state regulations allow up to 12 children in one home. kcci's cynthia fodor has the details. cynthia: stacey and steve, the city manager says the ordinance to have only six children in a home is only enforced if a complaint is made. but one complaint is now forcing the city to look at nearly 500 day care operations in homes. laura beckler ammann has watched children for 12 years. >> this is all paperwork i keep track of because i'm a registered provider. cynthia: she runs her business by the book but never heard about a city ordinance until now. >> i actually a.m. registered with the state and i can have up to 8, but now city saying i can only have 6. so how do you tell your neighbor i can't watch your child , anymore? cynthia: she and others worry kids will fall through the cracks with no place to go. councilwoman chris hensley, whose mother ran a day care,

change. >> i would like to see us get in line with the state. i don't see the city having to go through and do the inspections, that is the state. as long as they have gone through that process at the state, and we need to get our act together and be compatible. cynthia: the city is now sending out letters to the largest 25 , daycares that have more than 16 children. >> whether or not fire codes are being met, or if sprinkler systems are necessary in the larger forms. cynthia: the city manager says providers with more than six children need two approvals. one from building inspectors to determine if a sprinkler needs to be installed, and another from the zoning board to make sure the daycare is appropriate in their residential neighborhood. so how many is too many? the state allows 12 children in a home, but the city manager says 8 may be the right number before safety measures like -- safety measures are required. chris hensley says she will take

at the next council meeting, so parents won't have to worry about finding care for their kids. steve: new information tonight tonight into the shooting death des moines police now say the man was shot and killed by urbandale police last week in a holiday inn lobby is the only suspect in last month's murder of 71-year-old norma jean mcneeley on the southeast side. kcci's mark tauscheck is live at des moines police headquarters to explain how the police made the connection. mark: today we learned the man , who police say killed mcneeley is dead, and he actually called police the night he killed her. it is a bizarre situation but , the bottom line is des moines police say they have solved the murder case. des moines police say dna evidence has linked the deceased ali yahia to the death of 71-year-old norma mcneeley.

the scene matched yahia, who, 9 days ago, was shot and killed by police who were responding to a report of drug activity at this urbandale hotel. des moines detectives say yahia was a suspect within hours of mcneeley's murder, because the night of her death, yahia called police to his douglas avenue apartment, claiming he had been the victim of a home invasion. police say he staged an elaborate crime scene all to apparently justify a large knife wound on his left hand. detectives were suspicious yahia had been at mcneeley's home earlier that night not only because of his bloody hand but also because they knew him so well. >> given his criminal history he is a longtime well known violent offender, both with the burglaries and some robberies. we can speculate he went there to commit one of those crimes. mark: police tell me this afternoon that with the only suspect now dead the mcneeley , murder case is closed. steve: urbandale police say they have found a teenager they wanted in connection with the

yahia's death. investigators issued a material witness warrant for 17-year-old kiara olson last wednesday. olson turned herself in to police and has been questioned. stacey: des moines police found a stabbing victim outside a convenience store on southeast 14th early this morning. the victim called 911 from the store after he was stabbed during a fight with a man during a party nearby. officers found the suspect, daniel cruz, not far away. he's charged with assault with a dangerous weapon. ice jams cause flooding troubles. kcci's vanessa peng is in boone county to show us what it looks like. vanessa: ice jams are breaking apart on the boone river from fort dodge south to boone, leading to flooding. boone county emergency management says an ice jam that broke in fraser came downstream causing this damage. , the wagon wheel bridge now has a kink in it. it could collapse. an ice jam is made up of large pieces of ice that stick

, like dams, ice jams keep water back. and once they break free like this weekend in central iowa with warmer temps, they come crashing downstream with lots of water and ice. >> ice jams are hard to predict . where they're going to be and if they are going to happen. they tend to rapidly change water levels up and down. stacey: vanessa peng reporting. park rangers closed the lower half of ledges and canyon drive flooding. no word yet on when they'll reopen. believe that there are some bad things that happened with your winter weather. this weekend. snowpacked. northwestern iowa. still some snow to the northwest there.

if we do get any breaks, it will likely fill in with some fall. mostly cloudy tomorrow, that temperature topping out at 46 degrees. tomorrow, the 40's. that will cool down into the upper 30's on thursday. as we head towards the weekend, saturday around 51, and then we dropback down early next week. steve: lifeserve blood center says it is putting extra precautions in place, now that the zika virus has been detected in the midwest. lifeserve says that any donors who have travelled to mexico, central america, south america, somoa, and cape verde in the last 28 days, will be asked to wait to give blood. lifeserve is now asking people who are planning a trip to a zika-infected area to donate blood before they travel. stacey: the des moines police department wants every uniformed officer equipped with a body

but at more than $1 million, do worth the cost? kcci's marcus mcintosh shows us where the money is coming from. marcus: by this is the view des june, moines police will capture of its interaction with the public. officers are expected to be equipped with body cameras. our organization from top to >> bottom, newest officer to some of the oldest, they all support this and think it is a great idea. marcus: we spoke to people who live and work in des moines and learned their opinions of police being equipped with body cameras are mostly positive but for some different reasons. from getting to the truth. >> the criminal element lies. they will say anything to get out of being a criminal, so it's a good idea. marcus: to protection. >> i'm for it,i think it protects everybody. having cameras on police protects the police protects me , as a citizen. it protects innocent people. marcus: to an unbiased view on any encounter between the police and the public. >> it is like a third eye on the

have your officers who say what they say, and you would actually have something there that is not on either side. marcus: the police department is confident the money to pay for the body cameras will not be an obstacle. they can't wait to put them into use. >> a long time coming and we are excited about it. stacey: the cameras will be paid for through a combination of public funds and private donations. police say they're looking for a body camera system that will be compatible with the department's in car camera systems. steve: the iowa utilities board says it hopes to release its decision on the controversial baaken oil pipeline proposal, at -- proposal on march 9 and 10. the chairwoman says the board hopes to have a draft proposal that all sides can look at on march 9. then, they will discuss any changes that need to be made. they will then vote on those charges on the 9th or the 10th. iowa is the only state left on the route that has not yet approved the pipeline. it will carry oil from north

illinois. stacey: central iowa's gas price been a case of too much of a good thing. gasbuddy.com, a fuel price monitoring website, says prices climbed after eli midwest cutting production. the reason, to reduce an already growing stock of gas. but even as gas prices rise a few cents a gallon, it is still in the last few years. just three years ago, gas prices topped out at more than $3.50 a gallon. when the temperatures warm up so does the des moines concert line-up. which acts are coming to the metro starting this spring. steve: plus the hawkeyes and , cyclones both dropped games last week. straight ahead how far both have , dipped in the polls. and, there are basketball fans, and then there is chris evans. see how this superfan cranks up

here's that week system moving through, just generating some very light snow into northern iowa. the system to the south of us will have a little impact in missouri, but a much bigger impact to the southeast. futurecast, here are our clouds. some light snow north of highway 20. the clouds will hang around early on wednesday. that, has wednesday afternoon losing, we will see some sunshine and then another week boundary moves on through. this could bring generally some flurries that could hang around on thursday. temperatures tonight down to around 32 degrees. a little patchy fog up to the north. tomorrow, a chance at some very light snow in northern iowa.
