25-year-old sabrina hustad's body sunday afternoon in a driveway. that was in the 32-hundred block of 59th street trail, near shellsburg. authorities say that's the home of 31-year-old david miller. that's who police say they are investigating in connection with the homicide. right now, he faces vehicle theft and parole violation charges. authorities believe miller stole a truck from a neighbor early sunday morning and wrecked it a couple of miles away. they say miller then stole another truck and crashed that one, too. the owner of the first stolen truck says he couldn't stop miller. he says, in hindsight, that was probably a good thing. "now that i know what he's capable of he probably wouldn't have gotten out and ran he probably would have fought for that ride out of here." later in the day, the linn county sheriff's office received reports of a man with a head injury walking along a road. the man - who was identified as miller - went to the hospital, where authorities interviewed

him and later arrested him. a suspected shooter is dead this morning in the quad cities after police say he killed himself. authorities responded to two reports of gunshots yesterday. davenport police say the first incident was at a law firm, which is in the same building as a military recruiting center. police say the man fired several shots, but no one was hurt. they say the recruiting center was not the target. shortly afterward, bettendorf police responded to a man with a gun, standing outside a business. when officers arrived, the man shot and killed himself. firefighters are trying to figure out why a house exploded in janesville. it happened around one yesterday afternoon at 501 north maple street. authorities say one person who was living in the house left shortly before the explosion and was not hurt. a dog inside the house also wasn't hurt. waterloo police are looking for the driver of a vehicle that hit a 13 year old girl when she was walking across a street. police say the car hit lyisha dixon who was walking

with her cousin just before one a-m sunday. authorities say the vehicle pulled out of a parking lot on broadway street and struck the girl near riehl street. police expect dixon to be okay. officers are looking for a black, four door car that may have damage on the front right corner. an agent accused of offering to hire prostitutes in exchange for an oil pipeline will not face criminal charges. hughie tweedy says agent steven titus - who was representing the proposed bakken pipeline - made him the offer for his farmland last november. he secretly recorded the conversation and turned it over to authorities. but the lee county attorney says there's not enough evidence to warrant charges for pimping, solicitation or conspiracy. the attorney says, if anything, it's tweedy who appeared to push the agent to hire prostitutes. the bakken pipeline would stretch from north dakota to southern illinois, cutting through more than a dozen counties in iowa. it would transport up to 570 thousand

crude oil each day. the iowa utilities board will hold hearings on the controversial project next month. with fewer than 100 days till the iowa caucuses, doctor ben carson is leading the other republican presidential candidates here in iowa. a loras college poll shows carson with 30 percent support among likely g-o-p caucus goers. that's 12 points ahead of donald trump. the only other candidate in double digits is marco rubio at 10 percent the poll also shows nearly four out of five people responding have a favorable opinion of carson. more than half have a favorable opinion of rubio. fewer than one quarter have a favorable opinion of trump. house g-o-p leaders struck a budget deal overnight with the white house aimed to avoid government shut down. the deal would raise the debt ceiling and lift domestic and defense budget caps. lawmakers could vote on it as early as wednesday and would apply to the

day house republicans are set to nominate congressman paul ryan to john boehner as speaker. the fiscal deal would avoid a possible debt default on november third. governor terry branstad is creating a special division in iowa's public defender's office that will focus on wrongful convictions. it will initially review cases that used flawed hair analysis testimony. federal authorities say many examiners in the f-b-i's hair comparison lab gave flawed testimony for about 20 years before the year 2000. audrey mcginn will head the division. she previously worked for the california innocence project. the waterloo school district is moving forward with a 47 million dollar plan to build a career and technical center for the high schools. the school board voted to approve recommendati ons last night. those include starting 30 career and technical education programs for waterloo over the next 3 to 4 years. along with renovating all three high schools. the new education programs would be at a

