were inside. police believe the three were involved in narcotics- related activity at a nearby drug store. police say gossman tried to run away. two officers, including a police dog, started chasing him. that's when police say gossman pulled out a gun and fired at the officers, who fired back, killing him. police are questioning the two other people who were inside the vehicle. the two officers involved were not hurt. " 3:14:30 my main concern is for the welfare of the police officers that go out every day and every night and these are the situations that they end up encountering. so it continues to be a huge concern of mine." the officers are on administrative leave, which is standard protocol in officer-involved shootings. there now have been 28 reports of gunfire in dubuque this year. police say someone fired a gun in the area of 19th and jackson streets about 3 yesterday afternoon. no one was hurt. the iowa department of

program that connects perpetrators of crimes with victims. right now, state prisons use a program called victim impact: listen and learn to help offenders empathize with victims. it's meant to lower the number of criminals breaking the law again. one cedar rapids man served more than seven years at the anamosa state penitentiary for second degree robbery. he says the program was a turning point in his life and hopes officials will reconsider the change. 14:30:10 "hopefully there's another young man or woman that can take advantage of the program, learn from it, and better themselves, put themselves in the situation that i'm in now. life is good. i'm married, we bought a home, i have a career, and all the odds were against me for that." officials say the state is now shifting to cognitive behavioral programming. that uses role-playing to help inmates think through how to react in possible future scenarios they may encounter after their release. in a tv-9 follow-up this morning..

with messages about threats at school. last week, the iowa city school board voted to report all threats to police and parents. that was after west high school didn't report a student who threatened to bring a gun to school on social media. longfellow elementary school has reported three incidents since last wednesday. the iowa city community school district sent out an e-mail to families yesterday. it said the district plans to evaluate any alleged threat for potential danger and then decide the correct response. the district told tv-9, this will allow some discretion for school administrators on what would qualify for an alert to families. "48:29 i think it's difficult, especially, i will say for working parents. you're at work and you get a text, an email or a phone call about something that has been going on at the school and i think there has been a lot of anxiety for parents here." the school district says it didn't send any alerts to high school parents. one came from a junior high and 17 were

law enforcement teams are turning to teens to help stop violence across the country, including here in eastern iowa. the marion police chief and the u-s attorney for iowa's northern district visited marion high school during their lunch hour yesterday. they talked with them about a pledge where students say they won't bring guns to school or use guns to settle personal disputes. marion students will decide if they'll sign it over the next couple of weeks. "14:59:36 i think it's important they know that we really care. we want to stop any gun violence that there is and the best thing to do is come out and talk to them, person to person. " daugherty says he doesn't think marion has a lot of issues with violence, but says he knows that it could happen at any time. cedar falls didn't raise enough money to put in a sculpture at a roundabout near the industrial park. according to the waterloo cedar falls courier, the city council had hoped to raise 150 thousand dollars for the sculpture. but a former city council member says they only

city council had planned to put the artwork at the intersection of west ridgeway avenue and chancellor drive. former council member barbara brown says the continuing controversy about roundabous hurt the effort. the city wants to put in several of them along university avenue, but many say they will cause more problems. the courier says the proposed roundabouts are on the ballot this year. johnson county's biggest road project is finally done. officials cut the ribbon at the mehaffey road bridge yesterday. the bridge, which passes over coralville lake, had been under construction for more than two years. the new bridge is much wider and includes a pedestrian walkway and bike trail. one county official says the new bridge should be around for a long time. "it's huge for the people that go back and forth here every day and it is a beautiful bridge under and above and it should be here about another hundred years." the mehaffey road bridge project cost about 9-million

it's been an important week for democratic presidential frontrunner hillary clinton. she continues to lead in the polls, v-p joe biden is no longer a challenger and today she'll face house republicans investigating the benghazi attack. abc's stephanie ramos has the latest from washington. this morning - hillary clinton will once again testify before a special house committee investigating the september 11, 2012 benghazi attacks. nats: benghazi attack?fire..si rens..etc the assault by islamic militants on the state departments diplomatic compound in benghazi libya left 4 americans dead ....including u.s. ambassador chris stevens. sot clinton: " was it because of a protest or was it because of guys out for a walk one night decided they'd go kill some americans? what difference, at this point, does it make? it is our job to figure out what happened" that was former secretary of state clinton nearly 3 years ago.... testimony was supposed to be definitive on the attack....but republicans

group of people suspected of organizing the escape of fugitive drug lord joaquin "el chapo" guzman. he escaped from a maximum-security prison in july. among those in custody is the cartel kingpin's brother-in-law. the mexican attorney general says guzman's brother-in-law organized and supervised the tunnel guzman used for his escape. authorities in new mexico say they have charged a man for a road rage shooting that killed a 4-year-old girl. albuquerque, new mexico police have arrested 32- year-old tony torrez in the death of lilly garcia. police say her father had picked up the girl and her seven year old brother from school tuesday. they believe some type of road rage caused torrez to shoot at the family's pickup. police believe he was targeting lilly's father. instead, a bullet hit her in the head. she died later at a hospital. police say torrez has confessed to killing lilly and is in jail with a 650 thousand dollar bond. the f-b-i has launched its
