,, . good morning, everyone. we start with breaking news this morning. people woke up to loud noises and thick black smoke in their homes. firefighters are working a fire in denver. this is happening in the 400 block of welton street in the five points area. >> let's go to jamie leary. whether someone else remains trapped inside that building. >> reporter: we did speak with a resident earlier, he seemed to be the last one out. he didn't see his neighbor who had a basement apartment. we haven't had that confirmed. if there is someone inside, we definitely hope not. we can see a large chunk of the people who live inside this apartment complex.

without shoes, without hat, gloves, some had jackets on, there are small children as well who didn't have shoes. one of the firefighters allowed him to sit in his truck to warm up a little bit. a lot of people are standing around. i've never been in this situation, what do you do? i said i'm not sure. we heard police calling red cross for assistance. the resident we spoke with earlier said he was able to grab his wife, he felt his door which seemed extremely hot. the second he opened his door all that smoke came billowing in. he was barely able to make his way out because the smoke was so thick. he was unable to see his way down. all of people that lived inside the building were out. he knows that the one gentleman who lived in the basement apartment here, officials on scene, a heavy response, we attempted to talk to them, but

this happened 20 minutes ago and we heard this call and arrived on scene. a large response here. you can see damage, it seems to be heavy damage actually to the first and second floor of the apartment complex here on welton, we'll check in with authorities and we'll get you the latest information as this story develops. meantime, let's check in with joel, he has more information on the traffic situation. they've shut down one of the stations here. you're right in the shadow of those light rail stations. if you look downtown this is really close, in proximity to coors field and denver union station, one of the main hubs for rtd, in order to get there, you'll have to disembark and get on a bus bridge and get on the rail again. expect delays, maybe 15 to 20- minute delays as part of that morning commute into work if you are one that uses light rail this morning. again, 24th and welton, that

it will be clear skies out there for us. and we're looking at a nice afternoon. 53 degrees by lunchtime today, 57 by 2:00 and we're in the 40s by 5:00 tonight a great day ahead. we'll talk about a potential big storm headring way. i'll let you know in a moment and right now let's check in with alan. we have an alert out at du, after what the campus security called it a forcible fondling. it happened overnight. and we're working on that story and will get you the latest. >> reporter: here we are at this intersection, it's a quiet street where they're concerned about students walking alone where it's not lit well. >> we have a basic description, he was 6 feet tall, light skin and wearing a black sweat shirt at the time.

incident from a few days ago. they put out this news of this incident around 2 in the morning. they couldn't find the suspect as they searched around. and another incident happened on sunday morning. someone grabbed a woman from behind and fondled her before running away. in that incident the suspect had a similar description around 6 feet tall and light skin. there was also a third incident last week. students have said in the past because of these incidents they're trying to walk together in groups or try to get car. they want them to always walk in groups with friends and walk nasty situation. >> thank you for that. an off-duty deputy injured okay. right now that depsy at this is in serious condition in the intensive care unit. they're looking for the suspect in a shooting in aurora. our mark taylor spoke to police

>> we put pressure on his wounds. >> they described a chaotic scene in which an off-duty deputy was shot several times in this aurora complex. >> his gun was three feet away and his badge and wallet was on the other side of hill. >> he was approached by two males and at some point shots were fired, we believe the motive for this shooting was an attempted robbery. >> the deputy was shot several times but was able to injury one of his attackers. that suspect was later taken into custody and will survive. he's described as a juvenile. the other suspect is still on the run. >> and we want that person off the street whether he's in aurora or this side of time. >> jefferson county jeff schreider describes him as an employee who has been with this

>> he was required to take law enforcement action. >> they've formed a $6,000 leading to the arrest of suspect. >> it's a very violent crime and we think this person should be picked up. >> they have a vague suspect description. they want to hear from anyone who may have information about the suspect who got away. crime stoppers is offering $6,000 if a tip leads to an arrest. three more protestors at the national wildlife refuge in oregon lead to custody, the group's leader is asking them to stand down. >> reporter: please, stand down. please, stand down. >> an attorney for oregon protest leader ammon bundy reading his statement to end their protesting at the wildlife refuge. >> let us take this fight from here.