facility located on central middle school grounds. waterloo community school district's superintendent says the center will prepare students for life after highschool. "we were looking to do something that would provide a different type of education for our kids. we didn't want to just tweak something. we wanted to add something we do not have, that made it unique for our students." lindaman says the center will engage students and increase graduation and attendance rates. the district will now move forward with making plans for funding. 5th street in coralville is still closed - two months after crews should've wrapped up construction. officials say they're dealing with a lot of unforseen underground utility work in that area. the road is closed from around 1st to 10th avenue. people who live here say they have to walk a half- mile to get to the bus stop. officials say they hope to have at least a portion of the road reopened by the end of the weekend. then open the entire roadway by thanksgiving. this is a significant part of coralville because

officials want it to become a more popular area. "all of the utilities went underground, all the water mains have been replaced, all the cables been replaced, all the power has been replaced, everything has been redone, which will benefit all the residents of coralville, not just along 5th street, but in other areas as well. " city officials said they'll look to re-coop some money for this project from contractors. they haven't worked out those details yet. unity point is expanding its urgent care and family medicine clinics in marion. it plans to add six thousand square feet of space from the existing lebeda mattress factory at 29-92 seventh avenue. there will be separate entrances and waiting areas for urgent care and family medicine. unity point says a growth in the number of patients led to the expansion. the work should be done in the spring 2017. chewy caramels, crunchy nut bars, and

and classic halloween night. but all those sweets and treats can do some real damage to your teeth. tv-9's forrest saunders joins us at the desk. forrest, the american dental association has some tips for parents to avoid the worst candies out there. they do, and a lot of parents are concerned about this type of thing. a survey from the ad council reported more than 70 percent of parents said their child's tooth cavities are among their top concerns around halloween. add to that, nearly 1 in 4 kids under the age of 5 already have cavities according to the cdc. when it comes to halloween, kids are definitely going to come home with plenty of treats.the trick is figuring out how to keep teeth healthy while eating all that sugar. nat halloween according to the american dental association there are some candies that are worse for teeth than others. the top two: hard candies, like jolly ranchers. they stay in mouths longer, prolonging the time teeth are exposed to sugar. also sticky candies,

like laffy taffy. sugar can get stuck in the gaps between teeth and become harder to your teeth." dentists at aspen dental some quick and easy ways to keep kids smiling and reduce the risk of tooth decay this halloween. first, timing is everything. let kids have candy after dinner. they won't be as hungry so they'll eat less. also, saliva production is high and it'll cancel out some of those acids that cause problems. on top of that, drink lots of water. tap often has fluoride which makes teeth stronger. but the best method? a viral video of a student's violent arrest in south carolina upset a lot of parents. the officer's actions are under investigation. reporter andrew spencer gives us a look at what happened. flipped over and pulled from

a student's arrest has caught a lot of attention as this video makes the rounds on social media. the richland school district two black parents' association want to know why the arrest was so violent. "just thinking about what could have led up to that and what she could have done that would have warranted that kind of response." "it certainly alarms you and makes you a little bit afraid of what is actually happening within our schools."a spokesman for the richland county sheriff says he was "very disturbed" by the video. the officer's actions are under investigation. "the student was asked to leave the class several times by the instructor at the school. assistant principal was there as well. then, the officer was called on scene to actually have the student removed from that location. the student refused, and the officer acted that you've seen on the video."the exact circumstance s leading up to the arrest aren't clear from the video, but

the officer can be heard giving the student an ultimatum. "okay. are you gonna come with me, or am i gonna make you?"...then, there's a struggle... "come on. i'm gonna get you up." "put your hands behind your back. gimmie your hands. gimmie your hands."for now, officer ben fields is on administrative leave. he's been told not to return to school, as his department investigates what happened. i'm andrew spencer, reporting eating hot dogs, bacon and other proceeded or cured meats raises the risk of colon cancer and other types of cancer. the world health organization issued that warning yesterday. it based the findings on more than 800 studies from around the world. the w-h-o says eating 50 grams of processed meat each day can increase the risk of colon cancer by as much as 18 percent. that's about the equivalent of three slices of bacon. the north american meat institute responded to the w-h-o with a statement that said, "...classifying red and processed meat as cancer hazards defies both common sense and numerous studies showing no correlation between meat and
