officers told a group of homeless people they had to take down tents and vacate a piece of city property near osborn park. officers said they gave them about three days to pack up and leave because they were breaking the law. the homeless group was frustrated by the removal. they took their issues to the center of town - starting this protest at city hall. one member of the group says he hopes to get a chance to talk with the mayor: " i hope so, i hope he does invite me in his office and ask him questions and we'll work together. " the police department says it gave information to this group on monday morning. they included information on shelter resources, camping sites and counseling resources. police say with that information, they hope to get the people into permanent housing. so far, police have not removed anyone from the city hall steps. members of the homeless

group say officers that have stopped by have been very kind and accommodatin g. they say they'll continue their protest for, "as long as it takes". in cedar rapids, forrest saunders, kcrg-tv9 news. a woman is at university of iowa hospitals and clinics this morning with serious injuries after jumping from a car. cedar rapids police responded to the one hundred block of kohawk street southwest around 10 last night. they are still investigating why she jumped. a waterloo couple and their infant child are hurt after a semi-truck driver made a u-turn through a median. black hawk county sheriff deputies responded to the intersection of highway 63 and mount vernon road around 6 o'clock last night. 50-year-old mark shaw was going northbound on the highway when he tried to make a u-turn. that's when the family in their car hit the semi truck. they were all taken to the hospital but are expected to be okay. in a tv-9 follow-up this morning.. emergency responders took a pedestrian to

uihc after a car hit him while he was crossing the street. this is now the second time a car has hit someone on the same road in waterloo in less than a week. the most recent incident happened just after one a-m yesterday when police say a man was walking across university avenue in the 4-thousand block. waterloo police say the man went to a local hospital, but when his conditioned worsened they had to transport him by helicopter to iowa city. police don't plan on charging the driver, but the investigation is ongoing. this comes just six days after terry harp died when she was crossing university avenue and a vehicle hit her. harp was 59 years old and was crossing just four blocks from where this most recent pedestrian crash was. the driver will likely not face charges. cedar rapids library staff and supporters are already looking at how to tackle financial uncertainty. voters said no to a tax levy to fund the building's operations. both the ladd and downtown library will close one day a week. the

close earlier. staff layoffs are also on the table. the library budget is set through june of 20-16. staff will work with the city to figure out a new budget for the next fiscal year. 20:34:30 "we're starting that process right now and that'll take the next couple of months as we work through that process and look at how deep the cuts are going to go." schmidt says the library board may be able to negotiate with the city for more money. all women will be governing west liberty expect for the mayor. voters elected diane beranek cara calvin-mcferren and joann iske to the city council tuesday night. there were already two women on the council. robert hartman will stay on as mayor. in decorah, people overwhelming approved a municipal cable communications or television system. there were two questions on the ballot. on the first question, 93 percent of voters said they wanted the system that includes service for cable, video, voice, phone and data. and on the second question, 92 percent

approved setting up a five person board of trustees to run the system. the goal is to create a copy of cedar falls utilities and bring high speed internet to decorah. voters in vinton also approved forming a telecom utility which will explore additional internet and cable t-v options. there were two ballot issues - both passed. you can see all of the voting results at kcrg dot com. one ballot board is meeting today because tuesday's votes have not decided all city races here in eastern iowa. university heights in johnson county will hold a recount for one city council seat. six people were running for five council positions the top four people are winners. but carla aldrich and stepheny gahn tied for the fifth seat, each getting 14 percent. the johnson county absentee ballot board will meet today to decide how to proceed with a recount. a couple of states over in ohio, voters rejected a proposal to legalize recreational marijuana use. here in iowa, a dubuque man's effort to legalize recreational marijuana caught

some attention. during the lunch hour, anthony crier stood on the corner of eighth and main streets in dubuque holding a sign in favor of legalizing marijuana. crier says some criticized his beliefs, while several others honked in support and flashed him a thumbs up. "i've had a lot of people come up and agree with me. older people and young people. " last year, some iowa lawmakers tried to loosen iowa's law that legalized medical cannabis. but the bill did not pass. a judge has dismissed a lawsuit against governor branstad for closing two state mental health institutes this year. the head of the state's largest public employees union and 20 democratic lawmakers had filed the lawsuit. they claimed that branstad didn't have authority under state law to close the mental health centers in mount pleasant and clarinda. but a judge ruled that the governor can turn down financial support for the centers. branstad said the facilities were not suited for modern mental health care. about 40 soldiers from a

rapids will soon deploy to afghanistan. the members are part of the 649th regional support group. they will deploy for a year starting november 15th. while overseas, soldiers will be managing facilities and providing support as part of operation enduring freedom. the 649th previously deployed in 2009 for a year. drivers who get a parking ticket in cedar rapids will soon have to pay more. park cedar rapids announced a rate increase, which takes effect january 1st. not paying the meter will cost 10 dollars. going over the time limit is a 15 dollar fee. the current fee for both is 7 dollars, 50 cents. late fees will go up from five to 10 bucks. monthly parking rates at various ramps and lots are also going up anywhere between three to 35 dollars. marion investors now have a idea of what new manufacturing businesses in town will look like before they are even open. they went on a tour yesterday as a part of the marion economic development

annual tour. stops included hupp electric motors, legacy manufacturin g, and elplast america. one organizer said the event highlights economic growth in the area - especially in the city's industrial park area. 20:54:26 "we feel like this is just the beginning. we're standing in an industrial park that was designed to make locating here an easy decision, and we're showing the fruits of our labor right here." more than 40 people attended the manufacturin g tour. a coe college senior behind on tuition payments, is turning to "crowd funding" to pay for his final semester. erie french needs seventeen hundred dollars to register for classes by november 17th. he attended his first four years at coe on a scholarship. when he started his fifth year, he found out the funding would stop, and he would need to pay for it out of pocket. he started a "go fund me" page and in less than a week he is halfway toward his goal. french says he is overwhelmed by those who support his goal. "i'm just a kid from the inner city who has always dreamed

about doing something important in his life. if i do finish what i'm doing here. i can take that." coe college issued a statement saying it does offer tuition discounts, and financial counseling for students. we reached out to the college but it said it can't comment on a specific student's situation. a group of u-s senators wants to give grants to schools to help make college textbooks free for students. schools sometimes charge hundreds of dollars for a single book, and students can spend a thousand dollars a semester to get books required for classes. at the university of maryland, the college provost recognized the expense and saw some students just weren't buying the books. so this year the provost made all textbooks free and available online. and now senators want to give funds so schools create free, online high quality textbooks for courses.
