and his wealth. this is tuesday, december 29th. >> announcer: from abc news, this is "world news now." good morning on this tuesday. i'm reena ninan. >> i'm kendis gibson. we're going to get started with the winter weather. winter just kicked in about a week ago. it has been brutal though. severe weather in so many parts of the country. snow, sleet, freezing rain making travel treacherous across the upper midwest and great lakes. >> many of those areas already have several inches of snow and are expecting more this morning. tens of thousands of people without power. with more, here's abc's clayton sandell. >> reporter:the midwest is in a blinding weather bullseye. in iowa, visibility is near zero. drivers in des moines are sling off icy slick pavement on interstate 80. those managing to stay on the road, and the plows, are fighting heavy snow.

wichita looks like an icy junkyard. >> people off in the ditch. a couple just stuck on the side of the road. >> reporter: in oklahoma, the governor has declared a state of emergency for all 77 counties. there's flooding in the east, and farther west -- an ice storm is causing big rigs to slide, wedging cars on the highway. nearly 200,000 homes are without electricity. power lines everywhere, including these, are dead. there are so many power outages here in oklahoma, because freezing rain came in overnight and deposited these heavy icicles on all the power lines. you add in the high winds, and these poles were no match for that kind of weather. in amarillo, texas, along interstate 40, snow drifts buried big rigs, and in new mexico, entire houses. near clovis, a 12-foot snow drift trapped betty and jimmy anderson in their car as they

for 20 hours until rescuers broke the windshield to free them. >> this is interstate 40 just west of oklahoma city. you can see behind me here, one of many wrecks. two instruction pulling two trailers went sliding off this icy highway, rolling several times. luckily nobody here was seriously injured. but it gives you an idea of just how dangerous driving conditions are in a lot of places. clayton sandell, abc news, el reno, oklahoma. >> in the southern plains evacuations could happen because of floods. at least three drowned in oklahoma's floodwaters. the latest victim a motorist who never made it-family lun on sunday. her body found still in the car under six feet of water. texas cleaning up from devastating tornadoes from the air, you can get an idea of the destruction caused by a tornado in garland. 11 people died eight of them while driving on highways. one official warns people will be displaced for months. and it's not over yet.

one of six u.s. troops killed in a suicide attack in afghanistan is back home. joseph lemm's family, new york police officers and members of the new york national air guard attended the solemn san antonio ceremony. he was a 15-year veteran after the nypd. >> breaking news now in the international manhunt for the so-called affluenza teen, ethan couch and his mother are in mexican custody this morning awaiting transfer to u.s. officials. the pair had been the subject of an intense manhunt since disaearing earlier this month. couch was found responsible for a drunk driving crash that killed four people but his lawyers successfully argued he was too affluent and spoiled to understand he did anything wrong. we're learning more about the bear attack on a new jersey scout master. the 911 call released. the attack was in an area 30 miles of new york city. the leader said the bear pulled

human error, mistakes and miscommunications by all involved that day, the evidence did not indicate criminal conduct by police. >> reporter: tamir was fatally shot outside a recreation center in 2014 by rookie police officer timothy loehmann. >> he had reason to fear for his life. >> reporter: among the mistakes that prosecutors say led to the shooting, while the 911 caller indicated tamir was probably a child, playing with a toy, that crucial information was never given to officers. and they say at 5'7" and 170 pounds, they didn't realize he was a child. >> it was so clear fm the prosecutor's behavior that i was trying to lose the case, that he was trying to exonerate the officers. >> tamir's family is reacting to the decision, saying they are saddened and disappointed, noting surveillance video shows the boy was shot in less than one second. accusing the prosecutor of manipulating the grand jury process. the department of justice has also announced they have been
