more. christina tim and jenna-- the city is working on a new application for their full-- 13.9 million dollar-- project. the big downtown facelift-- involves three projects. one is a new hotel-- adjacent to the convention center-- with a new parking ramp. second-- is an agriculture and expo learning center-- near the site of the former-- john morrell plant. and third-- new housing in the 100 block of virginia street. all of which-- economic development director-- mark dougherty says-- will be beneficial to the city. "they kind of work nicely in a district, i wish the district was bigger, we're trying to fit everything in there, it's kinda tight, um it's really an opportunity for the community to tap into state resources as we have in the past, with projects like the tyson event center or the orpheum, that have been of lasting value." dougherty does expect there to be some contingencies to put finanncing in place-- and that they will have some more work to do. however-- he says the work they put into the project proposal-- is worth it. christina the new application will be presented to the state board at the end of this month-- for approval. reporting live in studio-- christina grijalva-- abc 9 news. tim: a man has been apprehended

release facility. jacob michael petty, 26, escaped on january 26th ... he was placed on escape status after failing to return to the facility from an out patient treatment program. petty was convicted of second degree robbery and sentenced to 10 years in jail in 2008. he was then transfered to work release in october of 2015. jenna: a council bluffs man who was accused of holding a sioux city bank manager against her will in her home in 20-14 has been arreseted. according to court documents 24-year-old joseph lanckriet is facing felony burglary and robbery charges in connection with the incident. according to those documents the 24 year old and another man followed a woman who they knew was a manager of a bank to her home and tried to force her to go back to the bank and openhe vault. a bandaid had been left behind by one of the suspects and in november of 20-15 officals were able to connect the dna to a case in council bluffs. lanckriet is currently being charged with 1st

being held on a $100,000 bond. tim: a 30-year old transient man has been arrested for climbing up a fire escape to commit burglary and assault. authorties say that adonis bess climbed up the fire escape of a 5-plex in the 14- hundred block of summit street in sioux city, saturday. they say he broke out the screen to the bedroom window of one of the apartments. two people were asleep in the room and were woken up by bess entering the window. bess grabbed a few items and tried to force the residents to give them money for the items return. they refused and tried to force bess out of the apartment, bess then struck the victim several times. bess is currently charged with 2nd degree burglary, 4th degree theft, simple assault and possession of drug paraphernalia. he's being held in the woodbury county jail on a $50,000 bond. jenna: this afternoon, new details about jason dalton's behavior leading up to that deadly rampage in michigan--his family's attorney speaking exclusively to abc news. through their lawyer--uber driver jason dalton's wife and parents are speaking out for the first

shock--but sympathy to the victims--the six people killed--and two others injured.. dalton, a married father of two, began driving for uber just two weeks before the shooting. he's now in jail--facing six counts of murder--and his motive remains amystery--even to his family. "jason by all accounts was a fairly gregarious character. a good father. well known in the community. well liked. there was nothing to indicate that something like this would occur." though his wife says she did sense a change in him--in the days prior to the attack. the attorney denied reports that the family was having financial troubles at the time of dalton's arrest--again stressing the family is desperate to learn why this happened. tim: a national debate over accessing a killer's i-phone records is hitting close to home for the mother of a murder victim in baton rouge, louisiana. the f-b-i is asking apple to unlock a san bernardino, california killer's

it's a similar situation in the baton rouge case. brittney mills and her unborn child were killed on her doorstep last april. it's nearly a year later, and police still don't have any suspects. mills' mother is now opening up about her daughter's death. she believes getting into brittney's phone might help find her killer. the east baton rouge district attorney agrees. i think apple is being naive in some sense because they're saying they're putting everyone at risk, but what about the people that have already been effected by that? the families that have been affected by that. investigators believe mills was murdered by someone she knew. that's why they think getting into her phone might help their investigation. jenna: many transgender students are keeping an eye on south dakota. it could become the first state to pass a law requiring students to use locker rooms and restrooms associated with their biological sex -- not the gender they identify with. however....the bill states that if a

transgender, and a parent "consents to that assertion in writing," the student should be given a "reasonable accommodation." the state legislature passed the bill, but governor dennis daugaard hasn't said whether he'll sign it or veto it. . but in today's health minute, mary moloney explains the advantages stretch beyond that. flexibility is important at any age. and one of the bests way to improve your joint range of motion is by stretching - and doing so regularly. experts from the mayo clinic say adults should do flexibility exercises at least two to three times a week.. and can do so at home, the gym or even at work. some tips to consider while trying to improve your flexibility.. focus on major muscle groups.. when you're stretching.. focus on your calves, thighs, hips, lower back, neck and shoulders. and make sure that you stretch both sides. hold your stretch.. try to hold each stretch for at least 30 seconds .. and remember to breathe normally.
