businesses in iowa get 12 cents for every ticket they sell. lottery players in iowa bought more than 12 million dollars in tickets for last night's drawing. a portion of that will go to the state's general fund and the iowa veterans fund. "when racial disparity and all of its causes are eliminated justice will be achieved...applau se woo applause" the chief justice of the iowa supreme court wants to end racial disparities among iowans who are incarcerated. last year, chief justice cady said iowa incarcerated nine-point- four percent of the state's african american men. he said that was the third highest percentage in the u-s. linn, johnson and scott counties are working with georgetown university on juvenile court pilot programs to eliminate racial disparity. kcrg-tv9's jill kasparie reports on the johnson

" frederick newell, who started the non-profit, says it's all about education and giving youth more opportunities. "we are creating programs here that kind of help with making sure people don't get involved in the system." his organization isn't the only one striving to help kids. the ladders program is a team effort in johnson county that includes law enforcement, the school district, the juvenile court system and the county. it focuses on the offense of disorderly conduct, which often comes with fighting. instead of getting charged - kids go through the program, which includes a mental health evaluation, community service and a writing assignment to think about their actions. "so hopefully the goal is to modify that behavior so we don't see those juveniles again and at the end to keep them from committing offenses that would get them incarcerated as an adult. "right now we have five active matches meeting out in the community doing things together. the majority of them got matched in november or december so we haven't had quite enough time to see what difference that has made, but we are hearing positive things." school leaders refer students to big brothers, big sisters based on their absences, grades and other patterns of concern. o'brien-may says the idea is for the students to work with mentors to interrupt that pattern and turn things around. also, during his state of the judiciary, chief justice cady pointed out another key problem to work on in iowa. he says human trafficking is a serious problem in iowa and we need to address it. he says we need a coordinated effort to identify the victims to provide them with the

seeking more than 190 million dollars in funding for this fiscal year. family and friends in eastern iowa are mourning the loss of man who was killed during an attempted robbery in memphis, tennessee. police say 48-year-old lonnie ludvigson died from a gunshot wound saturday afternoon. they believe someone shot and killed ludvigson while trying to rob him. his obituary says ludvigson was a trucker for an internet site. he graduated from edgewood colesburg high school and served overseas as part of a medical unit in the u-s army. a judge has set a 1 million dollar bond for a hampton man charged with first degree murder in the death of his girlfriend. according to the waterloo cedar falls courier, 61 year old ronald rand allegedly fatally shot his girlfriend on december 13th. police say rand killed 51-year-old michelle key of waterloo at his home. a trial date has not been set. in a tv-9 follow-up this morning.. two cedar rapids police officers will not be charged for their involvement in a deadly

police stopped a truck on ravenwood terrace northwest that night. they suspected the people inside were involved in a meth deal. one man in the truck, 21- year-old jonathan gossman, tried to run away. a police chase led to officers shooting gossman, who police say had pointed a gun at them. gossman died at the scene. the linn county attorney says officers lucas jones and bryson garringer were justified in shooting. as you get going this morning, you can start your day with a cup of coffee and a conversation with a cedar rapids police officer. everyone is invited to come and talk about community issues and build relationships in a neutral space. the coffee with a cop event will be at brewed awakenings on 1st avenue southeast. it will be from 9 to 11 this morning. some eastern iowa non- profits are receiving thousands of dollars in grant money to encourage volunteering. the iowa commission on volunteer service oversees the "volunteer generation fund." the fund is distributing 99-thousand dollars.... .... to five non- profit

"putting out ads or getting people engaged sometimes does cost some money to do that. so there is a cost involved. " the united way of dubuque says it will use some of the money to hire a part time employee to help connect volunteers to the charities that need help. minimum wage workers in linn county could get pay raise. linn county supervisors listened to some facts and figures yesterday about what a minimum wage hike would look like in the county. last fall, johnson county supervisors passed a three-step increase. some smaller communities voted to opt out. but linn county supervisors plan to go slow and gauge interest to avoid
