"last year for example, i, myself, had about 50 operating while intoxicating cases and nearly a third of those were drug related." deputy tim smith recently finished the federal training program to become a drug recognition expert or d- r-e. d-r-e's target and recognize

can identify drugs they've had by using a 12-step procedure. sheriff greg graver doesn't think there are enough drug recognition experts in the state for such a high need. "i think everyone needs to come together to come up with a better solution. right now it's kind of up to each department and i have kind of taken the proactive approach of getting this person on the street." deputy smith says the department has seen a large influx of impaired drivers with a combination of alcohol and drugs or multiple types of drugs in their system. he says drivers under the influence of drugs can be just as bad as drivers under the influence of alcohol. deputies with the buchanan county sheriff's office are worried the number of crashes between cars and amish buggies will increase. they say with fewer hours of daylight, drivers are spending more time in the dark when it's harder to see the buggies. last friday, the sheriff's office responded to a crash west

they say that's where a car hit a buggy with 7 people inside at about 45 to 50 miles per hour. no one was hurt, including the horse. this is the third crash to involve a car and buggy in the county since mid- october. " 59:45 we typically tell individuals who are traveling along those roadways to keep your highbeams on as long as possible and it lets you see a lot further distance down the road and you're going to see those placards. " in this crash on november 18th, investigators cited the buggy driver for not having the required lighting device. no serious injuries from this incident, either. a driver drove a jeep into a hiawatha mobile home park's office. they say no one was injured when the vehicle plunged in the bali hai estates office about six o'clock last night. police didn't know if anyone was in the building at the time. the f-b-i- is trying to piece together what led syed farook and his wife tashfeen malik to carry out the san bernardino shooting massacre. authorities released all the names of the 14 victims

for the environmental health department. police say the couple owned thousands of rounds of ammunition and the guns they used were purchased legally. a u-s intelligence officer says farook had been in touch on social media with extremists who are under f-b-i scrutiny. friends say he was a devout muslim, and now the f-b-i is trying to determine if farook had been radicalized. authorities in johnson county say training for situations involving active shooters has almost become routine for law enforcement. sheriff lonny pulkrabek says everyone in his department trains at least once a year for these situations. the county also obtained a mine resistant ambush protected vehicle, or m-rap, last year. pulkrabek says mass shootings like the one in san bernardino show why more law enforcement agencies are getting armored vehicles. "it's unfortunate that there's a need for such a thing in local law enforcement in today's world, but it shows that there is a need. "

two occasions. one was during a stand-off last year and another was during summer flooding. black hawk county says the electronic security and master control system is beginning to fail. and it could cost the county as much as two million dollars to replace it. sheriff tony thompson says the system that controls jail doors, intercoms and many other systems crashed about three weeks ago. the jail fixed the system then, but it's still a problem. county supervisors have agreed to hire a consultant to research a replacement system. following the paris attacks and now the san bernardino mass shooting, gun sales are increasing across the county including in central iowa. the people at rangemasters training center in clive - a suburb of des moines - say sales have increased by 32 percent in just the last 3 weeks. they say there is typically a spike in gun sales around the holidays. but they say the recent mass shootings have also contributed to the increase. women and people in their 20s are the 2 groups now buying

"they'll go into what do you think about personal protection? you know what do you think i might need and we'll just give them suggestions on that and what they might fit or what they might use. " the number of "permits to carry" issued in polk county has also increased from 473 in october to 768 in november. senator rand paul is making several campaign stops in iowa starting today. the republican presidential candidate is starting his day in central iowa. he then heads to cedar falls to speak at the university of northern iowa tonight at 8:30. tomorrow paul sticks around eastern iowa with appearances in waterloo, cedar falls, and cedar rapids. travelers will soon be able to get to the new terminal at the dubuque regional airport. the airport now has more than six million dollars in federal funds to build an access road. the city built a state-of- the-art terminal about a half mile south of the current one.

now, officials are building an access road from highway 61. officials say they plan to open the terminal to travelers sometime next year. but the almost 10 million dollar building has been done for more than a year now. inside the terminal, directors recently installed the new baggage claim system and put in the new jet way. work on this access road started last july when the federal aviation administration gave them the money. when the weather gets better in the spring they get to work on the rest of the project. "the entry road, which really is the last piece that will take you from the highway all the way into the terminal area, that hasn't been done yet. " the cost of the entire project is just shy of 40 million dollars. the majority of that money came from the f-a-a. police k-9 officers are honoring the life of one of their companions. officers from across linn and johnson counties drove with their lights on in a procession to the edgewood animal hospital in cedar rapids.

yesterday for health reasons. barry worked for the university of iowa police department for five years, and retired last month. a statement from the u-i- p-d office said, "the entire university of iowa police department is feeling this loss and he will be greatly missed." for many reasons, some senior citizens in eastern iowa have a hard time getting a consistent meal. and several organizations are there to make meals for them, but they need your help. this weekend, you can donate through the fill the plate telethon. kcrg-tv9's forrest saunders is live this morning at horizons in cedar rapids. forrest, that's one of the agencies the telethon supports... yes nicole, they do a meals on wheels program. here with me now is an official with horizons. in fy '15: 257,000 home delivered meals and 77,000 congregate meals were served. the fill the plate telethon can now be called the "award winning" fill the plate telethon. it received two national awards in 2015 due to the success of the 2014 telethon, at least 3-4 dining sites that were closed in june of 2014 will be able to be

over 0 clients have received over 4,200 meals as a result of the 2014 telethon many sites are using obsolete equipment that is 15-20 years old, and is not efficient or breaks down frequently. this leads to additional repair and labor costs and also can affect food quality and availability. partially due to participants needing home delivered services rather than congregate services, voluntary contributions have decreased $237,000 in the last ten years 27% of funding for meals, comes from voluntary contributions those most in need of home delivered meals are those that fall into the "gap" who do not qualify for gov't assistance, but do not have enough income to pay medical bills, housing, and medication and also eat properly. while there currently no waiting lists for meals, the program is not meeting the nutritional and social needs of participants in our region. while nutrition is an important part of these services, the companionship and safety checks are as, or even more important than the actual meal the cost of a year of meals on wheels is less than 1 month

some of our employees led stations, which included igloo building, a bounce house and some snacks. the kids also met santa claus, and each walked away with a stuffed animal, a book and coloring books. tonight, cedar rapids will turn on the holiday spirit with the downtown christmas tree. crews brought the tree into the city on monday and put up the lights. they'll turn on the lights tonight at 5-30. that's on mays island in cedar rapids. in the wake of another mass shooting, the country's politicians are debating over how to prevent more shootings in the future. and gun sales are skyrocketing as some americans are worried about their safety and tighter gun laws. but right now, here's a look at today's

americans had gun background checks last friday than any day on record. that was the same day a shooter killed three people at a planned parenthood clinic in colorado. "people are scared." history is also repeating itself in congress- by three votes the republican controlled senate failed to pass gun control legislation that would apply background checks to gun purchases online and at gun shows. nats "the amendment fails" and by an even greater margin, the senate voted down an amendment that would stop anyone on the fbi's terrorist watch list from walking into a store and purchasing guns... sanders: just because it is not an easy problem to solve doesn't mean that we shouldn't do everything we can. rubio: "i think the left often pivots to gun laws /it's never been shown that these gun laws are effective republican presidential candidates blame democrats for politicizing tragedy. though republican frontrunner donald trump isn't shy about talking about a potential post-shooting bump in the polls. trump: every single time there's a tragedy, my poll numbers go up. because
