>> danielle, nevada. there's a dozen -- democrats -- republicans will let delegates decide. the man who fired at a planned parenthood is going to have a status hearing. he shot and killed three people last november. cbs 4 shawn chitnis is live. shawn, explain what happens here. >>reporter: this could be the next step in finding in robert deer is fit to stand trial. he's accused of this shooting. but has admitted to the shooting in the past and wants to plead guilty and fire his defense team. he was transferred to the state hospital for a mental healthy valuation. this will decide if he can go to trial. a judge rejected the request by deer's defense team to stop evaluators from asking deer about the shooting. the request for checking his competency to stand trial comes from his

but deer said he would rather represent himself. three people were killed in that shooting last november and nine others injured. that planned parenthood parenthood reopened for the first time earlier this month. that review hearing set to again at 1:30 this afternoon in colorado springs. reporting live, shawn chitnis, cbs 4 morning news. >> thank you, shawn. red light cameras are a hot button issue here in colorado. the governor is seeking to ban them. the issue resurfaced again. we have a new red light camera bill this session. jaime, good morning. >>reporter: good morning, britt. despite being open to hating these traffic cameras, and even receiving a ticket for one himself, the governor made it clear in the past, he'll veto any bill that bans traffic cameras.

will take up issue, a new bill that deals with these devices. the bill doesn't go as far as an all out ban, but others limit the use of these traffic cameras. the house committee of transportation and energy would like to keep these cameras in a few places within road construction zones and arterial roads and school zones. these limitations could actually find the governor's approval too when he said no to a ban, he told lawmakers he'll support -- he said he supports using the revenues to go back into monitoring traffic which is something else lawmakers would like to see this do. live in denver, jaime leary. >> thank you, jaime. a man breaks into a preschool in denver. this began

harmed. tom muskin reports how parents are upset. >> there's kid in the basement. >>reporter: concerned parents carried their -- >> when i got down here and saw the yellow tape, oh my goodness. erratically -- >> he's talking to the kids about jesus, and he started touching himself. leave. police say the suspect, identified as 22-year-old benjamin henry wallace kicked the wall of a building. those 6 months to 5-year-old. the school went into its emergency protocol and police were called and the kids escorted by teachers into the basement. >> the intruder did gain access into the facility. but due to quick thinking of staff, he couldn't get access to the main facility. >> police arrested wallace. no

water main broke on february 15th. >> it's probably maybe 6 or 7 thousand -- $7,000. >> the city says we're sorry and can't do anything about it. >> it was a typical break and it happens around 70 times a year around boulder. >> ben urban with the city of boulder says the water main broke because of corrosion and pressure and says it's impossible to predict where a water main may break. >> the city is not liable by the damages of the water main break. >> to me, the city is not serving the residents. >> as for homeowners, he calls this unacceptable and wants them to take responsibility. >> are we supposed to get flood insurance because the city of boulder doesn't maintain their water main.

the city council wants to light up denver's biggest tourist attract. kelly workman tells us about an increase in lights for the 16th street mall. >>reporter: for the past several years, the 16th street mall slowly lost its luster as many of its iconic street lamps dimmed or die. >> we have known the mall lighting that's out here now has been inadequate and outdated technology for the last 20 years. >> many feel it's unsafe because the crime around the dark corners so the city came up with a bright idea. instead new lights. >> it's a critical connecter in our city and one we cannot allow to continue to be challenged, particularly around the safety. we believe light is going to play a critical role and that's why we're making this investment. >> using money from the tax financing fund, the $1.9 million

182 new led lights between broadway and market streets. >> these new lights will distribute that light much more evenly across the mall as well. energy efficient and add to the safety of the pedestrian we have in downtown. >> denver's city council must approve of the $2 million plan. but the downtown denver partnership doesn't believe the new lights will be left in the dark. >> we think it's a win-win for everybody. >> that was kelly werthmann reporting. the proposal goes before the city council on march 7th. if approved, light installation begins in may. those can get their hands on collectible cans representing the superbowl win. the world champion cans are going to be released in stores today and they were produced by a colorado company. thanks for joining us. 25 degrees in denver. it has been two years since

cars and damaged most of this neighborhood. kelly admits she barely survived. >> it felt like a train. >> daylight will reveal the damage with power knocked out, people used flash lights to sift through debris. there was 26 tornado reported in the south. one of them blew the roof off this gym in louisiana. >> they had 35 people working here and 8 kid in a day care. it's scary. >> not far away in the town of convict, another tornado destroyed this rv park killing two people. >> we don't have a good way of knowing if we have one, two, three people to account for. we have people in hospitals. >> to the north and mississippi, witnesses say a tornado ripped a mobile home off its foundation killing the elderly man inside.
