state regulations allow up to 12 children in one home. kcci's cynthia fodor has the details. cynthia: stacey and steve, the city manager says the ordinance to have only six children in a home is only enforced if a complaint is made. but one complaint is now forcing the city to look at nearly 500 day care operations in homes. laura beckler ammann has watched children for 12 years. >> this is all paperwork i keep track of because i'm a registered provider. cynthia: she runs her business by the book but never heard about a city ordinance until now. >> i actually a.m. registered with the state and i can have up to 8, but now city saying i can only have 6. so how do you tell your neighbor i can't watch your child , anymore? cynthia: she and others worry kids will fall through the cracks with no place to go. councilwoman chris hensley, whose mother ran a day care,

change. >> i would like to see us get in line with the state. i don't see the city having to go through and do the inspections, that is the state. as long as they have gone through that process at the state, and we need to get our act together and be compatible. cynthia: the city is now sending out letters to the largest 25 , daycares that have more than 16 children. >> whether or not fire codes are being met, or if sprinkler systems are necessary in the larger forms. cynthia: the city manager says providers with more than six children need two approvals. one from building inspectors to determine if a sprinkler needs to be installed, and another from the zoning board to make sure the daycare is appropriate in their residential neighborhood. so how many is too many? the state allows 12 children in a home, but the city manager says 8 may be the right number before safety measures like -- safety measures are required. chris hensley says she will take

at the next council meeting, so parents won't have to worry about finding care for their kids. steve: new information tonight tonight into the shooting death des moines police now say the man was shot and killed by urbandale police last week in a holiday inn lobby is the only suspect in last month's murder of 71-year-old norma jean mcneeley on the southeast side. kcci's mark tauscheck is live at des moines police headquarters to explain how the police made the connection. mark: today we learned the man , who police say killed mcneeley is dead, and he actually called police the night he killed her. it is a bizarre situation but , the bottom line is des moines police say they have solved the murder case. des moines police say dna evidence has linked the deceased ali yahia to the death of 71-year-old norma mcneeley.

the scene matched yahia, who, 9 days ago, was shot and killed by police who were responding to a report of drug activity at this urbandale hotel. des moines detectives say yahia was a suspect within hours of mcneeley's murder, because the night of her death, yahia called police to his douglas avenue apartment, claiming he had been the victim of a home invasion. police say he staged an elaborate crime scene all to apparently justify a large knife wound on his left hand. detectives were suspicious yahia had been at mcneeley's home earlier that night not only because of his bloody hand but also because they knew him so well. >> given his criminal history he is a longtime well known violent offender, both with the burglaries and some robberies. we can speculate he went there to commit one of those crimes. mark: police tell me this afternoon that with the only suspect now dead the mcneeley , murder case is closed. steve: urbandale police say they have found a teenager they wanted in connection with the

yahia's death. investigators issued a material witness warrant for 17-year-old kiara olson last wednesday. olson turned herself in to police and has been questioned. stacey: des moines police found a stabbing victim outside a convenience store on southeast 14th early this morning. the victim called 911 from the store after he was stabbed during a fight with a man during a party nearby. officers found the suspect, daniel cruz, not far away. he's charged with assault with a dangerous weapon. ice jams cause flooding troubles. kcci's vanessa peng is in boone county to show us what it looks like. vanessa: ice jams are breaking apart on the boone river from fort dodge south to boone, leading to flooding. boone county emergency management says an ice jam that broke in fraser came downstream causing this damage. , the wagon wheel bridge now has a kink in it. it could collapse. an ice jam is made up of large pieces of ice that stick
