from your 24 hour news source, this is kcrg-tv9 news at 5. this is a look over the city of >> this is a live look over the city of vinton this evening. the cedar river is creeping into some yards. that river will be there until some time overnight. this is a live look in the cedar rapids. the cedar river. things are at minor stage right now. but the river is expected to reach the expected highest point in the city's history. and if you want to see world news that is on right now on kcrg 9.2. but we are starting off with

important river lels. joe. that the waterline where it's you can see the darker color. that means in independence we have crested and the wapsipinicon has begun to fall. right now the latest we 19.two-foot level. 19.4 was the crest earlier this afternoon. along the wapsi right at 17.1. so it's coming up quite fast. by tuesday we're expecting a 24.five-foot crest. now let's travel down the cedar. >> the charles city you're falling faster. you will fall within your banks

in waterloo the current level sits at 22. 22.9 was the crest yesterday. early thursday is when the cedar and waterloo will be back in its banks. eventual ton awaiting that crest. 21.five the expected crest monday morning. still has about another half a foot to go before the crest tomorrow. in cedar rapids the latest forecast 23 feet currently. that will happen on tuesday morning. the latest we have is at 13.1 feet in cedar rapids. the flooding will come to an end with its river in its banks on saturday morning. the next four impacts we have at

13.5 affecting the lowest sections of palo. and at 15.5 that's going to affect the lowest section of old river road southwest. that's over by the dam in cedar rapids. the cedar river in cedar rapids sitting at 3.1 feet. 23 feet even tuesday morning is we'll continue to monitor the levels and through the nighttime hours. >> thank you, joe. as joe just mentioned the cedar river in vinton is set to crest at 21 and a half feet tonight. this is a current live look in vinton. the city has finished all preparations for the flooding however. now people can only wait and watch.

vinton. we're at celebration park right next to downtown vinton. it wasn't just water just a few hours ago. the city's fire station which houses the town's electrical systems also sits along the river. the community sandbagged and built this hess co- barrier. emergency management coordinate scott hansen now that all preparation are done residents can watch but need to be careful to be careful. no need to drive in it. if you see emergency vehicles definitely stay out of the way. if we get any fire e.m.s. calls try to stay out of the way and

jobs. vinton county management says that the river will subside at 17 feet on wednesday. never drive through them. in vinton bria love, kcrg tv 9 news. >> of course all of the water is making its way to cedar rapids. to evacuate that area tonight. those are voluntary not mandatory evacuation. then a curfew will be in place from 8:00 p.m. to 7:00 a.m. police and other law enforcement agencies will patrol the area. but they will let other people go into the flood zone. at second and third shift employees will be able to go back to their homes and get any belongings.

really in detail. let's go to justin gehrts. we've been showing these inundation maps over the last several days. extends from palo to the highway 30 bridge. around palo again when things get to 23 feet for the crest coming up tomorrow night would be expect that to be drake drive neighborhood. thompson around lynn kind on the southeast side of town where i would anticipate the flooding to take plays. blairs ferry. there's a gas station there. heading downstream we have a lot of those parks and nature areas that would be affected as we head downstream. also going to be seeing water taking over that area.

edgewood road bridge is going to be closed. the water is going to be covering up the approaches to that. as we look farther along ellis we see flooding down there. so close to ko road. also in the time check neighborhood boulevard we would see the potential pore flooding. this assumes there are no things that are able to keep the water back. assuming no sandbags or hesco barriers. and just because those precautions would be taking place. closer to downtown we do see that extending on the east side of the river.

the river. up to sixth or 7th street. we've been talking a lot about the czech village as well as newbo. we see that pretty much encompassing all those areas. we can hope that will hold in those areas. we'll head farther downstream. prairie creek. prairie creek will back the jones park golf course. that extends off toward the west. eventually the impacts aren't quite as strong. we'll probably be approaching 6th street southwest. we'll back off to the east closer to highway 30. full expectation highway 30 will remain open.

the highway 13. we go now to the west side of the river. jordy is joining us with an update from there. >> thanks justin. i'm here on 5th street northwest and i just want to give yo run through what i'm seeing here. ateds you can see behind me what they don't need out of their home. i spent this afternoon in the time check area. i would say it's pretty safe to say a good majority of the people are gone for the voluntary evacuation. as you can see there's a lot of homes that have sandbags the plastic. some wooden boards over the doors.

been preparing for this potential flood since thursday when the news first broke. they spent the weekend. a lot of neighbors their homes are prepared and there's no use standing around and waiting for this. and not -- i think that is a great idea. as you can see behind me more homes behind me are sandbagging getting ready for this flood up here. most of the people here have done that the voluntary evacuation. and they'll stay in their homes tonight and then they're going to re-evaluate tomorrow morning. again they are people are recommended to leave their homes whenever they are ready, and again we're out here live. i'll be out here live.

