" " jess: good morning and thanks for joining us this midday. i'm jess plue ... lukas voss has the morning off. the day has finally arrived after months of campaign stops and t-v ads. tonight iowa caucus goers will take the first step in presidential nominees. be bringing you team coverage all day and night... city and in des moines. jess that is where we begin our newscast this mornings. we are joined by tim seaman, who is down at caucus central. tim, can you break down how the caucus works? tim they will be holding a caucus, which essentially means a meeting where each party will choose its nominee. there will be almost 1,700 of them across the state from town halls to living rooms. run by individual members of parties, iowans

democracy in its purest form. republicans and democrats will each meet separately to choose a candidate. both meetings can take up to two hours before they come to a final choice. republicans discuss candidates and then cast their votes. democrats work a little differently. if a candidate can't get enough of the vote, he or she is eliminated and those voters are expected to swing towards another candidate. democratic caucuses also allow for more opportunities to switch sides or lobby others to change votes. one of the reasons caucuses were set up this way was to help bring regular voters into the process. standings. jess spencer will have to hear from carson. dr carson will be speaking at the living word ministries from this afternoon. currently polling iowa. jess two men accused year-old boy in wisconsin have been arrested in storm lake, iowa. 23-year-old sergio ortiz-raygoza and 22-year-old eric were wanted on other charges. they're currently being held in the buena vista county jail while they await extradition proceedings. authorities were told on sunday that the two suspects may have been in the storm lake area. the two men were wanted in connection to a gang related drive by shooting wisconsin back on january 22nd. during that old austin ramos abdomen while he father's car. the storm lake police department was able to suspect's

the suspects were spotted getting into the vehicle. authorities stopped the car a short while later and took the two men into custody. jess: the norfolk city council will be asked to change their mind tonight about a new speedway being built just outside the community. here's paul hughes with the details. "the norfolk city council will be asked tonight to reverse a decision of the norfolk planning commission. the appeal concerns amendments approved january 5th to a conditional use permit for the off road speedway, allowing two more special races each year and racing on sunday night in the case of weather postponements. tonight's meeting begins at 5:30 p.m. in the city council chambers at 309 north 5th street. with little comment, the lower elkhorn natural resources district has adopted rules and regulations for requiring flow meters on all irrigation systems in the district. the rules and regulations set an implementation date for the flow meter requirement of january, 2018. they establish a process for certification, installation and maintenance of the meters, and allow for existing meters to be grandfathered