this fight is ours for now, in the courts. >> it came after lavoy finicum was shot and killed during the arrest of bundy and four of his followers. finicum got out of the car and reached for his waistband and had a gun. that's had they opened fire. two additional arrests were made in burns oregon and aeneid in arizona. some protestors stayed at the refuge in defiance and ammon bundy wants everyone to decamp his father and others disagrees. the man who admits to attacking a planned parenthood in colorado springs is at a state hospital for a mental competency exam. the attack left three people

the judge ordered a exam for robert dear. this comes after a number of out bursts. he wanted to fire his public defenders and represent himself. he said he was a warrior for the babies. a hearing on dear's case is scheduled for next month. we have an update for the deadly crash, this is on 6th avenue. this man died when he was hit. surveillance video shows the driver 81-year-old charles it. atman speeding on the avenue and went up on the sidewalk where he was hit and he was cited for careless driving resulting in death. donald trump says he's

much with this, picking up a couple of inches throughout the day on friday. here in denver, we'll get a few more clouds in the afternoon and evening hours not much in terms of snow and winds will pick up in the foothills. we'll show you long-range jet stream patterns of what's going to happen. we have high pressure dominating the west and we go into a zonal flow and sunday we'll see potential changes for us. we're going to see moisture capping in from the pacific northwest heading our direction. we start to get snow on sunday and then we're looking at this trough to really dig in and on monday and tuesday, that's when the snow will start to pick up. monday could be potentially a very snowy day for us and the models are starting to slowly give us estimates again. they're all over the place for us still, there looks like there's potential for significant snow. we'll keep watching it as we head into the weekend. this has changed its track a little bit. we'll keep watching this one for you. temperatures today however, 58

fort collins, 60s in the eastern plains, and 30s and 40s on the western slope. today it will be warm, looking at 58 degrees, tomorrow we'll be close to 60, we'll be in the 60s tomorrow denver and dia probably not 60-degrees. we have rain and snow turning to snow and sunday we could get snow in denver and we're looking for that storm to ramp up on sunday into monday. enjoy the sunshine and heat because it won't last around here. >> this is a traffic alert that we're following. this affect our riders on the d line. you have 25th and welton and you have to take a bus bridge to continue on the d line if california stations. that is because of that house fire that we have through there.

>> that's lower costs, there's a trend for ordinary investors is accelerating. this could provide a much needed boost. which investing fees are dropping now? >> reporter: the ones that affect us most directly. the cost of owning a mutual fund is hurdling towards 0, black rock, charles is welcome back and van guard have slashed the annual expenses they're charging investors. who are than 100 mutual and exchange traded funds cost $10 or less for every $10,000 invested, that is 1/10 a per cent annually. that's far below average of 1%. they track a major index like the s&p 500, these are referred to as passive fun.

the money you save on fees adds to your profits? >> absolutely. and we have it quantified and economists calculated investors could save $25 billion a year, that's more than $200 per household switching from actively managed to passive funds. i like to think about increasing your return without any additional risk. they're getting advice from morning star. they pulled $200 billion from the more expensive actively managed stock and bonds funds, they added twice that amount into $400 billion in passive funds. this down by 30% over the past 15 years. now, before some of you folks write in, i know last year active funds beat the performance of the index funds,

. firefighters working at welton street, north of downtown five points area. >> we're looking at this apartment building was used as transitional housing for the homeless. hour. >> reporter: we're learning a time. displaced from this. everyone in this complex has made it out fortunately. there was one gentleman in the basement, he was the one transported in the hospital in injuries. they were able to get everyone out of this complex. i spoke with one woman who lives in the building, she's been there for two months, that's how she described it as a transitional housing unit for homeless people. it's for people in transition seeking housing or who can't afford it and seeking housing. rtd is assisting and red cross.

so people who are waiting outside without shoes and blankets. there are people without shoes, and as a reporter we carry extra layers for the cold i gave a pair of pants to a woman who had nothing basically. there's a bus from rtd coming. i spoke with a gentleman, he was the last person out. he touched the door and it was hot and he barely made it out of the thick smoke. >> i felt the door, it felt hot, i couldn't see anything, i took a chance and opened the couldn't see. couldn't see anything. >> now, the officer on the scene who was talking to the media at this point said the fire started just after 4:00, there is no cause, but there is still active flames inside, and we can still see a little bit of smoke, so officers are

control at this point in time. flames are not visible, it's still an active scene. they've shut down the light rail, we'll check in with joel more on the rtd situation. good morning. good morning, she's standing right here on 24th and welton and to the north you have a light rail station and you have another one at 27th and welton and up here at downing. anyone toying to make it downtown, they'll hop off at 25th and welton and get them on a bus bridge that will take them down to the next stations called california. this will take you to your morning commute instead of just hopping on that rail. this affects folks on the northern most portion of the d line. we have some slowing southbound along i-25, they continue to do

they say that the suspect in this case was 6 feet all with light skin and a dark sweat they finished searching the area and were not able to find that suspect much the incident happened a few days ago is where someoneles was fondled near the du campus, and that situation on sunday morning, someone grabbed a woman from behind and fondled her before running away. the suspect in that description, in that incident had a similar description also skin. there has also been a third incident that was last week, so all together three different incidents as of this morning. students, of course, wanting to do what they can to avoid that type of situation, walking together in groups and getting car. they're keeping it safe and the university wants to remind them if you're walking in groups walk in well literary i can't say. only on cbs 4 this morning