>> good information there. piles and piles sandbags surround buildings and cover doorways all through cedar rapids. it's been a massive effort. let's go to kcrg samantha myers who is live in the downtown area. >> it is very quiet on the streets of downtown cedar rapids right now. i don't know if you can see. there's not there's only two people out walking right now. most of the businesses are boarded up or have sandbags in some way. earlier i was at iowa brewing company. that's where we found some people still sandbagged. allof the work was rewarded with beer.

from 3 feet up from 5 feet and then 8 feet. we needed 10 feet. but now we had many more volunteers. it's amazing what free beer can do. >> and while we were there a man pulled up with a truckload of sandbags and he was just offering the sandbags to them. he saw they needed help. that shows the teamwork that gone into this sandbagging effort. >> thank you sam. we want to give you some phone numbers to call if you happen to be in the cedar rapids flood zone and you still need some help. these are numbers for the united way of east central iowa from a land line. 2 ton 11 from a cell phone 319-739-42 lemp.

now two emergency shelters in cedar rapids. one is the cedar hills community church. 6455e avenue. the second shelter at st. paul's united methodist church. >> alliant energy says it does not anticipate widespread pow outages in areas. now those who want alliant to shut down their power 1-800-455-4288. say the word emergency. alliant has already shut off power to 40 homes in palo.

the cedar rapids evacuation zone. the city of cedar rapids says it will not be collecting garbage or recycling or other collection. >> cedar rapids has closed quite a few a streets ahead of the flooding. now the city has shut off all of the downtown brigeeds from the first avenue bridge thrgh 16th avenue bridge. but the i380 bridge will stay open. that will mean the only ways to get across the river will be the i380 bridge and the highway east of the city. and you're going to run into barriers as streets are closed during this flood period.

from the cedar rapids area are also closed. essentially don't expect to get on or off the highway on the river. ads i380 bridge will stay hope open. there are school closures because of the flooding. the cedar rapids community school district is closed tomorro the cedar rapids metro catholic schools are closed those same days. mount mercy university is cancelling classes tomorrow and tuesday. two hospitals are expecting to be operating normally. be aware you might have to find alternate routes to get no those

downtown closed off. a much needed dry week ahead. we need that dry weather. as early as later this evening. we did have some rainfall last night. here's a look at 24-hour rainfall totals. generally around quarter to 7/tenths of an inch. not to have an effect on the cresting. still over to the east of cedar rapids down towards iowa city and washington. this is not amounting to much. we're expecting these light showers to come to an end pretty quickly. over by the old kmart.

we're going to have to correct. i just talked to some residents and they told me at 2:00 that hasn't happened yet and the reason is alliant has holding off until the very last minute in case they don't have to. they're basically seeing what the crest of the river in vinton. if they think they can handle it they may not shut the power up. this is lynn drive on the southeast side of about three hours we came through here and the road was perfectly dry. it's about 6 inches. now as we go to some of the video again the utility crews were trying to cut the power to just the homes where the cities had ordered the evacuation earlier. that may be only about 80 to 100 homes in all.

mandatory authorities are not going to force anyone to leave. one resident their plan for most of the family to pack up and go and leave one behind to take care of the property. >> earlier today the city of palo break. that appeal worked and the kreis has eased although the sewer line is not fixed yet. now we are coming back live. you can see this is the palo city limits sign here. this is one home that may see the water. it's not quite gotten there yet. it is coming up as we speak.

there's a little bit of streams getting out of the banks but this level is just azing to me. it's awesome in the true word of shocking and beautiful and scary all in one sentence.

so let's check in with joe to get the latest on those river levels. some of the people are asking. what is the forecast what it's going to crest at palo. that information is not available. there's some information how high the river is. it doesn't give anyon would do in any one area. we're not forgetting about that. we mentioned the flood still ongoing. we're stilwell. and until and. waterloo won't fall below crest stanl.

22.5. in vinton the latest update at 20.9. expecting another half foot rise and then not falling below flood stage until thursday afternoon. we do have the cedar river and cedar rapids as far as the flood level right now. we're at 13.1. we went up to 13.4. we're going up very, very fast as we move through the next 30 hours 23 feet. that would be half a foot each hour. we'll continue to watch to rise that very fast. as far as additional one person did ask in conesville. as we mentioned along the wapsi we are continuing to see it

>> feel like they're kind on of the wrong side of the flood wall that the city has built if in that that area. that's because the city chose thought. and just wouldn't because it's not flat. some shops aren't buying that. phil reid is live in newbo. what are those businesses to keep floodwaters away from them? well behind me is a newbo float wall. and it is about 12 feet high. this wall does not cover any of the businesses over here. many of them are fending for themselves.

and they went above and beyond. volunteers spent the last couple of days build this flood wall. if you can just take a look they do have sandbags which goes all around the buildings as they are trying to keep the floodwaters from damaging their business. the owner says he will stay here all week. as week trying to fight the floodwaters because he doesn't want to make another insurance claim. i put a lot of time and effort in restoring this building and trying to create the atmosphere where the neighborhood would grow and now to be left out of it just kind of feel like nothing i did was for any good. looking at it structurally this is going to be the best placement for it.

this was the effort in the newbo district this afternoon. if you have ever done this. this is backbreaking work. these people were going at it full force. they're helping to save that part of cedar rapids. it's been rebuilt and re-vived since the 2008 flood. for those wanting to still help to fill sandb there are three location. one is the old kmart. and the second one is the had a hawkeye downs. and the ellis building. >> the theatre had been completely renovated and restored after the 2008 flood. now it is forecast to take on water when the cedar river
