skycam. the cedar river continues to pull back in cedar rapids this morning, following the second highest crest ever in the city. now, some who had to get out can at last return home. of the nearly 6,000 homes and buin for people to come back. the city thinned out the evacuation zone yesterday. officials moved back the barricades from the 28-foot-flood stage to the 24-foot-flood stage. the red line on this map shows the new zone -- nearly all of czech village and oakhill jackson is now okay to return to. and the blue dotted line shows what the flood zone was tuesday. we have an updated list of properties that are still in the flood zone on our

most along the cedar river, flooding is still occurring in some areas downstream. kcrg-tv9's meterologist justin geherts is at a ave ne and 5th street this morning. justin, where are those few spots that are still expecting high water? i'm in downtown cei'm in downtown cedar rapids by the tree of five seasons. the cedar continues to fall and should drop below 18 feet this afternoon. 18 feet has been the level at which city officials have said they'll be able to flood protection, given the amount of pressure being put on the systems. water also recedes from edgewood rd. at 18 feet, although crews will still have to make sure the road is clear and undamaged before reopening it. a reminder, too, that all lanes of 380 are now reopen to traffic. the cedar in cedar rapids is forecast to drop below the flood stage of 12 feet on sunday.dar rapids by the tree of five seasons. the cedar continues to fall and should drop below 18 feet this afternoon. 18 feet has been the level at which city officials have said

church at e avenue nw and stoney point. tuesday night, more than 130 people stayed in those 2 helters. that's up from roughly 120 monday night before. cedar rapids says its temporary flood protection is holding up. but it's still in a critical stage until the river falls below major flood stage later this week. the city's public works director says some areas continue to take on water from storm sewers and from seepage through the hesco barriers. the city says there are more than 50 pumps up and running, staffers will continue to monitor them at all m still in a critical situation still need to remember that the river is three feet higher than pretty much all of newbo. " today, the left lane of i- 380 is open to vehicles. but all downtown bridges will remain closed until the city removes the hesco barriers and engineers check the bridges. the cedar rapids flood control manager says

the city had planned to start work this week on a pumping station that's part of the city's permanent flood protection plan. the location is next to 1 of the temporary flood barriers south of 8th avenue se. cleanup from this flood will delay the project. "it may push us back a few weeks as we have to dry out the sinclair site so they can dig and half of the project is underground...we will dig down about 15 feet to get a clay liner under the levee. " moving dirt next week next to the old sinclair meatpacking plant -- south of newbo.. that was to make way for a 2,000 foot permanent flood berm. the city says the berm will eliminate the need for some of the temporary barriers that kept most of the newbo district dry. in waterloo, cleanup efforts are also underway -- as the cedar river is pulling back. on wednesday, the city started picking up sandbags that people are putting out at

through next friday, october 7th. involuntary manslaughter. that's just one of the charges 13 year old boy is facing today following a shooting tuesday morning that killed a cedar rapids girl. police have identified the girl as ireshia parks, also just 13. kcrg tv9's jordee kalk tells us how police are working to figure out what led to the shocking death. jordee: "police are confident at this point in their investigation that it was an unintentional shot that killed a 13 year old girl. and that me in the 800 block of 15th street southeast. the 13-year-old boy that police say fired the gun faces charges of involuntary manslaughter, carrying a weapon, and interference with official acts. his name has not been released. police do not know how the boy had access to a gun. authorities say they're working to determine why the gun was fired. 16:34, "we just don't know because the young person that has been charged has not told us and we don't have enough information to confirm how it was fired."jordee: now the weapon that was used has not been found by police. authorities say if you see it don't touch it and call 9-1-1 immediately. in cedar rapids, jordee kalk, kcrg tv9 news.

shooting at an elementary school, shot and killed his father before going to the school. the boy's grandparents found his father carolina / georgia state line. at the townville elementary school, witnesses say the teen jumped a fence, firing shots while running onto the playground. authorities say an unarmed volunteer firefighter took down the shooter and held him until deputies showed up. they say a call from their grandson alerted his grandparents. "they went to his home and they live just about 100 yards away to see what was going on because they couldn't understand why he was crying on the phone or make sense of it. when they go into the house, they found their son had been

officials are not releasing the teen's name or age. one boy remains in critical condition today. a teacher and another student were treated and released. in urbandale, at least one school district is choosing not to do active shooter drills with its students. urbandale superintenden t steve bass says their philosophy is to make sure all adults know what to do in an active shooter situation. they say they do not want to train a potential perpertator. in cae what happened in south carolina, bass says students are told to go directly to the nearest classroom, even if its not their own. river has those living near it very anxious...and understandab ly so. this is the scene in oxford junction. that's in jones county. tuesday, water city's park. yesterday, that water was over the road is several places and more home owners are dealing with flooding. this is a town that has been a flashpoint of flooding in recent years. people there say the flood water is almost as high as the flood in 2008. agency, or fema, is in clarksville today to inspect the damage. the butler county town watched last week as the shell rock river swelled beyond it's banks. a dike the city built helped hold off some of the water, but it didn't prevent all of it from reaching homes. the city is now working to be ready for the next flood.
