times. federal lawmakers have approved funding... but not set the money aside. cedar rapids city manager jeff pomeranz said, in yesterday's news conference, that permanent flood protection is the city's top priority but it will cost $500 million dollars. "permanent flood control protection is critical to our future we've made a number of moves and measures through good planning and implementation and execution for new infrastructure to protect our community, but permanent flood protection will be a necessary solution. " pomeranz says the temporary flood protection system of hesco barriers, sandbags and earthen berms, currently in place, costs $5 to $6 million dollars. so the city is warning there may be breaches and urging people to stay away from flood-prone areas. two emergency shelters are open for people who've evacuated their homes in cedar rapids. already, about 100 people have

volunteers brought more beds to the cedar hills community church on e avenue nw yesterday. the beds are placed in a separate room of the church for people who want to rest. in the main room, there's games, books and plenty of snacks for guests. many at this shelter say they experienced a sense of relief after checking in. "37:41, "i was walking and a guy picked me up, i was downtown area i had no idea how i was going to get up here and he brought me and he said these people are going to take care of you, the cedar hill community church will take care of you, and you are going to be okay" church is located at 6455 e avenue nw, near cherry hill pool. the red cross has a second emergency shelter in the wellington heights neighborhood, at st. paul's united methodist church on 3rd avenue se. both have space available. the curfew for areas in the flood zone on both sides of the cedar river is in

empty, a constant police presence is filling the neighborhood s. kcrg-tv9's forrest saunders is at one of those checkpoints this morning and joins us live. forrest, how long will police patrol the evacuation areas? the police department is actively patrolling the evacuation area. they will continue to patrol until the flood waters have passed and people are allowed back on their property. police also plan to enforce a curfew for the flood and evacuation areas am every morning. police will have 73 checkpoints to help block access to flood areas. the city hopes to be able to reopen those flood evacuation zones after 7 days. once the flood waters recede, safety inspection teams will go into the flood zone to assess when residents will be able to get back into their homes. the iowa national guard will

view from last night of the situations in the new bo district and some other neighborhoods along the cedar river in cedar rapids what you're about to see is drone video from early monday night, courtesy of cal cam aerial productions. we'll start off in new bo in southeast cedar rapids. this is a look down 16th avenue se -- on the right are the businesses not protected by the hesco barriers -- kickstand, tornadoes, mad modern. on the left -- the hesco barriers are protecting this part of new bo... water does cover some of the cedar river trail -- just north of 16th avenue se -- that's a low-lying river to the czech villasge... the national czech and slovak museum & library does have an earthen levy around it. the museum and library is set back -- and is much higher up -- than 2008. there's some water from storm sewer back-up which the city says it's battling. there's the skate park, there... some water there. that's riverside park taking on water.

penford right along the river looks dry. past the 8th avenue bridge... there's the mott building, just renovated and reopened -- that's down the hill from the police station. the knutson building is surrounded by water. the amphitheatre has water up to the first level of terraced lawn seating. then shifting back to the focal point with the dow island does have water along the end. the hesco barriers are covering 9.8 miles of the city- at least in this video from last night when it was still daylight -- the barriers seem to be holding up. now we'll shift from the cedar river -- to the wapsipinicon. people in anamosa are watching the river tick up a little more each hour but city leaders say they are not expecting significant flooding. in 2008, flooding caused major damage to the southern part of anamosa. since then, the city spent

containment levees near the entrance of the wapsipinicon state park. city leaders say this expense was worth it. "i think you can see by the outcome today, we're pretty secure in what we've done. not that it can't change. mother nature has her own mind. " the wapsipinicon river is expected to crest late today into wednesday at 24 feet. the cedar river in cedar falls is receding this morning - but parts of the city are still dealing with now people are dealing with the aftermath of the floods impact in their homes.

the city is asking people to stay out of the flooded northern part of cedar falls, so homeowners can try to find normal again. city staffers will remove sandbags and other debris if people place them at the curb. city leaders are asking that volunteers separate the items into yard waste, sand bags, appliance and flood debris piles. a drop off location will be set up later this week. some homeowners tell tv-9 they just want to get home.
