this is the news at 10:00. we begin with a breaking story and jefferson county. we are looking live at the scene now. two people hospitalized after a dog attacking conifer. investigators still on that scene. no word on the conditions that we know the two victims are an adult woman and a minor. we will follow this breaking story and bring you updates as we get them. now, weather alert. colorado springs dealing with piles of hail and flooded streets after a storm moved through this afternoon. jeff todd joins us in the mobile weather lab. a real mess down there in the springs. >> >>reporter: some residents down here told us the rain started around 1 pm. that put a tax on the drainage system. but then, all this hail started to fall, clogging up all the gutters. many of the residents around here spend hours trying to dig out and tonight the red cross

>> it started pouring down rain and all of a sudden come here comes the hill. rick: roger wheeler shared this video with us, showing the street completely covered and a trashcan floating down the road and cars stalled out in the high water. across the street, daniel vasquez didn't know if he would live through it. >> it came out of nowhere. i stood there and the water was rising and rising. i thought i was a >> reporter: his basement was filled with hail.'s main level saw another 2 feet of water and hail inside the house. colorado springs workers tried to clear as much as possible, hoping not to clog an already overworked dream. many residents shoveled their walkways and then packed their things and left. >> he ended up with 2.5 feet of water at his house. the utility called him told him he had raw sewage and oil in

out. >> reporter: the rain finally subsided around here around 7:00 but a number of the neighbors have simply left the area because there is just so much hail they don't know what to do with it. there is a chance for storms in southern colorado for the rest of the week. live in colorado springs, jeff todd cbs 4 news expect that is just incredible. we also have this time lapse from our camera on lookout mountain. you can see the storm roll through this afternoon. first, clouds and then a lot of ed greene joins us now. luckily, the metro area avoided all that heavy hail. >> we had thunder and showers but not that hail. we had lots of sunshine and temperatures started to heat up but that destabilized the air. it started around callahan. this began to spread, moisture works into the area and there is that little storm that goes through denver. showers and thunderstorms, very very heavy with a big core of

have showers and thunderstorms all pretty much diminishing anywhere from an inch to 1.5 inches. el paso county, around colorado springs from 2.2 to 5.2 inches of rain. the potential from this system. it looked like everyone is going -- everything was going east to west. it was. we had a lower pressure system with a cop -- clockwise flow. the bull's-eye came together. here it is tomorrow. 2:30 pm, denver all the way down into el paso county. heavy showers and thunderstorms are back. the hour by hour forecast takes you through thursday to show you how long these storms continue. now new details in the hit and run crash that killed a young artist. he was hit while crossing alameda in a area popular for dragracing. stan bush live there tonight. we know there was one arrest but this investigation is far

>> reporter: that is right. denver police are also looking for a second vehicle in this area. this area is very popular for dragracing. police are also looking for surveillance footage because there are few -- if you witnesses and the few cameras in the area were pointed in the wrong direction. make richland was crossing the street when he was killed by a drag racers. the street artist was just a block from his home. >> after a preliminary look, highway speeds. >> reporter: witnesses told police say the -- say they saw this orange caliber revving its engine. the driver of the dodge, a 17- year-old with a drivers permit. he was turned into authorities. the other driver is on the run. >> there are organizations that use social media to set these things up. and bring in a crowd. but they are so brief in their appearance that whether it is spontaneous or not, officers

they occur. >> reporter: organized street racing is frustrating law enforcement around the metro area. a cbs 4 investigation last year uncovered teams of street racers all around denver topping speeds of 100 miles per hour and taking their dangerous sport too busy highways and streets. >> they start from morrison road down and then go through here. >> reporter: police don't know if the incident was coordinated but neighbors say on this stretch of alameda, drag races happen every weekend night. >> it is terrible because you know, you need more protection out here. >> reporter: denver police are asking for anyone with information on that second driver to now call their investigation. live tonight in southwest denver, cbs 4 news. a strange case in centennial where investigators say a man intentionally crashed his car trying to kill his

attempted murder for that crash earlier this month. police say he told them he wanted to kill his two-year-old son because being a father was a big responsibility. whitesell was wearing a seatbelt but his son was not. the boy got serious injuries including a broken femur and a concussion. new developments as police investigate whether friday's attack on the high line canal trail is connected to a week old incident. karen morfitt joins us you spoke with one of the women involved. >> reporter: exactly. she says she is still very shaken up and didn't want to go on camera but tells me she was walking here along this trail when a man came out of nowhere and attacked, despite the shock -- nowhere and attacked her. despite the shock, she was able to pull out her phone and dial 911. just one day after police released this sketch paired with this cell phone video of the suspect in an attack on the high line canal, demarcus

