shaun boyd breaks down what you need to know about amendment 69 in today's reality check. >> reporter: i don't know anyone who would argue our of reform. but just how far would you go to change the system? amendment skieb sets up a single-payer system which is opponents say goes too far. >> it would raise our taxes by $25 billion a year, double the size the state government, and give colorado the highest income taxes in the country >> reporter: that's all true. amendment 69 creates colorado care, a healthcare payment system confined to colorado.

private insurance, obamacare, and most governor programs for everyone who's lived in the state at least a year. medicare would remain for those over age 65. it would be funded by a 10% income tax hike, generating an estimated $25 billion a year, which, yes, is nearly the double the size of the entire state budget and would make colorado's income taxes the highest in the country, but leader what you need to know: analysis by the colorado universal healthcare which is supports the amendment, finds the elimination of insurance premiums and deductibles would offset the new taxes. while the tax increases double the size of government, it doesn't affect expenditures in the current budget. it's entirely straight, which brings us to the next claim. >> to replace your doctor's decisions with a state program run by politicians >> reporter: not exactly. colorado care is run by an elected board which by the way controls all its elections

state. like insurance companies, it will decide everything copayments to what's covered and how much providers are reimbursed, as well as how healthcare records are stored. while it's a quasi government program, there is no government oversight. colorado care revenue is exempt from taber, meaning revenue in excess of constitutional limits does not have to be refund bud voters have to approve any additional tax increase, and an election run by the board. >> what could possibly go wrong with >> reporter: bottom line, the group behind this ad, funded primarily by insurers and providers has a lot to loose if amendment 69 passes. so do coloradans. the increased taxes would kick in next year burk colorado care could take years to set up there is no deadline and no plan if it fail. many insurance providers may leave the state in the meantime. we also have a lot to gain. colorado care replaces an insurance industry largely run

the u.s. and russia brokered a cease-fire deal which took effect last night. it is billed as the last chance for peace in the wartorn nation. 300,000 people have died in the conflict. if the cease-fire holds, it will allow humanitarian aid to reach the thousands of desperate people in besieged areas. a plane loses its landing gear after indonesia. the plane skidded for just under a mile, and the landing gear was ripped off. the cargo plane was delivering fuel supplies. no one was hurt. >> take that into the shop. stocks took a hit today. investors are showing concerns about the global economy. a new study by the university of denver finds raising the minimum wage in colorado would help the state's economy. want proposal would raise the minimum wage from $8.31 to $12 an hour. we showed you the rally yesterday at the

andrews drive. we'll follow this for tonight at 10:00. police looking for possible victims of a sex tin scandal at a local school. >> reporter: i'm ketty werthmann in jefferson county where authorities have arrested a school employee for allegedly sexting students. he was taken into custody yesterday after he sent nude penalties of himself to a -- pictures of himself to a 13-year-old girl at middle school. the inappropriate contact reportedly gone gan in the spring -- began in the spring. deal got the girl's phone number through snapchat or instagram accounts. authorities want to parents to talk to their kids about the dangers of social media. >> reporter: in bailey tonight search wondering what will happen to this very well known winery after a big rig lost

it happened at about 1:00 this morning. the truck ended up inside this building. no injuries to anyone inside. but the driver sustained serious injuries, was taken to the hospital. state patrol is investigating. they say the driver is not facing any charges at this time. but they are still looking into exactly how that truck lost control. as for the owners of this building, they say they're gonna wait and see. they have some serious safety questions about this stretch of who said they have had several big ris crash here in bailey -- rigs crash here in bailey in the past few years. >> reporter: tom mustin in parker where scammers are using the name of a wounded detective to take your money. detective dan bright was shot in the line of duty seep 2nd and in critical condition -- september 2nd and in critical condition. residents in douglas county and denver are referring phone calls from bogus callers pretending to be raising
