan to replace bryant elemantary school. approximately 1 point two million of those funds would be reimbursable by the city. now ... this has been a plan that's been in the works for quite a while. mind you the school was built in 1889 ... over 2 decades ago. the school district mainly struggling

with location. there was simply no land to built on and officials didn't want to buy out residents ... in end the community came together to buy 8 homes and make space available, officials are excited and also realize the responsibility. "big investment. we recognize that the community puts in investment into the district to make this happen. we know it's our job to return that investment to the community." "been a lot of struggles up to this point just simply trying to find a location and then designing the building. i think we have an excited neighborhood that is excited to see the building there." lukas: and in addition to the new building ... the school ...upon approval ... will also be outfitted with a geothermal well that cost around six hundred thousand dollars. other schools in sioux city have already been equipped with the heating technology and the investment is made to last. " these pay off relatively quickly provide a very nice even heat. very relable system and something that has proven to be very succesful in our other buildings." " we keep our buildings for quite a while and when we can pay off the wells within 5 years. which has been rougly the time and

we can keep the building for 100 years that's money out of our general fund." the two motions made at the school board meeting tonight didn't result in a final decision if the project moves foward. instead a public hearing will be held on december 14th to determine the future of bryant elementary. we'll certainly keep you posted on that story ... reporting live in studio lukas voss abc 9 news jenna: the tie between homelessness and alcoholism is of special concern to our local native american community. and, that's why local leaders are coming together to take a hard look at the issue... and what they can do to be a solution. here's a look at the arrest numbers over the past few years. through september of this year... nearly half of sioux city arrests have been native americans. that's pretty steady with last year and 2013. compare that to sioux city's overall native american population, which is 2-3 percent.

many of these arrests were repeat offenders. jenna back on cam: the numbers were a major topic of concern at today's community meeting. elisa raffa is here to tell us more about what was discussed. jenna: it has been known that native americans have suffered from alcoholism, often getting into scuffles with law enforcement, but what was eye opening about today's town hall meeting.. was that this problem is more than just substance abuse and homelessness. many local native american leaders expressed frustration with the lack of connection between the two entities, and asked that the community take action to help those native americans in need. "i'm going to simply say that i believe that those in the public and private trusts who work on recovery need to connect with our native community. i do not think they're doing the job that they would wish to do" says frank lamere, director four directions center. frustrations were even expressed by law enforcement. the woodbury county sheriff says that we got punishment down, but we need to work on

rehabilitation. he says we need detox centers instead of 30 days of jail time.. but those kinds of changes cannot be made without state legislature. "i get somewhat frustration... i'm the sheriff and chief young is the chief, we are law enforcement but the ones that make legislative change should be at some of these meetings and when you don't see them it becomes a source of frustration for all of law enforcement because we're the ones dealing with it" says sheriff dave drew, woodbury county. the sheriff says that 24/7 programs implemented by offices in south daokta have a 99 percent success rate in curving alcohol use. he says there's no reason why they can't be used here. jenna: with the long thanksgiving weekend ahead... many are trying to get their cars in shape for trips out of town. but this year ... it's not just the typical holiday rush. with friday's snow storm hitting some drivers hard

many needed repairs from accidents. body shops... like ron piepers (peep-ers) had to deal with an extra amount of work. just about done. "i have looked at probably 3 times as usually would on a actually looked at a couple of cars and just made them drivable for the people so that they could have the repairs than after the holidays and not be without their car. " also said he and working around the clock to try to get customers their cars back just in time for the holiday. jenna: good news if you are hitting the road. gas prices in an around sioux city have fallen below the two dollar mark. just last week drivers were paying as much as 2 dollars and 15 cents for a gallon of regular. jenna: a woman was killed in a bad accident on i-35 in des moines this morning. the vehicle struck a telephone pole, killing the woman in the passenger

seat. that man driving was taken to the hospital. following the crash, several transformers blew, starting a fire in the trees. police say the driver may have been speeding... and they're also investigating if he was impaired by drugs or alcohol. jenna: police in des moines are investigating what appears to be a double murder and attempted suicide. a woman and her teenage daugther were found dead at their home... and the husband... is not in police custody at a local hospital. claire powell brings us more. " " "they seemed like quiet people but you did see alot of activity" neighbors watched as des moines' second double homicide of the year unfolded before them. "best we can figure now its a domestic problem and without any explanation or sense it escalated into this" police say 47 year old barney fraaken shot and killed his 42 year old wife amy and his 16 year old daughter amber. amber was a sophomore at central campus' alternative program. and according to recent facebook posts made by barney, he and amy were having relationship issues. "there's no way to explain it and nothing any body tells us will make sense of it"

police say barney is recovering from self-inflicted injuries at a local hospital- he is expected to survive and face charges. "we're going to file the charges that we think will hold him accountable" accountable is what neighbor kelly jo versteeg-- a domestic abuse survivor herself-- says should happen. "you just wouldnt expect it. it was really scary for all of us yes" versteeg and her two sons- one who is disabled because of domestic violence- all suffer from ptsd and moved to escape their abusive father and husband. so she says seeing this tragic ending so close to not only their home- but their hearts- is almost too much to take. "i just remember siutations that iw as in and especially my 8 year old and i have a son thats disabled because of it. so when you see that and live right here, its hard."

once barney fraaken is well enough to be released from the hospital- they'll be filing charges against him-- likely charges for first degree murder. jenna: some help is coming to sioux county after they were hit especially hard by friday's winter storm. governor terry branstad has issued an emergency disaster declaration for sioux county. that allows state resources to be utilized for clean up and recovery. over the weekend, a transformer exploded leading to power outages in sioux center. the county also dealt with a water main break. both power and water have since been restored in the community. jenna: republican presidential candidate carly fiorina was in sioux city tonight. a couple dozen people filled this home in morningside to hear from the former hewlitt- packard c-e-o. fiorina's poll numbers are slipping as of late, but a new survey shows she's popular with younger voters. jenna:

gop presidential hopeful marco rubio spent his monday campaigning in the hawkeye state. rubio spent some time in carrol and council bluffs today, he also chimed in on the fight against isis, saying if he were president, he'd make an example out of terrorists in the middle east. congratulations to western christian on a great season. chris: coming off a disappointing 38-35 loss to kansas state on saturday, iowa state decided to part ways with head coach paul rhoads. today, he and athletic director jamie pollard met with the media. after leading iowa state to three bowls in his first four seasons, the cyclones have struggled mightily since. rhoads and the clones are a combined 8 and 27 in the last three plus seasons and at the end of the day, the product on the field wasn't good enough. jamie pollard--"no one game costs the coach a job. we made the decision to make a change because we simply didn't win enough games and we weren't trending in the right direction." paul rhoads--" i wanted to do what hadn't been done before. it meant a great deal to me to be able to provide that for the fans at iowa state university so i stuck around and continued to give it everything i had in the end it wasn't enough." rhoads will coach
