make a pitch to siouxland voteters, and e debate over where syrian r refugees ould be settled hits the ste capitol. plus this weeks nine things to know, and it all starts right now. good morning, and we're glad u're with us. sioux city's five swimming pls continue to leak more than just water. as use drops and upkeep grows, thousands of dollars are being spent each year to keep them afloat. after months of work a special pools committee is making its recommendation tcity council. although all five of the cities swimming pools will remain open in 2016, the plan would ultimately close four of the five. but city leaders will give you the chance to speak up on the

decision. matt, thanks for coming in this morning. >> thanks for having me zieshgs pools are an emotional topic, no doubt abobout it, used to be t b of the community, today not as mh. but before the specifics, let's talk about the emotional side of swimming pools, it's something your committee over the last year has seen. >> we have five swimming pools in the sioux city, and they've been in the history of the neighborhood. it's an emotional topic, and we're taking that into consideration. but we're making decisions based on the statistics. >> the way pools are used or the way that pools are seen inside the community changed over time? >> yeah, a lot of different

be a place for people to go and cool off. now they want the features and slides, so we kept that in consideration, and developing the plan. >> when i was a kid, i can remember the pool was the one place the parents said it's okay to go. the melting pot of the hub, meet atathe citpool, and you don't't see that as much today. >> the attendance has declined over the years, and thas one thing we're trying to figure out why. we want places for kids to go. maybe not necsarily a swimming ol or a flash pad or a feature many a park. >> talk about for the fks t way y the procs is goi on. the committee was appointed more than a year ago. >>ver a year ago, we implemented an aquatic master plan, we wanted someone to look at the statistics, and assess

determine where the issues are. the rising costs, and m make sure going forward, we were making the right decisions, to have the pooldz to operate. >> a anyone that's followed over the years, it's not an issue the city council has dealt with, but this is a debate prior to your arrival as directo >> yeah, since 2000, the capital budget for pools has been over $1 million. that's all the repairs that need to take e place for the pools, there's ageing and infrastructure, so there's serious decisions to be made. >> is the pool complex, the most expensive part ofudget? >> it's one of em. between operation and capital repairs, about half a million dollars subsidy per year. >> and folks that d don't have the landscape for pools, current in the state you lack at the larger

>> per capita, it's higher than other cities in the state. came from des moines, and we had the sa number of pools. >> the same number. >> five in des moines, and five in sioux city. >> wow, have they changed the look of ththeir system? >> over the years, they closed one pool, a do splash pad atures. >> let's talk ababout the plan that came out a couple weeks, the committee has been talking for severamonths now, inside of a year to look at when the futuref sioux city pools would be. let's go through, one by one, and give us a history and background, and talk about what's going to happen with each pool. it will oldest is leafricson.

>> it is, let's start at cooke, 1975. >> 39 years old, it's in pretty good shape, but the life expectancy. >> open again for the coming summer, no changes there. >> correct. >> and one of the poolols to be replaced by a splash pad. >> let's talk about the inhe neighboborhood. >> that part of town, they love the swimming pool, about half of the population, or attendant of the pool is from girls inc. that's onehing we condered, it's used for neighborhood kid, but not a destination at all. we want to have something to put back in, so after the pool was closed, it'll be replaced with a splash pad and it would bee free.

used longer in the season, and open memorial weekend, and go through labor day weekend. typical pool hours are 1 to 6, or 1 to 7, it could be used all day long. thth opportunity to use the splash pad is longer than a pool. >> i would think that the dollars and cents, the daily exnse of staff hasas to be different too. >> there's no staff, there's just a button that you push, and it starts the water, it's not semiically treated or heated. so very little operational cost. >> that's cooke pool, blt in 1975, leaf ericson is the next oldest building, 1977, lief will stay open.

there's sub grade issues, and serious issues, it's causing the pool to sink. we want to operate as long as possible, and monitor how much it's sinking, and when it does sink someday, we would like to reace that with a splash pad as well. >> talk about theeighborhood there, and the affected numbers. >> that attendance is around 12,000 a yea so it's very well utity pool. that's the reason for wanting the operatate thats much as possible. it's serving the north side. >> that's one of the larger and old style pools. >> yeah, there's lap lanes, the largest body of w water we have for the swimming lessons. but there's serious structural issues. >> how long can you project -- >> we talked and talked about that. it could be a year or t ten years.

just keep an eye on it. >> the third of the oldest pools is back in 1981, that's the louis pool, correct? tell us of the plans for that. >> it's another pool t that's in decent shape, there's some things that need to be done, the committee felt strongly of building a new aquatic a area. when the new facility opens, the plan is to close the pool. >> lewis pool the numbers? >> 9 to 10,000 per season.n. >> how about from a financialal standpoint, does it have the drain ofhe older facilities?

they do pretty well. >> again in the morningside area. maybe we'll stop and talabout what's planned down the road for that major pool complex. i struggle with the word to call it, so man are confused. >> we're not looking another building a full blown water park. i wowould categorize it a step abovriverside. lap lanes, zero depth entry, water spray features. slides, lazy river is the big difference. >>ext on the list then, going back t1993 is riverside. ere'll be no changes made. >> no, that's a very very successful pool, between 22, and 23,000eople go to that every year. 's the least amount of people

it's the best and most well attended pool. it has the features, you want t to attract people to the pool,l, you need to offer the features. >> that pool has had upgrades to get it to the condition that it is today. so you've been able to see the success with the changes. >> yeah, and the possibility to do more at riverside in the future, but we want to see how it working out. >> the most successful of the pools. >> absolutely, no changes there. >> and last and going back to 1998, the mostt recently built pool is leads. talk about what you have plann for that. >> unfortunana, it's in bad shape. the batouse is in need of repair and the filtration system is needing to be replaced. 's $500,000, of repairs, for a pool that's not that old.

based onon the revenues, we take 22 years of revenue, without any operations or maintain innocence, that's 500,000, and the plan from there to operate that the 2016 season, and replace with the splash pad. >> was the committee not so much the comttee, but the city, that seems unusual a pool built that recently is falling apart that badly. how does the city look at that and explain that? >> it's hard to explain, agagain, it was sub grade issues, that's a lesson learned from moving forward, we really look at the soils, and the compaction of the sub grade. and bringing in new sub grade if we have to. >> and it's the newest, but the least taenlded. >> on the 3,500 people went this last year. >> interesting.

>> and those are the two that close after 2016, and repeplaced by splash pads. there's other splash pads in the city that the city looks at. tell us of how they function and ththe success or lack o it that you' seen so far. >> we have only one other one and that's dale street. that's been very very successful. the neighborhood kids love the splash pads. we don't have an accurate count, but it's up wards of 100 a day. it doesn't totally replace the swimming pool, but it's a start. >> so that's theun down tha the pools committee has put togegether, it'll go before the city council, and before the public. if you at home have an opinion, opinion. >> the final public pool meeting is tuesday, december 1, in the ci council chambers, at 7 m..
