and businesses, many will be anxious to get rid of their sandbags. but the city wants to do it properly. starting at seven this morning, there will be drop off sites for businesses and non- profits. the cedar rapids metro economic alliance is running the sites. workers there are asking people let them know ahead of time if the sandbags are wet or dry, so that the bags can be stacked accordingly. " 7:18, "you get them here leave them here, the district and our funding partners and figuring out how to haul them away at no cost to the businesses. " businesses and non- profits have four drop-off locations for sandbags. one is on the east side of downtown between the quaker oats and cargill plants. another is next to the former chrome horse building in newbo. a third is the parking lot behind the shops on 16th avenue southwest in czech village. and finally, there one near second avenue and l street southwest in kingston village. the city has two locations for

sandbags. the noelridge pool site opens at seven a-m today. and the ellis park site opens at seven a-m saturday. anyone who can't drop off sandbags should leave them at their curb. the city will start picking them up on monday, october 10th. this morning, attorney general tom miller and iowa insurance commissioner nick gerhart will join cedar rapids city leaders at their flood briefing. they will address consumer protection and insurance claims that particularly affect f starting to open across the city. this morning, edgewood road crossing the cedar river is open. the city says downtown bridges should be open to traffic saturday. that includes all i-380 ramps leading into the downtown area. bus service will also resume saturday. and starting monday, the linn county-cedar rapids solid waste agency will start collecting garbage and recycling within the evacuation

they can put out their normal trash container plus two 35-gallon bags for free. the final flood barriers are down and all the male inmates are back in jail at the linn county courthouse this morning. the county moved them to other facilities last weekend. workers are still removing flood barriers from the sheriff's office. that's set to re-open monday. progress isn't coming along as quickly for cedar rapids city hall. it might not reopen for up to 30 days. the city says the building workers pumped a lot of it out. the damage was mostly to basement rugs and drywall. members of the american red cross are trying to keep morale high as people start to return home. "they don't know exactly what's going on. there's lots of anxiety. they've lost their homes. they've maybe lost some of their belongings and those kinds of things. they don't know what they're going back to. and they're more concerned with that than they are the living conditions" the red cross housed more than

united methodist church... and housed dozens of people at the cedar hills community church this week. the red cross is also supplying free clean up kits for those who did have water damage. iowa's senators and congressmen are working to get more federal flood assistance for iowans. senator chuck grassley promised to push federal agencies to make flood recovery in high-risk areas, like cedar rapids, more of a priority. he's asked the army corps of engineers why it hasn't budgeted 73 million projects that congress approved two years ago. grassley says there is state aid, but iowa flood victims also need federal aid. "the state legislature and governor branstad have already passed some legislation to help cedar rapids finance flood control, but that state money will not be enough, 3:48 to get the job done, but it does allow moving ahead with some money that wouldn't otherwise be available." grassley also says he's

farmers who may have experienced loss because of flooding. people from the federal emergency management agency, or fema, toured flood damaged homes and businesses in floyd, butler, and bremer counties. they took photos, spoke with homeowners, and measured how high flood waters rose inside buildings. they'll send that information to the governor. then, governor branstad will decide if he'll ask president obama for a federal disaster declaration, qualify the area for federal aid. "they're just trying to get an idea of what we went through a week ago they're not about giving anybody any money providing any assistance, they're just trying to gather information." the fema crew will check out damage in buchanan, black hawk, and delaware counties next. a manchester couple is cleaning up after flooding damaged their business for the eighth time in the last decade.

water filled the building last friday. owners dave and cookie cole say they and other business owners hope to talk with city leaders about ways to better protect the downtown area from flooding. until then they say they will have to continue building their own flood protection. "we put plastic down. and sand on that, all the way around the whole building and put the sandbags on top of there. " cole says volunteers helped clean-up and repair damages. bushel and morning. dubuque is closing miller riverview park for the rest of the year because of flooding from the mississippi river. it was supposed to be open until october 23rd. but the city says it doesn't expect water to lower anytime soon. leisure services manager marie ware says this is something campers have come to expect. ware says the city will refund anyone who has paid for an upcoming reservation at the campground. today, a man is facing charges for a fatal hit and run crash in jo daviess county, illinois, earlier this month. authorities accuse 27 year old corey rogers of failure to report an accident involving personal injury or death. he is from scales mound, illinois. the sheriff's office says he sideswiped a parked car and then hit... on september 17th it happened near the 6- thousand block of pea ridge road in scales mound. the 17 year old later died. he was from apple river, wisconsin. homecoming weekend events could impact your drive around downtown iowa city tonight. thousands of hawkeye fans will be downtown for the the annual parade starting at 5:45. the parade takes over parts of gilbert, iowa, dubuque, washington, clinton and jefferson streets.

of road construction. you'll want to allow more time if your evening commute takes you through downtown. the iowa city board of adjustment says they are planning to vote today on an appeal to build a kinnick stadium inspired house. the board's decision on whether to let a decorah couple build the home was delayed twice. at today's meeting, the board will not take any public comments. the appeal is on the city's building permit. neighbors say the kinnick- style house would negatively impact the health, welfare and safety of the neighborhood. iowa's homecoming parade, the board is holding the meeting in a new location. they will meet at at the environmental education center at the east side recycling center at 6:30 tonight. hillary clinton is urging her supporters in iowa to cast their ballots as soon as possible. as early voting gets underway, clinton and trump try to get an edge in the battleground
