rtd is bussing people siting the damaged pass line. rick sallinger is at 61st and pena. good afternoon, another day another disruption on the rtd a-line. these are passengers coming from dia by bus here to the at 61st and pena. from here they get on a train and take it the rest of the way to union station. we are told that it is similar but not the same as yesterday's. it involves what's called a pant graph that connects the train to the power wire above it. it got snagged on a guide wire and was damaged. a train was stranded without power yesterday. today this is being called a

not competent to stand trial. doctors gave a report in court on the colorado springs shooter. he previously told the court he shot up the clinic in november killing three and wounding nine. they get their next review in november. no plea from a man charged with setting a fire that injured 11 people including himself. kenneth shepard was in court this morning and jamie leary is back the scene of thatir can you bring us to date? >> the 57-year old is facing 13 different charges and all of them related to arson. the fire here injured 11 people 5 months ago. you can see the building still uninhabitable. there's a restoration crew inside. kenneth did appear before a judge this morning but his arraignment was postponed today

court he attempted to cover his face and the second time he insisted he represent himself. today we learned while in jail a public defender convinced her to let him represent him. she told a judge they needed time to evaluate him so the judge pushed back today's arraignment. investigators use surveillance footage to identify shepard when the fire started. he was seen g sheet on his head. he was seen walking away after the fire is started. kenneth shepard is still in jail on a $100,000 bond and will appear in court on september 22nd. we have reached out to the property manager to get an update to see if residents will be let back in. we have yet to hear back from them. new details about a massive

including three firefighters. a massive explosion levelled part of the building. adam may is on the scene there. the massive explosion and fire lit up the night's sky in silver spring. the blast so powerful firefighters a mile away could feel it. >> i was sleeping and then i heard a boom and then my mom said wake up because there's a fire. the whole apartment shook. >> the exp building to collapse and sending debris across the street. >> people trapped are on the second and third floor. >> emergency crews used ladders to pull residents out of windows chls neighbors began rescuing people before firefighters arrived. rescue dogs searched for missing victims. two people are dead and others still unaccounted for.

hospital with minor injuries. those are lacerations and burns and orthopedic injuries. fire officials say there are natural gas furnaces and stoves but don't know yet what caused the blast. new information about the officer involved in a deadly shooting training exercise. 73-year old mary nolton died was shot during a police demonstration. the man was previously accused of using excessive force with his dog. he has assigned other officers

the state is investigating to find out why there was live ammunition at the training exercise. meteorologist chris spears is in our weather center and i understand you just received a new drought report. >> we have. this is what we have been seeing in southwest colorado with a moderate montezuma county. the abnormally dry area has expanded significantly and now includes all of metro denver. abnorthboundly dry means predrought. -- -- abnormally.

a little blip in larimer county. that's a sign of storms popping. low pressure in the atmosphere and it's going to clip by northern colorado today. it's pushed a weak cold front. we showed you that this morning and now it's already into north eastern colorado sitting along the palmer divide and temperatures are cooler than this time yesterday. a couple clouds popping and showers and storms that are widely scattered. do not wet. it's widely scattered activity and it could have brief local rain. way out here on the north eastern corner there's a slim chance these storms could get loud. we'll watch that for you. notice the cloud cover along the front range.
