and the citizen response. >> reporter: it's one of colorado's scenic highways. now squaw pass road is being tarnished by illegal dumping. >> you think what a beautiful road. until you go over the side of a parking area and you look down over the embankment. and you see all the garbage. >> reporter: tim deegan noticed the problem a few weeks ago when he and his wife pulled over to look at the view on the way to echo lake. >> looked over and embankment. and it was full of garbage. lie. >> reporter: wednesday he and fellow rotary members organized a cleanup along with dozens of volunteers and police, fire and forest service members. they collected truckloads of debris. >> we had a refrigerator we retrieved out of there. sofas, shutters from the house. remnants of carpeting.

you name it. >> reporter: chamber of commerce president betsy hayes says the people caught dumping on forest service land face a heavily -- a heavy penalty. >> this is not okay. once you cross the line it's $1000 fine. >> reporter: it can also include up to 30 days in jail. and with little gathering at an alarming rate and tim eagan has a message for his fellow coloradans. >> we all live here for the beauty of colorado. and to see something like that, it's totally disrespectful for where we live. it's shocking. >> reporter: tim tells me after he and his fellow volunteers cleanup this area they'd like to move on to other parts that could use their help. he is hoping to work with the forest service to make that happen. tom mustin, cbs4 news. information about the national guard, defense department is responding to the outcry over asking members of the california guard to repay their enlistment bonuses. some of the debts have totaled more than $25,000. the pentagon put the collections on hold.

to ensure fair treatment for the california national guard soldiers. who may have received incentive bonuses and tuition assistance improperly as a result of errors and in some cases criminal behavior by other members of the california guard. >> those improper payments stemmed from overzealous recruiters trying to reach their enlistment goals. colorado national guard spokesman major darren overet national guard. procedures are different from california. there checked to see if they are reenlistment -- if the bonuses they have been paid and if conditions of those bonuses have been fulfilled. there is no repayment issue in colorado as there is in california. no topic is off-limits in this presidential race. one of the most divisive is guns. shaun boyd back now with a reality check on a political ad that viewers have been asking her to fact check. spoke --

as emotional as gun control. a new ad plays on those emotions. >> a man attacked me in a parking garage, tried to stab me with an eight-inch knife. but i carry a pistol. >> reporter: the story is true. but this ad is not about her. it's about hillary clinton. >> every woman has a right to defend herself with a gun if she chooses. hillary clinton disagrees with that. >> reporter: not exactly. here's what you need to know. clinton has said she supports the second amendment but she's also sai wrong on the second amendment. that's the rub. in the landmark case heller versus district of columbia the court ruled individuals outside of a militia have a constitutional right to keep and bear arms. in making the ruling it struck down two loss in the district of columbia. one banning handguns, the other requiring shotguns in homes be locked or unloaded. clinton has pointed to those

are doing the decision prohibits reasonable gun control. but it doesn't. the court specifically said the second amendment is reasonably limited. on the fundamental question of whether individuals have a constitutional right to guns, clinton has been evasive. only recently saying they do. her opponent? >> donald trump supports my right to own a gun. >> reporter: that's true although the position has evolved. anybody released in 2000 he said he supported a ban on assault weapons. and longer waitri today he says he's opposed to all bands and wants concealed carry permits available nationwide and wants the background check system overhauled. bottom line, it's not that clinton thinks a woman like kristi mcmahon does not have a right to defend herself with a gun. she just doesn't things laws like those in dc infringe on that right. and if elected she will get to a point at least -- to appoint at least one new justice who will likely agree. shaun boyd, that's reality

walk of fame being destroyed by a vandal. this video shows the man dressed as a construction worker bashing the star with a sledgehammer and a pick ax. witnesses say the man spent five minutes prior up the emblem before running off. the suspected vandal spoke to tmz saying he did it to raise awareness about sexual violence in the u.s. he also said he has hired a lawyer and plans to turn himself in. one woman's fight to forced her to face foreclosure. and here sits colorado, where is the moisture? all up and to the north. that allows this desert hot air 100 degrees in phoenix

metro area home for 16 years. >> i loved it. >> reporter: the house was a dream come true. then she lost her job. she lost her father suddenly and the dream was in jeopardy. >> i wasn't able to fully pay it of course. >> reporter: in january of 2014 bank of america reached out offering her a mortgage modification. >> i was ecstatic. it was such a relief. >> reporter: she entered into an application maze. >> whenever i tried to call to get the information or whatever i needed i was always talking to somebody different. >> reporter: she got approved for the modification in january of 2015. started making her trial modification payments. but a mistake in her bank account put a payment in jeopardy. when she tried to fix the problem she got nowhere. >> i'm calling to make my last trial payment for my modification. she said i don't show you owe anything. i'm like are you sure? because i know i do.

payment for my modification. i don't want to screw this up. >> reporter: teresa missed that payment and was dropped from the modification program. she got a letter that her home was going to foreclosure. >> i got denied. i fought it and fought and fought fought it. >> reporter: in a statement, bank of america says it can't comment on this account due to confidentiality. but that they fully reviewed her account history which included several forbearance and modification reviews. so these were released in 2014. the new rules issued to streamline the modification process. just this summer financial consumer protection bureau issued this, a survey to see how the mortgage companies are doing with the new rules. the survey doesn't identify the service companies by name but it praises some for updating computer systems, training and auditing services. it also shows a wide range of legal violations that are still occurring which result in homeowners getting information that is late, incorrect and in