>> it was a composite sketch that led us to the arrest. >> reporter: the attack happened on friday, made day, after another woman was assaulted in the same area a week before. this time, the victim was walking her dog on the trail when a man came out of nowhere and punched her in the face. after he left, she got help from a neighbor who asked not to be identified. >> she was in tears. me and another guy were like what happened? what is wrong? she had a photograph and explaid. the suspect until the next day when he showed up in the same area. >> he wasn't friendly. he wasn't happy. >> reporter: police were quick to respond and take him into custody. according to arrest paperwork, he told police he got into a fight with a woman and her dog when the dog try to bite him. that dog is henry, who the victim says didn't try to bite anyone and neighbors tonight as well. for now, police say they're

have additional lineups to perform. he is currently facing second- degree assault charges. we are live in denver, karen morfitt cbs 4 news took an update on the anger over the high price of epipens. for weeks, we have been talking to families frustrated having to pay $600 for the life-saving device with medicine worth just a couple of bucks. mylan makes the epipen and amount to date is go introducing a generic version in the next few weeks. a two-pack will still cost $300 the broncos have finally named their starting quarterback. >> if you're not familiar with trevor siemian, you are not alone. michael spencer joins us tonight. the wait is finally over. >> reporter: a lot of people weren't familiar with trevor siemian until a few weeks ago and now everyone in broncos country knows who trevor siemian is because the broncos announced today he is the starting quarterback.

passed away at 83 years old. his nephew says the actor and writer died earlier this month from complications of alzheimer's disease. wilder was probably best known as willy wonka, blazing saddles and young frankenstein. we have got new video of a rescue atop a bridge in rhode island. two men were in a bucket at the end of a large balloon when a truck tipped over. rescue crews got him a second one to bring the two men down safely. a lot to talk about those storms. >> let's find out if we have more in store. >> i think we do. probably every afternoon this week a good potential for showers and thunderstorms. here is the one we had in denver at 1 pm. you can see just beginning in aurora. you see some lightning and that goes by and then they continue to push with showers and thunderstorms east to west with another line of storms coming through. they almost pulled the rug -- pulled the tarp off at the rockies game but it didn't last

of us and everything seems to be calming down. the moisture is still there. we will heat up to the 80s again. that will destabilize the atmosphere. take a look at this photo from lily. she is just 13 years old. you can see the mountains but here is a wall of water and heavy rains coming out of this storm that is what they were like today. that is where they get 3, 4, 5 inch rains. you can see afternoon, here they come again. this is 2:00, you see the showers and thunderstorms. still pretty heavy from colorado springs through the metro area. then they slowly die down as we roll into wednesday, they come back again. some will be heavy. as we roll into thursday, lots of moisture all the way through the mountain areas to the southeast and right on into the metro area want again. we will see these showers and thunderstorms every afternoon. temperatures stay slightly

cool air. not a cold front but it is going to keep temperatures a flu -- a few degrees below average. here is an interesting picture in the pacific. twin hurricanes, matta line and lester. -- madeline and lester. 84 degrees and 83 degrees as what we saw today. starts of 62 degrees and 61 degrees. same arvada. a little above average for this time of year. 60s right now within north northeast wind at 7 miles per hour and a rising barometer. this is from lindsay at the great and downs park. you should really go down mcf, it is really spectacular. temperatures, 50s and 60s over the eastern plains. 40s for the mountains. out west, in the 60s.

mostly 80s out west. here is a denver forecast. for tonight, maybe an isolated from left over and then partly cloudy. 56 degrees and 57 degrees tomorrow morning. hartley scattered showers again much like today. the next several days, low to mid 80s through the weekend. a chance of an afternoon storm each day as we get through the labor day weekend. you can see temperatures don't change a whole lot. upper 70s to low 80s. >> a pretty counties across colorado are getting serious about growing marijuana in homes. >> douglas county past some of the toughest limits on how much pot can be grown inside a house. jennifer brice looks at the battles behind the ordinance. >> reporter: castle pines, no for privacy and picture-perfect views, this woman moved here. >> just to live in a really safe neighborhood. >> reporter: she does not want to be identified. she is concerned about the smell from a nearby rental home.

permeating the whole neighborhood. >> reporter: police records show the douglas county sheriff's office has been called to the house four times since april. on one call, a deputy took these photos of the marijuana plants drying inside the garage. >> i don't want her to grow in our neighborhood. >> reporter: an officer reported on june 17 that the 35 fingers he saw with 2 foot stalks of pot was not illegal. the renter told police they were growing for personal use and the property owner wanted to talk to bans, saying his mentors were up front. he even checked with his insurance company, hoa, and an attorney to make sure this would be legal. he says recent complaints from the neighbors also prompted the tenants to install a special filter to cut down on the outer. law enforcement says pot grows, especially in rental homes are now creating enough of a problem they passed this ordinance in august to put

>> we adopted 12 plants per year for the household.>> reporter: the state allows caregivers to grow six plants per patient. chief deputy steve johnson says that has created an environment for large-scale grow operations to pop up in homes. >> before, we had to have these people look at us, smirk, show their card. we had a pretty god -- good idea as to what they are really doing and how they are fueling the gray market and the black market under this use of medical marijuana and now we get to level that out a little bit. >> reporter: this larkspur home, destroyed by a fire, was a marijuana grow house. the new ordinance would require someone who modifies a home to grow pot, such as the electrical or plumbing system, to be done to code. it also says if there is light pollution, odor, heavy traffic or parking as a result, that is a violation. you now need permission to grow from the property owner. >> we have people out there that are renting their

basically nothing more to -- them to grow marijuana and that is not what we want douglas county to be. >> reporter: neither does kate. she is not a fan of what pot culture has brought to colorado and now near her own home. >> not just for myself but the kids in the neighborhood. >> jennifer brice reporting in douglas county. violating that pot ordinance will cost offenders $1000 per day. sports is next.