coloradoans to get insured. he wants people who don't have health insurance to sign up as we look ahead to possible penalties in year for those who don't. a new deadline for obama care comes next week and our president talked with our jim benemann. >> he is sensitive for the premium pain felt biobeam care customers including those in the high country and the western slope where costs have spiked. >> what do you tell those people who say, i've got to put food on the table, this is like a mortgage payment, and i can't afford it, and so i'll pay the fine? >> look, obviously with expansions of medicaid we try to reach as many people as possible. and there's no doubt that in some rural pockets, it's always been tough to get health insurance for folks because there are not as many providers there and the density. >> overalthough, since the

affordable care act needs to be repealed or replaced, we know things were working perfectly before the affordable care act passed, they're not working now. 750,000 coloradoans have had their insurance policies cancelled, the ones they could keep and found out later they couldn't keep it. >> the president has maintained that it needs repair and congress has not gone along with it and tried to pass a different bill last month and the president vetoed it. cdot is moving forward to expand the i-70 corridor between i-25 and tower road. a group of denver residents is offering an alternative and they want cdot to listen to their proposal. here's the latest. >> reporter: the rubber is hitting the road offer the battle of i-70. >> sometimes our government officials don't make the right decisions for us.

denver held a town hall meeting to talk about proposal of replacing the viaduct. >> bad texas as their plan involves shifting i # 0 north from central park to wadsworth. >> routing through i-70 and 76 and replacing the city with an urban boulevard. >> they've spent 13 years designing its own plant designed to break ground at 2017. a proposal would add one lane for a ten mile stretch including a 2-mile area with a covered park. they say other areas are -- other proposals are too expensive. >> we're going to do another analysis, we've done an analysis on what they propose and it's not reasonable. >> they said the areas would be brought together.

we'll have a live report coming up in just a few. there's a smokey fire there. let's turn to lauren. we have a lot of weather to talk about. we had some great stuff, but lauren fill in the blanks. we'll get to that, but in just a moment. let's talk about the nice weather first. we're starting out with 10 in leadville and 13 below in gun ville, that's our cold spot this morning. on our satellite and radar we have clear skies, a few clouds in our northern continues this -- mountains this morning. we have a good broken record right now. take a look at the national picture here. we have a new system in the pacific northwest. a lot of rain and we'll get clips of that in colorado. looking at mostly sunny skies it should be a great one. if you can get outside, get out of office and take a deep breath and enjoy the out doors. overnight tonight, a little bit

northern mountains, we can get barely lip clipped to the system of the north. we may be thinking one to four inches of snow. we have more clouds and it gets windy in the foothills as well. some things will top out at 50 miles per hour. temperatures for today, we're looking at 58 degrees in denver. 59 in boulder, 50s even the 60s on the eastern plains. if you're in the mountains, 40 degrees in frisco and 41 in grand junction. we're looking at one of the models here and this is the jet stream forecast, this is dominating the west side of the country, we'll see this flatten out a bit and we go into a zone flow as we head into the weekend and by sunday we're starting to get out of that. we have that flow hiding our direction. see this right here, this is what we're watching, this is our game changer here, it's going to dip the jet very low and bring us potential changes

we're talking potential for blizzard conditions and kansas and nebraska, we're looking here in denver, possibly at good snow on monday, sunday night into monday. that will start to many a up for us. there are big changes on the way, we're feeling mild before we get there. 59 tomorrow and 58 on sunday, sunday could get snow, by it's sunday night and monday, that's at least right now as they start to ramp up, and let's check in with joel, why don't you start us off. this is 18th and california. that's the end of the d line now due to this fire that we have at 24th and welton, the station at 25th and 27th, they just don't exist as part of the commute this morning. if you're headed in the northbound direction on the d line, they'll have a bus bridge that will take you to 38th and downing. all access to these light rail stations won't be in place,

plan for that if that's the commute you take. southbound coming down into town we're seeing a slowing development on us36, we have work being done on the ramp near 84th and that's caused slowing the next couple of days and expect it to cause slowing today. here we are south of town, this is northbound lincoln out to c-470, we had a closure last night and it will be in place tonight at 11pm that will go until 5:0 this morning. donald trump is plan ago antidebate and they're getting ready for the campaign tonight. we have the latest. >> reporter: with the debate just hours away donald trump is still refusing to attend. a point he made clear wednesday night in an appearance on fox news. >> will you just consider, i want you to consider, all right, i think about it.

. we have the latest on this adorable avalanche puppy sasha, she's doing well with basic commands. i love these pictures. she's taking part in some introductory rescue drills finding people hiding in holes in the snow. people think she's kind of cute and i kind of agree. a family in wisconsin say they're three legged pit bull ultimately saved their lives.
