a hearing this spriri will determine whether a dubuque man accused of murder is competent to stand trial. 20 year-old helmon betwell faces first-degree murder and first-degree sexual abuse charges in the deh of nancy krapfl . betwell's attorney said he doesn't understand the charges against him, because he has a mental disorder. a judge scheduled a competency hearing for april 4th. polici say betwell attacked% krapfl as she was walkininnear her home baba in september. they say betwell admitted to raping and killing her, because he had nothing better to do.

million after a stalker caught her undressing in her room. eva pilgrim has the story. >> reporter: while she's used to being front and center reporting from the sidelines of sports' biggest events this morning erin andrews is expected to be front and center in court taking the stand fighting for herself. >> she kept screaming, i'm on the internet, i'm on the internet. i'm naked. >> hi. erin andrews. >> reporter: the 37-year-old reporter and "dancing with t t stars" co-host is suing michael david barrett who in 2010 pleated guilty to stalking filming her naked through the door of her hotel room and the owners of this marriott for $75 million claiming the hotel made it easy for him to film her in the nude. >> if she tells the jury how this affected her, that she was embarrassed by it, that she was sickened by it, that she continues to be emotionally

[ cheers and applause ]people who u u medicinal cannabis oil are asking lawmakers to let them make it and distribute it in iowa. patrick loeffler tried cannabis oil after his epilepsy caused him to have a seizure while driving. he says it helps him without side effects, so he started lobbying for this medical cannabis oil bill. some lawmakers believe doctors are at risk because it is not f-d-a approved. the bill is currently moving through house committees. cedar falls school is holding an open house in hopes of showing why it needs a bond referendum to pass. according to the waterloo cedar falls courier, north cedar elementary school is having an open house tomorrow and march 31st. voters will decide on 32 million dollar bond vote on april 5th. administrators say they need to build a new elementary school. the average homeowner would pay just over 100 dollars more eacacyear if this vote passes. and now here's your first alert forecast. today's highs will be all over the place with much cooler weather likely along d north of highway 20. temperatures should hit the 50s by midday
