ddendent person. 29-year-old willie horsley senior has also been charged with child endangerment. he has bonded out of jail. dubuque police say on the night of january 3rd, the two-yeye-old boy either shot himself or another child shot him. police the bullet hit the boy in the jaw. he was with his family who were living in a commercial building at 942 main street in dubuque.e. a waterloo man faces new charges for a shooting on new year's eve that injured one person. according to the waterloo cedar falls courier, police initially arrested 22- year-old kristopher spates jr on a number of weapons charges. now they've added a charge of willful injury causing serious injury for shooting a man in the leg that night. back on january 1st, police were called to a nightclub around 2 in the morning. when they arrived, they heard gunshots in the alley between lafayette and sycamore streets. police arrested 3 people that night. spates was one of them. family and friends are

county supervisor tom hancock. hancock's close friend, ric jones, tells tv-9 hancock suddenly died saturday night. hancock has been a dubuque county supervisor since he was elected in 2014. before that, h hwas an iowa senator from 2005 to 2013. hancock had also served with the epworth volunteer fire department for 45 years, including as chief for 16 years. he was 67 years old. a woman's poor health almost caused her to miss her daughter's wedding day. but her daughter decided to change the venue to accommodate. kcrg-tv9's forrest saunders has the story. the story of kelsea and shane prather, the bride and groom up there, began at a mall.through friends, the two were encouraged mom, misty people in her you sure he's going to be at the mall? i said, yes, he said he's going to be there. sure enough, he was

the first time we met." fast forward about eight ars, kelsea and shane decided to spend the rest of their lives together. they were e anning on getting married. but tragedy struck in august. misty had a heart attack and suffered severe complications. she's now stuck in a wheelchair, too sick to leave the hospital. hospice is being considered. it's hard for kelsea to take. "my mom and i have this special bond that no one can break. it's almost hard to describe." that powerful bond gave kelsea an idea. after nearly losing her mom about a month ago, kelsea decided she was going to have the wedding at university of iowa hospitals and clinics, where her mom is staying. nat things came together quick, decorations, refreshments hair and make up. what takes some`more than a year to plan had to happen in a matter of weeks. "it was a little bit of a challenge, but it took a village to do." jeremy hudson has been a chaplain at hospitals for nine years. he said this is kind of thing is rare. he's only taken part in one other hospital wedding in his entire career. "i think it's a wonderful opprtunity to really have something positive for a family has a lot of challenges." the ceremony went off without a hitchhbut the moment that stole the show wasn't this kiss between bride and groom nat it was this one between a mother and daughter. misty can't speak because of her condition, but she wrote this on a piece of paper and showed it to her daughter. it read, "i'm so glad we went to the mall." and kelsea so glad her mom could make it to one of thth be ys of heelife.
