tonight an overnight tow ban is posted for woodbury county.... and sioux city police ask that folks not drive unless you have to.. and even then driver beware. "always have a plan before you travel, let people know when you're leaving when you're going to arrive, have a cellphone charged up and carry some emergency stuff in your cars; shovels, kitty litters and salts. some blankets to keep warm in case you get stranded in your car and then if your able to get out or if someone has to come pick you up you'll just have to come back the next day to get your car a long as it's not blocking traffic." says sgt. jeremy mcclure of the sioux city police. tomorrow morning could add another obstacle for drivers.... low visabilities and obstacle for drivers.... low visabilities and blowing snow could add to an already tricky morning commute. tim: while todays snow event is a nuisance for locals.... it produced plenty of fun for some. like school kids not in class.....and that includes college students. 24 college volleyball teams are in town for the naia women's championships.... sioux city is hosting for the 8th straight year....

tournament play tomorrow. and despite the snow ... the festivies began tonight with the banquet of champions at the sioux city convention center. tim on cam : the banquet is a traditional part of the tournament.... as our lukas voss found out today.... two california teams are enjoying a more non-traditional start to the six day event. . thanks tim both vanguard and biola university are within 40 minutes driving distance from the beach. needless to say ... temparatures rarely drop below 70. so the storm that hit us this morning brought them the feel of a real holiday christmas and most importantly a whole lot of fun. not effect tournament play ... a volleyball clinic that was scheduled for earlier today had to be canceled. they are... however hopeful that that clinic could be on for wednesday. live in studio ... lukas voss ... abc9 news. tim: today, snow was falling so fast, plows were hard pressed to keep roadways cleared. with cars sliding into ditches on slippery roads... employees at siouxland towing tell us they've been busy since even before the snow started.... towing about twenty cars in the early hours towing ban was put into place. once the ban was and wait" for tow truck drivers. " those of us that are in health systems, like those of us that have the state employee health plan, it's a managed care system. and it's worked, i think, very effectively and it's worked effectively in other statas, and i see no reason why in iowa we can't work it effectively ." vernor branstad stressed the state has not decided how to

proceed. iowa is set to shift the 4-point-2 billion dollar medicaid program to private management january. tim: governor branstad is also getting ready for the budget battle of 2016 he's at several budget hearings this week to get information for next year's proposal. promised once his budget reccomendatitis as soon as t t sessssn starts. he's listening to state departments give how much money after that, he'll wait for december revenue estimates then start crunching numbers. the 1.25 percent funding increase they received. the director of the iowa department of education was at the budget hearings today and says once again you can expect education funding to get a lot of attention. " tim:m: the e-p-a is expanding when it comes to renewable fuel standard the environmental protection agency released their target goal for 2015-2016 under the renewable fuel standard. the agency has nearly doubled the expected usage of cellulosic biofuel upping it from 123 million gallons used in 2015, projecting next year to yield over 230 million gallons s but for some around the state, they are saying the push is coming too late.

grassely of iowa was amgst one of those, displeased with the epa's renewable fuel revisions. he released a statement today saying quote: "this rule is a slight improvement but it still sells biofuels short. the epa just doesn't appreciate that farmers and biofuels producers can generate enough renewable fuels to meet the goals set by congress. the epa doesn't seem to appreciate that the law on the books requires strong b bfuels targets and that consumers like the chance to use alternate fuels. grassley went on to call the epa's approach to the problem "flawed" and suggested it buys into "big oil's rhetoric. the senator says this new rule should have came two years ago. tim: turning now to the dakota access pipeline, an important decision made today to further the construction of the proposed pipeline tim: south dakota public utilities commissiou voted two to one after a two and a half hour meeting in pierre south dakota today state regulator sissued a

absence, dordt is back at the final site of the national tournament for the 10th time in school history. despite a 23-5 mark after the gpac tournament, the defenders had to play their way to sioux city, beating mount mercy in the opening round a week and a half ago. between that game and a regular season schedule that saw dordt claim the gpac crown, the defenders are battle-tested and ready for the challenge this week. jenna horstman--"we've had extrtrely talented teams in our conference and it's a huge compliment to us to be here and be able to win the conference and we just come in with a lot of confidence." chad hanson--"we feel very very good coming ihto this tournament. we're in a very challenging pool. we hope that the teams are looking at us in the pool and saying it's also a challenging pool because dordt's there. but we know that the work we've done over the last several weeks and really the body ofwork through our season, we feel confident that it's prepared us for this moment." dordt begins pool play at 8:30
