weather coming our way. let's get to lauren tracking everything for us and start us off with wednesday. >> look behind me. clear skies, different than yesterday. it's chilly out there. let's look what's going on with our temperatures starting off with 25 in denver. 18 in fort collins. 2 below in gunnison. 4 in craig. 5 in grand junction and a lot of teens as you head towards the eastern plains. expect windy conditions in the foothills today here in the denver area, we're fairly calm, but as we shift into the foothills and mountains, black gusty winds. not under advisories, but it's windy. a few cloud to start the day in the high country, but bit. looking at our hour-by-hour, low 50s through the afternoon. day. warming up to end the week. we'll talk more about that in a moment.

let's check with joel hillan. >> looking from our cdot camera at monaco. a two-car accident in the middle of that intersection. and police having to direct folks around that. a big intersection. colfax and monaco this morning. seeing slowing southbound coming into town with speeds dipping into the 30s. along the bottom of the screen, that's from the ramp from i-20 to us 36. turn on koa radio and 94.1 fm you can get your wealth and traffic together. i-225 near parker road is back open after a terrible crash. last night, an suv kennedy balanced field. we're learning how those people are doing. today, an update on the planned parenthood shooter's health.

latest on this case. good morning, shawn. >>reporter: britt, good morning. this is the next step to see if deer is fit to stand trial in colorado springs. he was recently transferred to the state hospital in pueblo for a mental healthy valuation. this will help decide if he can go to trial. a judge rejected the request by his defense team to stop yevaluators and his attorneys want to block questions about his mental state. his check -- it comes from his attorneys. deer says he wants to represent himself. three people were killed north dakota that shooting last november. nine others injured. the planned parent hood clinic in colorado spring s reopened for the first time since that shooting happened earlier this month. in the latest step, the hearing is set to begin at 1:30 in colorado springs. reporting

>> shawn, thanks a lot. trump is coming off his he has 46% of republican support in the battle for second place, rubio came in ahead of cruz by 3%. rubio about 24% of the support in nefb vada. entrance polls shows trump did well among those who prefer a political outsider. he picked up support from republicans who selected the economy and immigration as their top issues and trump was getty in a late speech. >> we won the evangelicals and we won with young and won with old, we won with highly educated, we won with poorly educated. i love the poorly educated. >> the next democratic primarily is this saturday. it comes up in south carolina and we're less than one week away from super tuesday. that's when republicans will let their delegates decide at the convention if the

red light cameras back in the spotlight. lawmakers are looking at restricting red light cameras in certain places here in colorado. cbs 4 jaime leary is live at the capital with a closer look. this isn't the first time that lawmaker has taken up an issue with red light cameras. >> john hicker luper banned red light cameras across the state. today, house lawmakers will revisit that issue and take a look at reinstating that bill, but it's not quite the same. in cities across the state, these red light cameras is considered a safety tool. standing guard at intersections -- and today, the house committee of transportation and energy seeking to limit, not ban, but limit the expansion of these red light cameras. the bill allows the cameras within school zone and road construction zone and arterial roads which means the

when the governor did veto the bill last june, he told law makers he'll -- so schools, and construction zones. he said he supports taking the fine from the revenue made and putting that back towards traffic safety and implementing that that way. there's chances this could be in favor of the governor and the house lawmakers would like to see the fines taken as well. that's apart of the bill and put towards traffic safety implementation. live in denver, jaime leary, cbs 4 morning news. >> jaime, thank you for that. the lawmakers will look at the right to die bill. this gives people terminally sick a legal option to end their lives. >> one of denver's biggest tourist attractions could look brighter. the city council is considering adding 180 new street lights to the 16th street mall. those feel the mall is

lighting that has left dark corners and the latest increases in crime in the area. >> the reality is that 16th street mall is a critical connecter in our city and one which we can't allow to be element. we believe lighting is going to play a critical role investment. plan. it's expected to go before the city council on march 7th. if they approve it, installation will begin in may and they wrap up the project in september. was denying businesses the float. the interstate open from -- it's effecting the hot springs grill and snack grill. employees aren't surprised to see fewer customers to eat. >> when you live in the mountains, things like this

you learn to live with it. >> the glenwood springs of commerce says it's too early to tell how much of an impact the closure has had. >> that's a tough job. every single day, they're bringing down more rock. daylight will reveal the extend of a tornado that ripped through the gulf coast. two people died in louisiana. another person died in lamar county mississippi. rain lashed this hotel in pensacola, florida. you can see how hard it fell. a reported tornado was spotted in this area along the gulf coast. one woman said she barely survived the storm. >> okay. that's all that matters. it was like a big train running through. >> it's incredible. 26 reported tornado. one of them blew the roof off a gym in prairieville, louisiana.

working employee and people working out and 8 kid in the daycare. a scary situation. >> well, in new orleans, the storm even spawn three water spots on lake -- look at that. governors in louisiana and mississippi declared state of emergency. taking a look at what's happening for our storm. it's parts of the east coast. it's virginia and into north carolina that we're worried about today. the storms could produce large hail and damaging straight line winds and possible tornado. so the good news is it's leaving the gulf coast area. florida could get hit hard today. there's a cold side to this as well where there's a lot of snow in midwest and even into tennessee. we'll look at our satellite and radar. you can see snow in illinois and it's moving into michigan. there's flight delays.

