morning, after the cities held runoff elections. in waterloo, city councilman quentin hart received nearly 60 percent support in the runoff. he got more than 52- hundred votes to beat former mayor tim hurley, who had more than 36- hundred votes. hart will replace mayor buck clark, who did not seek a fourth term. waterloo voters also filled the city council seat in ward four. jerome amos junior is the winner with nearly 900 votes. chris schwartz had around 600 votes. amos will replace quentin hart, who won yesterday's run-off for waterloo mayor. and in cedar falls, businessman jim brown received overwhelming support for mayor. he got about 75 percent support, with about 35- hundred votes. while incumbent jon crews received 143 votes. and david halterman had about 1-thousand votes as a write-in candidate. mayor crews had urged people to vote for brown in yesterday's runoff. he decided to step down from the

end of the year. but his name was still on the runoff ballot. mayor crews has served cedar falls for 30 of the last 44 years. police in des moines have a suspect in custody this morning for a double homicide. and that's after a standoff with authorities late last night on a highway. dallas county authorities closed down several miles of highway 141 last night when they found a car matching the description of the murder suspect's minivan. michael wanchanic was parked at a gas station when officers recognized the car and tried to bring him into custody. but wanchanic drove away, leading to a chase that ended when the van died on the highway. "you know i think the cold finally got to him the reason he ended it. he finally came out. um he was just freezing cold. he didn't have any heat in his vehicle, i think that's why he finally decided to get out of the vehicle " police say wanchanic is the suspect in a double homicide in

authorities found 26 year old byron howard and 31 year old heath belieu shot to death in their home monday night. some people in dubuque have damage to their homes this morning after late- night gunfire. police responded to spruce street between university and jefferson around 10:30 last night. they found shell casings and some homes had broken windows. the police department is still investigating. cedar rapids police are investigating a shooting that sent one person to the hospital. police say they received reports of gunshots around eight o'clock last night near the 16-hundred they did not find a victim there, but they did find a vehicle with bullet holes nearby. police say a man later arrived at saint luke's hospital for treatment. he is expected to be ok. new this morning...ther e's nothing left a hog confinement in wellman, iowa after a late night fire. the controller at brenneman pork told tv-9,

9:45 last night. controller adam hocker says everything seemed fine last night, but then he got the call that the building was on fire. no one was inside at the time. the building is considered a total loss. firefighters in cedar falls are getting ready to use some new technology. kcrg-tv9's jill kasparie tells us the fire department bought 3 helmet cameras to be put to use in january. firefighters have a lot of gear and equipment to work with. but in this day and age things are often changing... "17:48:10 there's always new ideas, new theories, new equipment and things that come out - all the time for us to perform our jobs as a firefighter." now firefighters have another new tool - helmet cameras that can withstand high levels of heat. fire chief john schilling says with the push of a button crews can record what they see when they enter a burning building. the chief says each one costs a little less than three hundred dollars. they're still working out the details as the city will save the videos and who will have access to those. in a tv-9 follow-up this morning.. authorities have released the name of the inmate who was at the center of a smuggling investigation at the anamosa state penitentiary. with a correctional officer to smuggle in cell phones in exchange for money. he's now serving a sentence for robbery and kidnapping in kansas. but he had been serving time in anamosa under a transfer agreement. authorities punished ziegler with confinement and transferred him back to kansas after they discovered a cell phone. former correctional officer garrett barton and three others have pleaded guilty to charges stemming from the investigation. five other prison employees have lost their jobs. transamerica corporation says it's reorganizing,

and investment company that does most of its business in the u-s. the company told employees yesterday that as part of its "2020 strategy," it is combining 14 different divisions into one company. it will now be organized by function rather than products. transamerica's senior vice president released a statement on the re- organization. the statement says in part: "transamerica is making internal changes to better deliver on a singular, consistent and... ...positive customer experience with our company at every touch point." the transition is starting in the first quarter of next year. and the company says it's too early to comment on how this change will impact jobs. the city administrator of tiffin says that town will go along with the county's recent minimum wage increase. the johnson county supervisors have approved a plan to raise the county's

last month, tiffin city leaders had discussed opting out. but after hearing a lot of support for the increase, the city council decided to accept it. solon, swisher, oxford, and shueyville have voted against the county's increase and will stay with the state minimum wage of 7 dollars, 25 cents an hour. a flood protection project in iowa city seems ready to move forward. for the past five years officials have discussed raising dubuque street and the park road bridge. twice in the past three years, dubuque street has flooded between foster road and park road. both times the road was closed for nearly a month. officials hope to prevent future flooding events by raising the road one foot above the 100 year flood plain. officials originally wanted to break ground in spring 2014. some of the delays came from residents and environmental studies showing concern. but now city

expected to approve the plan in a couple weeks. the new design tes the roadway just above the 100 year flood plain. that should save some old trees along dubuque street. the project is now expected to cost 52 million dollars, up from the original estimate of 32 million. "the bridge itself has taken a little bit different shape than what the original concept was, so we have a little bit more money in the bridge, we also, as the delay in the project, originally we were going to be under construction two years ago, so obviously inflation raised the price of the project also. " they will break ground in may and it will take two years to complete. today, some students in cedar rapids will be able to shop with a cop at target for winter clothes. this time of year, 70 students are picked from the cedar rapids area to get free winter hats, gloves, coats, and boots. police officers will

operations forces on the ground. abc's megan hughes has the details. the us is stepping the fight against the islamic state. defense secretary ash carter-laying out the plan to congress. "we're defending the homeland, we're working to defeat isil at its core in syria and iraq." carter announced the us is establishing a special ops "targeting force." it will be based in iraq--and conduct raids, gather intelligence, free hostages--and aim to capture isis leaders. even before the attacks on paris, carter had planned for a broader role for us special ops forces after a raid in iraq in late october. us forces helped free 70 isis hostages and one american was killed-master sgt. joshua wheeler. at a discussion at the harvard kennedy center, carter disputed republican calls for boots on the ground. "a lot of people don't think that there are boots on the ground or that we're putting boots on the ground and we're doing a lot from the air
