live from colorado's news channel, this is cbs4 news at noon. hi, everyone. this is news at noon. i'm alan gionet. this man was performing surgeries without a license at a clinic here in denver and that wasn't all. carlos hernandez fernandez will be in court this afternoon. and we have a live report from

on on south federal. i understand the victims in this case have been seriously hurt. >> reporter: some of the victims suffered permanent damage. this is the clinic where hernandez fernandez worked. they walked in on the man performing a surgical procedure. he's accused of impersonating a medical doctor. th says there were tummy tucks and lypo section. hernandez fernandez is is charged with several felony accounts including criminal impersonation, and child abuse. four victims suffered serious bodily injury from the procedures, and two were victims of unlawful sexual contact. the incidents happened between

be more victims. >> there's concern that there could be additional victims. the investigators say it appears that he may have been holding himself as a doctor in particular to women who are undocumented. and perhaps primarily spanish speaking and we may have folks who either would not have been willing to come forward or didn't know how to come forward. >> reporter: th fernandez is due in court this afternoon. we'll have more tonight on cbs4 news at 5:00 and 6:00. live in denver, tom mustin, cbs4 news. crews are removing a disabled helicopter from the helipad. copter 4 checked out the season. the air lake helicopter was stuck since sunday. no patients were on board when it had problems.

helicopter was to use a crane. the hospital averages about five helicopter landings a day. president obama is in baton rouge, louisiana, getting a firsthand look at the flooding damage. the president toured a neighborhood this morning and you can see the piles of damaged materials that were pulled from homes. the president had been criticized for not cutting short his vacation to louisiana earlier and the governor said he preferred that the president wait. the president will talk with reporters shortly. we'll share his comments on cbs4 news at 5:00 today. a judge has ordered the release of more of democratic normal knee hillary clinton's e- mails from her time as secretary of state. that as donald trump talks

more. >> reporter: hillary clinton tried to laugh off the latest development in the e-mail controversy. a judge ordered the state department to review 15,000 additional e-mails. the fbi discovered this during the investigation of her private server. >> have you considered using face time instead of e-mail? homeless, not voiceless is the message from colorado's secretary of state as he tries to get the homeless registered to vote. that's underway in aurora. how can you register to vote if you don't have an address? that's a question that a lot of folks have. >> it does seem hard to believe that you can register without a valid homeless address. but that's have been doing. they self-declare and fill out what they can. and the clerk recorder's office does the verification. just because your register doesn't mean you're approved. the point is to get the process started. the turnout has been slim. wherever you call home base, that's what you can claim.

mission there are 1500 registered voters. one woman lost her home due to economic hardship but it's important her vote counts. >> i want to inspire people and judge people to not become apathetic. please come down and register to vote. if someone can get you down here, at least you'll have a voice in the process. may have more at stake than other people. you would like to find candidates or issues that will help the economy improve. help things get we are. >> reporter: you do still need a valid i.d. when you go to the polls. officials have all the information available. they'll be here until 2 p.m.

withdrew two years ago. the taliban still controls about 80% of the region. riley carlson for cbs news, london. a 14-year-old boy is in surgery after colliding with a semi while riding his bike to school. the truck was just leaving a business and the boy hit the truck. he was riding his bike on the wrong side of the street. two drivers are dead a wrong way driver caused a head-on collision in loveland. a tacoma pick up hit a woman who could not steer out of the way. that woman a 21-year-old from broomfield and the driver of the truck, a 44-year-old man from greeley, both died at the scene. speed as well as alcohol and/or

creek fire. the state forest service says it was human caused. the fire started june 19th. it's burned 37,000 acres so far. crews have it 53% contained and full containment is still not expected until late october. let's check in now with meteorologist chris spears. we see a big change coming. >> definitely a big change in the works. the moisture radar. the skies look threatening, but is this a case of looks consider deceiving? trevor siemian is getting the start for the broncos, when the coach will make a decision about the regular season starter at qb.

mosquito concerns. in larimer county, they'll spray for mosquitoes tomorrow and sunday. that's because of the number of trapped mosquitoes infected with west nile. we've seen a record number of those mosquitoes this year. doctors have diagnosed 17 people in colorado with the west nile virus. all seven are recovering at home. and two have been in the hospital. and colorado has 21 cases of zika. all of those are travel related, not infections that happened in the state. colorado is really too high, too dry for the zika virus carrying mosquito to survive. much cooler air on the way to denver. and we're hoping for rain. i'm not too hopeful it's going to make it into the city. there's a live view from the mountain camera. we're cloudy in denver and we have rain on tar, and we'll get

tom from centennial checked in at 80. jim bruce, 76. it's windy along the colorado, wyoming border and the northeastern plains. a cold front is at cheyenne right now. ahead of it. it's warm. 80s and low 90s. and western colorado and southwestern colorado you are full of cloud cover and wet. here in northern co because of the wind sitting up on the border with the dry air. there's a front and cooler and drier air behind it. the front mostly impacts areas along and east of the continental divide. and up in the atmosphere, we have a low pressure spinning over nevada bringing plenty of moisture to the state. that's why we do have a lot of cloud cover but as it moves to denver it's going to fight the

flash flood watch through 10:00 tonight. and on the current radar a few showers west of i-25, south of i-70. and as we widen out the view, the coverage is much more widespread in the san juan mountains. and i really think that's where most of the precipitation stays for the next 24 hours. the southwestern quadrant of the state. tomorrow as the upper level low starts to move to the east. we'll try and spin moisture back to the fingers crossed we can get that done. but the dry air is going to be a tough battle. we'll see how it all unfolds. 80s and 90s on the eastern plains. cool up high and out west due to the cloud cover and the precipitation. here's the 5-day forecast. we're confident in the cooling trend, absolutely we have a stretch of cool days coming up. not confident in a good
