at a ave ne and 5th street this morning. forrest, when does the city say things can get back to normal? during a news conference, the city manager says it will be at least 2 days until they feel more comfortable with the river level. they are looking for the cedar river to get below 18 feet. the river crested just below 22 feet yesterday morning. and it's not expected to drop below 20 feet until thursday. council is meeting in two special sessions today to continued updates on the flooding conditions. those meetings are at 9 this morning and 7 tonight at the cedar rapids ice arena. the council is looking into decreasing the evacuation zone today, but is currently focusing on seepage and pressure concerns. the city says the temporary barriers are keeping us safe so far above ground. but the worry is that water is putting too much pressure on the storm sewer system below ground. crews have been working all night, fighting dangerous conditions to makes sure everything is functional. law enforcement in cedar rapids

of anamosa, the wapsipinicon river is expected to crest this morning at 22.8 feet -- that's down from the earlier prediction of 24 feet. as the wapsipinicon bends through anamosa, the fortunate part is that most of the homes are on higher ground -- the riverside cemetery and high school athletic fields would be the first impacted on the city's side of the wapsi. since the city spent $250,000 dollars to build 3 new containment levees near the entrance of the wapsipinicon state park. in our next half hour, we'll take the tour of the wapsi, from central city to oxford junction. governor branstad and lieutenant governor kim reynolds will be back in eastern iowa today to tour flood damage. they will make a stop in vinton at noon. from there, they'll head to palo at 1:30. and they'll wrap up their visit in cedar rapids. many homeowners in the time check neighborhood in cedar

outcome -- so far. especially as time check will always bear the scars of the flood of 2008. floodwaters destroyed cathy burns' historic home in 2008. her family re-built the home with new siding, stairs and windows. when burns heard the news of a second devastating flood this weekend, she panicked. she moved nearly all of her furniture out of her home and sandbagged along the edge of the house. burns was able to get back into her home briefly yesterday. much to her surprise, she had no water damage. relief an i think the city did a really good job of letting people know this time" burns took some furniture back into her home yesterday. she plans to move everything back into her home this weekend. a reminder the cedar rapids community school district has cancelled classes through friday. june 2nd will be the make-up day. cedar rapids metro catholic schools are also off for the rest of the week. moving upsteam on the cedar river, people in vinton are

the cedar river is now going back down after cresting monday morning at 21.8 feet. kipp schoettmer, the owner of john's tires, says his business only had about an inch of water. he says his shop completely flooded in 2008. he spent yesterday pumping and sweeping out the water. "8:08:56'didn't wreck anything we put everything up, expected the worst and actually got the best it was pretty nice'. flood protection funds to be released. congress approved the cedar rapids project in 20- 14 but the obama administration has not yet included the project in its budget. " it's very tough for a small, urban area like cedar rapids to compete with the larger cities in the united states. so we are asking them to prioritize this project and go outside of their guidelines because this is the second flood in eight years in cedar rapids." later died at u-i-h-c. of the three people in custody -- all are males and two are juveniles. more than 50 people gathered for a vigil last night for the girl.. the vigil started with a prayer from the teen's aunt. candles lined the sidewalk spelling out the girl's name. family, friends, and neighbors struggled to hold back tears. neighbors told tv-9 that the girl's death was not intentional. one witness says she was sitting in a car when one of the suspects pointed a gun at her, off "8:28-8:46 "i heard a gunshot. and when i did, i went to the window, that's when i seen a couple of males, which threw me off guard because my girlfriend said it was only three girls, so i ran to the girl, and when i got to the door, one of the girls yelled that her sister had been shot." also on the west side of the river as well, you can see downtown cedar rapids. the cedar river was getting pretty close to the bottoms of those bridge deck, but never did get up to the top or overtop of the bridges. we have a second piece of video here of edgewood road, heading off towards the west. you can see now why edgewood road is closed. it's the water from ellis park that's flowing onto the road. you can see the current that's coming off of edgewood road, making it impossible to drive through. it will take several days for that water to move off the road. a jackson county supervisor has received national recognition for risking his life to stop a shooter inside the county c at yesterday's supervisors meeting, the carnegie hero fund commission presented its carnegie medal to buck koos. 2 years ago, koos tackled former maquoketa city manager gus glaser when glaser fired a gun at the county assessor. during a struggle, another shot killed glaser. "i am like everyone else who was in that room that day. i am just an iowa farm boy doing his thing. my thing just happens to be a county supervisor. " koos is one of 24 people
