that's on the west side of the river in waterloo. when police got to the scene they found a man with a gunshot wound. first responders took him to the hospital last night. he is expected to be okay. 10 minutes before officers were called to that shooting, they were already on scene of an armed robbery. that was across the river at 1975 franklin street. police say someone used a gun to rob ray's supermarket. the suspect fired the gun inside the market before leaving. no one was hurt. police haven't arrested anyone in either crime. stay with tv9 and kcrg dot com throughout the day for updates. the city of cedar rapids is asking for feedback on an ordinance aimed at reducing police calls to certain properties. safe-cr stands for "safe and friendly environments in cedar rapids." the city adopted the ordinance two years ago. it penalizes property owners for police calls or criminal activity on their properties. an open house highlighted some changes a focus group is proposing. city officials say those changes clarify who

receives violation notices. 14:51:27 "we also wanted to highlight that safe cr does not penalize including those victims of domestic violence. we really want to encourage self reporting from property owners, tenants, make sure everyone knows if they call the police that property is not going to be designated a nuisance." program leaders plan to present soon. in a tv-9 follow-up this morning.. a former city clerk of casey - just west of des moines - now faces federal charges for burning down a building to cover up financial fraud. last august, officials say dororthy dillinger set the community building on fire one day before the state auditor's office was going to review the city's finances. nearly half of the people in town signed a petition asking for a city audit in 2013. they were suspicious of activity in the clerk's office. an audit found dillinger stole nearly 300 thousand dollars of taxpayer money.

even the mayor says he had no idea what was going on. "in a small town where everyone knows everyone and you think you can trust eveyone and that temptation is there and people need to pay attention. " "i'm just disappointed in everything that's happened and i hate to see our community go through that " dillinger will make her first court appearance november 30th. state officials are withholding funding from an energy research center at the university of iowa over questions about how it has spent money. the center for global and regional environmental research works with researchers to study the impact of global warming. it operates out of the iowa advanced technology laboratory on campus. the center receives tens of thousands dollars each year in funding from electric and gas utilities. but the iowa utilities board is withholding more than 772-thousand dollars over

center has spent money. the chair of the board has requested an analysis of grant programs and copies of audits. critics argue the board's action is illegal. french authorities still don't know if the mastermind behind the paris terror attacks is alive or dead. french president francois hollande says his country is in a battle with isis. french police went to an apartment in a northern paris suburb. their information led them to believe ab- del-hamid abaaoud -- the suspected isis ringleader of friday's attacks -- could be in the apartment. after gun fire and explosions, two suspects are dead and eight more are in custody. officials say they will use d-n-a analysis to determine who was killed. a sorority at the university of dubuque is holding a candlelight vigil tonight for the 129 victims of the paris attacks. they say they want to raise awareness of the tragedy and take a moment of silence for the victims. that's tonight at 9 o'clock on the university quadrangle. university of iowa students are also standing in

solidarity with the people of paris. students for human rights organization held a candlelight vigil at hubbard park last night. the group says it wants to remember victims of terrorism not only in paris but around the globe. members who attended the vigil said that all terrorist attacks are tragic and that's why they held the event. more than half of united states governors have written letters forbiddingsyrian refugees from entering their state the preocess of entering the us as a refugee can take up to two years but many governors are concerned about the people in the pipeline-especially after one of the terrorists in paris pretended to a refugee. 213 when you've got all those governors saying they don't wants refugees it calls for a halt until we can get on top of it. in particurally until we get back to the bottom of what happened in paris. in a way many of the letters are purely symbolic since it's the federal government who decides whether or not to accept refugees--- and if they do-b law-anyone can move from state to state. al miller, kcrg-tv9 news.

the mayor of swisher says he will continue to welcome all refugees to the small johnson county town. mayor christopher taylor signed a proclamation tuesday night in response to the syrian refuge crises that read in- part: "swisher continues to welcome all visitors and prospective residents, regardless of national origin or refugee status." taylor says it's the right thing to do. "obviously it's a complex situation, there are lots of challenges, but i always felt like you could approach these challenges from position either of fear and suspicion, or from a position of compassion and neighborliness, and i think that's the iowa way. " today, high school and middle school students in iowa will have the chance to caucus even if they're not voting age. almost two dozen counties and 16 hundred students are participating in the first ever bi- partisan student caucus. today, students will learn about the

thanks to your donations, this year's compassion fund radiothon topped last year's total - and set a new record. the radiothon raised 37- thousand-472 dollars for the compassion fund. that fund benefits very sick children and their families. the money will help pay for gas for trips to the doctor. it will also help families pay for immediate bills and meals. tv9 partnered with kmry radio for the effort. airbus says it's building a new jet, which can travel over a thousand miles per hour. that means passengers are expected to travel from new york to london in three hours. that's coming up on today's america's money.
