" " lukas good morning and thanks for joining us this midday. i'm lukas voss breaking this morning ... iowa now has its first confirmed case of the deadly zika virus. lukas an older women ... between the ageses of 61-80 ... contracted the virus after traveling to central america. the virus has been in the news lately mainly because pregnant women can become infected and give birth to babies with birth defects. several dozen cases have

the united states but the iowa department of public health says there e no imminent danger to the public. we'll make sure to keep you updated on this story as it develops. lukas for the last three decades ... he dominated the supreme court and today he came to the great hall one last time ... thousands of friends, residents and dignitaries lined up to pay their respects to justice scalia. scalia was the current court's longest serving member. he passed away suddenly on saturday at the age of 79. his funeral will be held tomorrow. lukas: now turnrng back to local news, members of the wayne community schools' board of education are proposing a big project ... new improvements and additions to the wayne junior/senior high school. the proposed project has an 18-million dollar price tag, and the board is still considering whether to add it toto may ballot isise. the gym at the junior and senior highchool is the mo used facitlity they have-- and they're limited to the amount of events they can hold there. also-- a lecture hall is being used for their performing arts

"i think the board, uh, understands the needs, uh understands that our school is growing our town is growing, that's a good thing and we like that, but we do need to make sure that we have the school facilities to support that growth. " although an official decision was not made at the meeting... lenihan says the conversation with the board-- leaned towards a hold on the proposal-- until plans could be developed more-- and additional funding could be looked into. lukas: a controversy brewing in south dakota over a law passed that would affect transgender students. if signed by governor daugaard... the bill would require students to use restrooms based on their sex at birth. abc9 news reporter bria bell has local reactions .... "not only are e unwilling to accept people as who they are, we are bigod and rude" the university of south dakota offers a safe place for students with varying genders and sexualities called spectrum. members of the

transgender bill passes in the state, which will force students to use restrooms according to the gender they were assigned when born, not the gender they idtentify with. "for me, i do not neccesarily know all of the transgender terms or how to really talk about it in a way that wouldn't offend someone, but perosnally i'm angry at this bill," says satterlee. it can be a challenge for any child to find their way and alisha says the new bill, which was created to protect someone's physical privacy, could make that process eveve more difficultlt especially for thehe transgender community. "i think if we really want to protect the youth of south dakota, we have to allow for no discrimination," says satterlee. "really, everyone uses the restroom. just to use the restroom," says bachmann. jordy bachmann is a senior at u-s-d...he was declared female by doctors at birth, but idtenifies as a male. he says the anti-transgendnd bill would be a downfall for everyone. "it's ve bigoted. we'rgoing to lose a lot of opportunites like financially...we're going to lose funds because it's a discrminatory bill and we're going to lose federal funds for education.it's not just hurting transgender students, it's hurting cis students as well," says bachmama. both studentnt believe, the bill's basis s to do with government officials intolerance of the lgbt community. culver says the current system only uses 4 percent of medicaid dollars to run the program, but the new system will up that to 14 percent. heheays the new plpl will leave them with fewer options and poorer care. (former gov. chet culver) "there needs to be a better arguement for why we're getting rid of a system that's working....and we heard today story after story from families that say the think the current system is providing the care that they need and they're happy with it." the state senate has already passed a bill to stop the privatization. now the house would have to take up the bill too. lukas: the sioux city musketeers kicked off their annual face off for charity yesterday. for the 19th year, players were serving up dinner, as part of the organizations annual charity event. each year the team welcomes several hundred fans to the tyson events center for dinner and a night of bidding on auction items. the players also work to land the biggest tip of the night ... with proceeds benefiting boys and girls home and family services. over the past 18 years ... the event

dessert tonight...howard is here with a cookie recipe that you'll want to make two batches! check it out. "the other day when i was at the market and saw oranges were on sale. so i picked up a bunch and brought them back here to the test kitchen. each one we ate was sweeter than the last. and besides how sweet they were, having a big bowl of them on the counter was like a ray of sunshine. so let me show you something we came up with. we start by creaming together butter and sugar. when it's smooth we add freshly squeezed orange juice and a bit of orange zest. once that comes together, we add in a good amount of flour, baking powder and a touch of salt. after everything is mixed, we drop tablespoons of the dough on a couple of greased cookie sheets and into the oven they go. while those are baking, we throw together a

mixed with a bit more oj and orange zest. while they're baking, your whole house will smell amazing. after they cool, we spoon the orangey glaze over them to make them "doubly- good." with each bite, you're going to feel like you're walking through an orange grove. i do hope you'll go online and get the recipe for our, "double-orange glazed cookies," so you can take one of the best produce buys of the week and turn it into a ray of sunshine. i'm howard in the mr. food test kitchen, where today we found a "sunny way" for you to say .
