police confirmed they have shot and wounded a suspect in a westside neighborhood. that scene 10th and grove. >> karen morfitt joins us live with new information >> reporter: >> reporter: police just gave us a quick briefing on happened. you can see a large presence of police here. this is where we're told it began temperature stems from a carjacking incident in arapahoe county, and officers spotted the vehicle involved in a park lot near 12th and federal where you can see the large police presence. a spokesperson says one of the suspects had a gun, and one officer fired their weapon.

the spokespersons from denver pd. >> reporter: at some point, there was a party that produced a handgun. and the officer discharged his weapon. these are very thorough investigations. they still have the crime scene locked down. >> reporter: one of those suspects was transported to the hospital in unknown condition. the two are in custody right now. denver police say this sc for several hours while they continue the investigation. and it's best to avoid the area if possible! live in denver, karen morfitt, cbs4 news. this is the news in campaign 2016. voters will get to decide whether to raise the minimum wage in colorado of the proposal just made it on the ballot. now we learned who wants to influence your vote. >> many groups from out of state.

and a lot of -- business. >> reporter: much of the money coming from organizations funded by labor unions helping push a constitutional amendment in colorado that would raise the minimum wage to $12 an hour over the next four years. >> reporter: the group behind the ballot initiative calls itself colorado families for a fair wage. most of the funds comes from outside colorado. >> a lot of people are donating from outside colorado. all >> reporter: the opposition group says the influence of national groups is evident in what he calls a 1-size-fits-all approach. >> people in colorado understand that there's a vast difference between a small

denver. >> i don't care whether you're in alamosa or the denver region. there's no way that folks can meet their basic needs on less than $300 a week. that's what the current minimum wage is. >> reporter: felicia griffin, a campaign organizer insisteds the effort is homegrown -- insists the effort is homegrown but admits much of the money raised so far has been from out of state ties to national lube unions, whose dues go up if wages do. >> we're up against labor unions. >> it's hard to fund initiatives initially until they're on the ballot with local money. but it's definitely local hearts, local businesses, local faith leaders, local people that are actually impacted by this

>> arizona, maine, and washington state are also considering ballot measures to boost minimum wage to $12 an hour. new york, california, and dc have all raised their minimum wage to $15 an hour. the secretary of state's office also just approved two other ballot measures. one would to get a prescription drug to end their lives. the other would make it harder to change the state constitution. hillary clinton says a colorado will lead her white house transition team. ken salazar served as the secretary of the interior from 2009 to 2013. before that he was a u.s. senator from colorado. the transition team will oversee planning for a potential clinton

elected. 17 people under arrest after a major heroin operation is puffed in the metro area. rick salinger, this took a lot of time and effort from law enforcement. it certainly paid off. >> reporter: it did, according to them, look like the type of place where you'd expect to find a nerve center for a major mexican heroin ring. authorities said it was. it had all the ingredients, gun, hidden drugs, ammunition, and cash. this investigators say

a paca is a large rodent in central and south america. it was also the code name of the alleged king pin living in douglas county. at a news conference, authorities revealed he and more than a dozen others have been arrested. >> we are getting crushed in our region with heroina -- abuse and use. >> reporter: large quantities were discovered hidden in tires. >> the group was hooirn vigilant about a -- hypervigilant about a potential law enforcement investigation. they had learned from their past mistakes >> reporter: hundreds of thousands of dollars in cash was discovered during raids. what is perhaps most disturbing is seeing that the users of heroin are getting younger. >> if you're out there and contemplating living in douglas

you. >> reporter: the hope is they find them before more people become addicted. >> reporter: this is just one of many places that was raided during the year-long investigation. among the items confiscated here, drugs, guns, and cash. tournament larimer county health department will be separating for mosquitos again. to stem the sd virus. wednesday's spraying will be in eastern fort collins from timber line road to i-25 and prospect south to harmony. the health department says it's still seeing a high number of infected mosquitos. >> we try not to spray. that's really our last resort. we're lucky enough that the city of court collins has a lot of preventative larva sighting, and usually that covers our season. some years are worse than others. >> this is one of those years.

multiple ideas. >> reporter: when you start tossing around words like toll or fee, it gets mountain lovers' attention. as visits increase, commissioners say something must be done to keep up. >> reporter: some of the other ideas that are being thrown around right now include putting in a shuttle where people would have to park in georgetown or on the other side of the pass and be shuttled up to the stop or they may look at charging you to park along that road. nothing is for sure yet, and we're still at least a year or two out before those changes could take place. >> csu and cu getting stricter when it comes to what you can take to the games. why they're changing their bag policies for the upcoming school year. >> and why one high school football practice has upset so many parents and neighbors. >> scattered showers across the state, a couple of thunderstorms

a colorado springs school district apologizing for holding a late-night football practice. doherty high school held a mandatory practice on midnight monday. neighbors didn't know about it, heard the noise and called police. >> we were woken up, and all of a sudden there was all of this really loud screaming. >> it was rude and obnoxious. >> thes mid-night practicing. >> district 11 says monday was the first day of high school football teams in colorado being allowed to practice. the district is reassuring parents and neighbors it won't happen again. security changes attat college football.

the high elevations in the san juans. here across the front range, denver area, not so much for us. a little more down to the south, bigger thunderstorm right now near la junta. just north of there, a lot of hail in this area. as we head to colorado spring, just to the south of that, bigger thunderstorms have rolled through. they lost their momentum, lost their steam. some lightning out there still, smaller hail, and hvi because of that heavier rainfall, flood concerns are high. there are concerns that we have slow-moving storms that heavy extra heavy rainfall. be cautious. the rest of the night, we could have a few isolated showers in denver, maybe a quick thunderstorm that rolls on through. the clouds outside are ominous, so there could be some storms that produce out of that.

there may be still a few showers and rain to our south. overnight tonight skies will clear. a pleasant start to the day, from the western slopes to the eastern plains, and fairly sun nedenver. then the same pattern we've been in, the early afternoon hours, get some storms to fire up down to the southwest, parts of the central mountains. and in denver in the evening hour, we may get a couple to roll through. but our chances for tomorrow are pretty weak on futurecast. by the evening hour, just a couple of pops in mesa, taking a look at our temperatures right now, it's nice outside. 85 degrees in denver, we do have those clouds. limon 76. 63 in aspen. warm in grand junction with 90. 91 degrees in denver today. it was another hot today. average is 87. downtown we hit about 89. not too bad tonight, going to feel pleasant by tomorrow

a carjacking suspect hurt in west denver. chopper 4 showing you a big police presence in the neighborhood at 10th and grove. that's where this all started. police say nearby they stopped the three men that were involved. the three men got out, took off, one showed a weapon. police opened fire. the suspect was hurt, went to the hospital. police arrested the other 2 suspects. flooding in louisiana. while the waters are receding in some areas, they're moving south. some more communities are preparing for the worst. don champion reports from sorrento, louisiana. >> reporter: larry lee felt helpless as he watched flood waters swallow his town. for days residents in sorrento, south of baton rouge, knew the

in a matter of hour, lee's mother's home flooded. his could be next. as the water rose, volunteers from a local college filled sandbags for homeowners determined to protect their property. people here in sorrento and other parts of the parish are bracing for the possibility of at least another foot of water by tonight. >> reporter: to the north in baton rouge, flood waters water was up to the roof of this home. now you can see the entire structure. the governor says 40,000 homes are damaged. and about 20,000 people had to be rescued. >> we understand there's still a lot of people who are suffering >> reporter: some flood victims were getting a first look at their damaged homes. >> it looks devastating. but it's not. it's just something we're gonna deal with, get better, and make it happen.
