off main street just after midnight. authorities say a car hit the three men and then sped away. the men are expected to be okay. police also say this happened at the same time there was a fight in the parking lot. so authorities believe the hit and run might be related. this morning, soldiers with the iowa national guard are leaving for missouri to help with massive flooding. about 45 members and 20 vehicles will leave from cedar rapids at 6 this morning. they're going to high ridge, missouri-- that's about 30 miles southwest of st. louis. the troops will provide water purification and transportatio n services. missouri asked for help from iowa after extensive flooding contaminated one of high ridge's water treatment plants. more than 10 inches of rain fell this week, causing rivers and streams in the region to swell to levels they haven't seen since the 1993 flood. troops say they are happy to help. "it says a lot that they reached

we need help from a bordering state. it builds our confidence saying hey they need us. so it makes us feel good that we're going down to help those residents." luckily the missouri, meramec and mississippi rivers are starting to crest. the troops will spend 10 days helping missourians. just hours left until kick-off for iowa and stanford in the rose bowl, and hawkeye fans are going big for celebrations in california. fire in the hole, gun fires, cheers 7 thousand fans gathered at the u-s-s iowa battleship yesterday for a pep rally. it was the one of the busiest days in the history of the u-s-s iowa museum. hawkeye fans stood in line for hours just to be a part of the fun. "it's incredible how many hawkeye fans are here, isn't it? "it's absurd. it's insane. they travel well. no doubt about it"" that fan travelled all the way from north carolina to see the game. another fan got there hours early and was number 50 in line to get on the battleship hawkeye fans are especially

25 years since the hawkeyes went to the rose bowl. the fans are ready to see a win, and so are the players. coach kirk ferentz says he's confident in his team. and last night at the team's final press conference he said iowa has a unique recruitment strategy. "when we go shopping we don't get to go to the gourmet store like some schools do they get to pick the guys my sister can tell you are good. we are not against that but that has not been nature if our program. it forces us to think outside the box look beyond the obvious trying to see something in a player that has a redeeming quality. " ferentz says he's been able to develop a lot of the player's abilities who will be stepping on the field today. and the university of iowa float is ready for its debut later this morning. this is the hawkeye float that will be going down the streets of pasadena later this morning in the tournament of roses parade. that parade will be starting at 10 o'clock this

tv9. that means there will be no tv9 news at midday today. and just before that, don't miss our countdown to kickoff this morning. the hour-long special airs at 9, right here on kcrg-tv9. the rose bowl game is, of course, later today. the 12-and-1 hawkeyes face the 11-and-2 stanford cardinal with the kick off shortly after four p-m, iowa time. you can watch the game on e-s-p-n. some allegiant airline passengers are counting themselves lucky this morning. their plane from orlando florida to the eastern iowa airport had to make an emergency landing. about 45 minutes into the flight yesterday, passengers say they heard a noise that sounded like something was dropping from the plane. so the pilot decided to land in chattanooga, tennessee. allegiant says the plane did have a problem with its right engine. passengers on that cedar rapids-bound flight say the landing in chattanooga was a bit rougher than usual. but all praised the pilots and crew for keeping people informed of what

happening. nearly all the 150 passengers boarded a replacement plane. they made it back to cedar rapids just after 2 o'clock yesterday afternoon. that was about six hours behind schedule so the people were more tired than worried. "being stuck in chattanooga, it's smaller than this airport, like being in disneyland had to wait an hour for a sandwich... didn't get to ride anything." allegiant airlines offered all the inconvenienced passengers a 100-dollar voucher for a future trip or a refund if they decided not to continue the flight. several passengers told tv-9 some people saw flames shooting from the back of one of the two engines on the aircraft. this isn't the first time allegiant has encountered issues like this one. the federal aviation administration is investigating an incident from august when a mechanical failure caused an allegiant plane's nose wheel to lift prematurely. the pilot aborted the takeoff. the f-a-a hasn't

many people are probably sleeping in this morning after last night's new year's eve celebrations. 3!! 2!!! 1!! cheers about a million people crowded into new york city's times square to watch the famous ball drop to ring in 2016. organizers expected another 100 million people in the u-s to watch it on t- v, with worldwide viewership of more than a billion. the ball is 12 feet in diameter and weighs nearly 12-thousand pounds. it's covered with nearly three-thousand waterford crystal triangles and more than 32- thousand l-e-d lights. the annual celebration has been going on for more than a century, and the famous times square ball made its debut on december 31, 1907. january 1st typically brings some new laws in iowa. here's a brief glance at those taking effect today. anyone wanting to sell insurance for portable electronics, like cell phones, will need to have a license or face fines.

records for cases resulting in dismissal or acquittal. the department of human services will become the only agency to license child care programs that public and private schools operate. and iowans will be able to sell a motor vehicle for scrap metal under certain conditions without special documents. a state program to help low income households with their heating bills has been busy in recent weeks. the low income home energy assistance program or liheap has received 52 hundred applications this season from people in linn county and five other nearby counties. the program is able to help more people, as the federal poverty line has increased this year. united way of east central iowa. the city of cedar falls is ringing in the new year with a possible big construction project. according to the waterloo cedar falls courier, developers will ask the city council and planning and zoning commission to consider at 120 thousand square foot "power center". the power center would be on 11 acres at prairie parkway and brandilynn boulevard east of the walmart there. it is part of a 15-acre development which includes two other lots for commercial or office development. a cedar falls city administrator will get a hefty check for his last pay period. that's because longtime administrator dick mcalister didn't use quite a bit of his "paid sick leave time". over 4 decades on the job, he accumulated 440 sick days. that equals 94 thousand dollars after taxes that he will apply toward health care expenses. he's also able to receive a payout of more than 38 thousand dollars for unused vacation time.

hikes in 19 state parks today. it's a part of the first day hikes initiative which is meant to encourage people to enjoy nature and get some exercise. this is a list of the state parks with hikes today in the tv-9 viewing area. hikes will average one to two miles or longer depending on the location. and for any hawkeye fans the hikes will be over before kickoff. the week between christmas and new year's is a time when almost everyone has extra trash. landfill operators hope the word gets out about what can and can not be recycled. the cedar rapids and linn county solid waste agency saw a major increase in recycling drop offs this week as people clear out the holiday trash. people who got new t-v's last week can recycle their old one for a 5 dollar fee. but one concern is wrapping paper. it's not the same as other paper that can be recycled. "that's one of the biggest questions this time of year... what do i do with wrapping paper what do i do with styrofoam. we just tell everyone throw it away... those materials can