that's at colfax and monaco. the intersection is blocked off and two cars involved. here's a look at i-25 and 110th southbound coming into town. you see the space between the cars shrink. that's causing the speeds to dip into the 20s as you go passed 104th. southbound coming into town. there's a 13-minute drive from i-70. there's the accident from copter 4 we were looking at. looks like we have an accident up this direction as well. take a look from the cbs 4 mouse trap. the cars. it's slowing down as you get around the stadium curve. we have that accident colfax and monaco and an abandoned car along 6th as you get to i-225. not affecting traffic on i-225. we have a we have the closures in place.

starts at 9:00 to 4:00. >> thanks very much. wednesday's top stories we want to check in on. in april, a judge will sentence a woman who attacked wilkins and cut her unborn baby from her body. yesterday, a jury found lane right here, guilty of all charges included attempted murder and unlawful termination of a pregnancy. wilkins spoke after the trial saying she has forgiven lane. >> i do not hate dynel, but i'll angry for the pain she caused. >> sentencing is scheduled for the 29th of april. we'll let you know what happens. new from overnight, rescuers in western napol. a plane smashed into a tall mountain in bad weather. it was on a short flight to court mandue.

and no indication that any were americans. there are 14 new cases in the zika virus in the united states possibly spread through sex. these cases involve men who visited areas. doctors say partners. two pregnant women have the virus. doctors fear it can lead to babies being born with birth defects including small heads. this is transmitted by mosquito. scientist find out what caused the takata airbags -- people are getting sick of chipotle. say it isn't show. >> scientist hired by the auto indid you indoes-- auto industry, they say high humidity and the use of a

ammonia nitrate are factors. takata airbags are blamed for deaths and injuries. the japanese car maker says it won't financially bail out takata although honda is takata's biggest customer and they involve the most recalled vehicles. master card will let you pay with your face. they're launching selfie and fingerprint technology to allow customers to make online purchases. it will be available on its app in a few months. the company will be able to tell if it's a legit selfie instead of a previously taken photo by requiring users to blink while shooting the picture. and chipotle is facing a new problem that has nothing to do with food safety. customers are getting board with its choices calling it menu fatigue.

the western part of the country, dry and warm. as we head towards the eastern side of the country, we talked about the severe weather in the gulf. that's shifting into the carolinas today, north carolina is a big bull's eye for severe weather today. much of the eastern side of the country, potential for bigger thunderstorms that could produce large hail and damaging winds and possibly isolated tornado. on the cold side of this, we're looking at descent snow fall all the way from missouri to illinois and indiana and michigan. on the warm side, we have rain moving into the east coast. there's delays into la gore y'all. i want to show you the satellite and radar. the cold side of this system from missouri and into parts of indiana and illinois and into michigan. and we have rain all the way to parts of ohio and big thunderstorms in parts of south carolina and north carolina moving up to the north. that's

let's check with joel hillan. how is our morning drive going? >> we're across the denver metro area. a live look from copter 4 over colfax. the volume is going to slow you down. there's an accident in the northbound direction between alameda and 6th avenue. how about the drive to dia. a couple of accidents along i-76. you get along i-70, slowing developing in i-70. there's speeds along that stretch at 10 miles-an-hour slower than the posted speed limit. this morning, some people are disappointed, the rocky mount near show is cancelled. denver navy week cancelled. the show used to run at the reservoir park. last year it was a traffic nightmare. people missed it because they were stuck on e-470. it's not clear

what is the mental status of the planned parenthood shooter? this could be determined today. a judge ordered a mental health exam for robert deer after the november shooting. some people have concerns that his competency following a new of courtroom out burst. shawn chitnis has an update on this case. shawn. >>reporter: britt, this is is the latest i've been trying to determine if he can stand trial in that shooting. robert deer admitted to that shooting and saying he wants to plead guilty. he was recently transferred to a state hospital for a mental health evaluation. a judge rejected a request by the attorney's to limit what could be asked by evaluators. they want to prevent anything related to the shooting for her mental case coming up during that exam. the judge says those questions about be asked towards deer. coming up, what deer has said about his role in the shootings

shawn chitnis, cbs 4 morning news. new developments in the case of a surgical tech accused of stealing needle and possibly exposing thousands of patients to dangerous diseases. attorneys representing some of those patients tells us six has tested positive for blood bourne pathogens. >> these are patients that had surgery at swedish medical center during the time period that rocky allen was a surgical tech. >> most testing going to make sure the results were not false positive and further testing will indicate where the patients likely contracted the viruses. surgical tech allen is facing charges. keeping kids safe is a priority for -- brian maass takes a look to see what is being done to make sure drivers are sober.

a new red light camera bill. good morning. >>reporter: it was back in june that governor hecken looper -- the house will take up another bill that readdress these issues with red light cameras. in cities across the state, red light cameras, they're considered a safety tool. they stand guarded at intersections to turning red light runners. transportation and energy seeking to limit the expansion of these red light cameras. the bill does allow the use of cameras within school zones and arterial roads so the major roads that serve through traffic. when the governor vetoed a bill, he told lawmakers he would limit cameras to schools, construction and arterial roads. he said he supports using fines from the

those back towards traffic safety implementation. there's a possibility he could favor these things on the bill. the house definitely is -- the house committee of transportation and energy would like to see the fines re-implemented towards traffic. trump is celebrating his largest margin of victory last night in the nevada caucuses. he's promising an amazing two months ahead for his bid to the white house. rubio finished second. carson and cruz were in the single digits. trump did political outsider. he also picked up support from republicans who selected the economy and immigration as their top issues. >> you know what i really am happy about because i've been saying it for a long time, 46% were the hispanics. 46%.
