edwin javius is the president and c-e-o of ed-equity. that's an education consulting company based in san jose, california. the district hired him back in 20-14 to help promote equity within schools. the contract was for 3 years. and was worth between $189,000 and $219,000, plus travel expenses. superintendent brad buck sent an email to district faculty and staff yesterday afternoon, saying quote: "social media posts raised concerns about mr. javius' training and professionalism. this led the district to conclude that the parties' relationship had been compromised." a 2014 facebook post from a california school district javius had contracted with, said it had discovered he misrepresente d himself. it said javius claimed to have a doctorate from usc, even though he did not. javius responded to that post this week, saying that he had completed his doctoral coursework, but not his dissertation. the cedar rapids school district paid him $268,000, including travel expenses, before terminating his contract yesterday.

" we spoke with javius on yesterday afternoon. he says he never misrepresented himself as having the title of "doctor" to the cedar rapids school district, and regrets his past indiscretions. morning activities at cedar rapids prairie high school are canceled this morning, but there will be classes today. this is following a threat to the school. cedar rapids police say a 16-year-old prairie high school student has been charged with harassment. they don't believe the threat was credible, but are taking precautions. the school is asking students not to bring backpacks and purses to school, and they'll be searched when they come into the building. university of iowa researchers teamed up with a theater group to create a new web toolkit to combat bullying. the website - called hear - just went live. it stands for helping educators use art to reduce bullying. the toolkit is filled with

activities for teachers to use in the classroom. they are designed for kids from kindergarten up through high school to interactively learn about relationships and communication . "we believe that programs that are more based on activating the limbic system or really helping with positive emotional reactions will be a little bit more effective than the traditional bullying curricula that are classroom based." u-i students helped test the website activities in iowa classrooms. now the researchers want as many teachers and students as possible to use the anti-bullying toolkit. they believe cutting down bullying issues now could reduce family and dating violence issues later in life. in a tv-9 follow-up this morning.. legislation to stop iowa's medicaid system transitioning to private ownership is moving forward. the democratic- controlled iowa senate approved legislation yesterday. the bill would end the state's contracts with the 3 private companies

take over march 1st. but the republican- led house isn't expected to bring the bill to the floor. iowa house republicans have released their budget proposal for the upcoming fiscal year. and it's lower than what senate democrats and governor branstad have proposed. the house plan calls for spending $7.32 billion dollars for fiscal 2017. the senate plan totals $7.398 billion. and governor branstad's budget proposal was $7.4 billion. republicans want to spend fewer dollars than democrats on both education and health care. the iowa utilities board pushed back its decision on the dakota access pipeline - possibly to march. the board has been discussing the 346 mile pipeline for the last three days. the pipeline would go through north and south dakota, iowa and illinois. iowa is the only state that hasn't signed on. the utilities board is trying to decide whether to give the texas company the authority to force 296 landowners to sign easements. the university of iowa and iowa

athletics for the third public university in iowa. a new bill in the iowa senate would order the two schools to transfer a combined 4 million dollars each year to the u-n-i athletics department over the next five years. u-n-i's athletic budget is about 13 million dollars - 6 million of which comes from the university's general fund. that's much less than iowa's yearly budget of about 89 million dollars, which is self- sustaining. this weekend, love is in the air. valentine's day is on sunday. we all remember the stories of how we met our significant others. times are changing--a university of iowa professor is saying meeting through the web is becoming common. kcrg-tv nine's brea love joins us here at the desk this morning. brea, that professor has done some research on this topic? yes he has. and he says it's all about that initial presentation. ui professor andrew high says people who search online are looking for the perfect match, and not the perfect person. research shows more people are using sites

holiday every year. chris, nicole? thanks a lot brea. in eastern iowa there are only 3 african americans who serve in local government. that can leave people in the black community feeling un-represented. waterloo mayor quentin hart, iowa city councilman kingsley botchway ii, and waterloo city councilman jerome amos jr are those three. they say it's time to get to work. hart and botchway say there are large issues facing african americans in both of their areas. they are taking the steps to address those problems by reaching out.. "i'm definitely making more of an effort especially in the leadership position to do more as far as bring some of the information back and providing, and say hey these are some of the things that need to be worked on and i need your help." "sometimes people think its this grand plan that needs to take place, and yes it does but its those smaller things that have the quickest impact in

both say they hope to be role models to inspire younger african americans to get involved in local government. today national, state and local health industry experts will discuss the challenges and opportunities health care leaders face. today is the health care summit in cedar rapids. these experts will also talk about the future of health care and how different industries can work together to bring better care to patients. the event is being held today from 7:30 this morning until 1:30 at the cedar rapids marriott. now that the race is down to two, the democratic presidential candidates are fact checking each other. sanders and clinton are also fighting for who would be the best candidate for minorities.
